2 EXECUTIVE SUMMARY OF RAPID ENVIRONMENTAL IMPACT ASSESSMENT AND ENVIRONMENTAL MANAGEMENT MENT PLAN FOR BINJHRI COAL WASHERY EXPANSION DISTRICT KORBA, CHHATTISGARH 1.0 INTRODUCTION 1.1 General background Aryan Coal Beneficiations Pvt. Ltd. is leader in the business of coal beneficiation having their plants in Chhattisgarh, Maharashtra, Andhra Pradesh and Orrisa. The group has established a unit at Binjhri, located in Dipika village, P.O. Gevra, Korba District of Chhattisgarh. Chhattisgarh Environment Conservation Board, had granted the company the consent to establish for 0.96 MTPA capacity, at Dipika vide letter no. 2057/TS/CECB/2007 dated This EIA/ EMP report has been prepared for getting the necessary consents/ approvals of the expansion from 0.96 to 4.8 MTPA from MoEF, New Delhi/Chhattisgarh Environment Conservation Board. 1.2 Location and communication The plant site is located in 7.35 Ha in village Binjhri, P.O. Gevra, Tehsil Kathghora, District Korba Chhattisgarh. The location of plant and study area can be seen in Survey of India Topo sheet No. 64 J/11. The location plan is shown in Fig 1. 1 The plant site is located between latitude N and Longitude E. The site is accessible through road by Burgahan to Kathghora (1.2 kms). The nearest railway station is at Korba, (about 17 km on South Eastern Railways) and nearest airport is at Raipur, (about 180 kms) from the site 2.0 PROJECT DESCRIPTION The company proposes to establish a coal beneficiation unit of expanded capacity from 0.96 MTPA to 4.8 MTPA. The infrastructure and auxiliary facilities for washery include Rotary Breaker, Double Deck Screen, Roll Crusher, Coal Ash Monitors, Conveyor System, Electrical System, Barrel Washer and DG. Proposed Project Cost Rs. 26,00 lakhs 2.1 PROCESS DESCRIPTION Details of the process Raw Coal is fed to 2 Nos. of Receiving Hopper through a ramp. The coal from the Receiving Hopper reports to D/Deck Screen of 250mm/15mm deck, 200 TPH, 2 Nos for each circuit. Total 4 Nos. +250mm reports to 150 TPH Rotary Breaker, which separate the stones and crushes the coal to -50mm. -15mm through a separate belt reports to 6mm, Single Deck Screen of 200 TPH capacity, 2 Nos mm reports to 400 TPH roll Crusher, one for each circuit. Total 2 Nos. Coal after crushing goes to Double Deck Screens of 200 TPH capacity having a screen size of mm, 2 Nos for each circuit. (Total 4 Nos). -+50mm reports back to the crusher mm reports to the stack Tube ground hopper mm reports to 2Nos, 9/40 Barrel Washer, having a capacity of 225 TPH, from where clean coal and reject goes to separate hoppers through Dewatering Screens. The -15mm coal goes to 2 Nos, 200 TPH Single Deck Screen to separate - 6mm coal. 6-15mm reports to 9/40 Barrel Washer from where clean coal and rejects go to respective hoppers after passing the Dewatering Screens. -6 mm is directly mixed with the clean coal. 2 Nos. 5 3.0 PRESENT ENVIRONMENTAL ENTAL SCENARIO 3.1 Topography and Drainage Min Mec Consultancy Pvt. Ltd. The study area, in general, consists of uneven and undulated ground, and is covered by hills and valleys. The elevation of ground surface in the study area ranges 274 mrl and 429mRL. The core zone is at about 320 mrl. The overall drainage pattern of the area can be classified as subdendritic and general flow of the river and their tributaries is in the southern direction. The entire study area falls in the basin of Mahanadi. Hasdeo is the main perennial river, which flows from north to south in the region with the average gradient ranging from 1.5 to 2.5 meter per km and dividing it into two halves east and west. It is a major tributary of Mahanadi river and joins the same further south, outside the study area near village Munund in Janjgir Tehsil. 3.2 Climate The climate of the study area is of subtropical type, and is characterised by an oppressive hot summer, a mild winter and well distributed rainfall during the monsoon season. The temperature varies from a minimum of 8.1 C to a maximum of 46.1 C. Relative humidity varies from 38% to 86% in morning from 20% to 78% during evening from April to August. Annual total rainfall is recorded as m. On an average, there are 69.4 rainy days during the year. Mean monthly wind speed varies from 2.9 kmph during December to 6.7 kmph during June when south western winds prevail. 3.3 Micro-Meteorological Meteorological Survey Micro-meteorological survey was undertaken for monitoring wind speed, wind direction, ambient air temperature and relative humidity during 1 st October to 31 st December The meteorological station was set up within the project area. 6 3.4 Ambient air quality Ambient air quality study has been carried out at six sampling stations through Respirable Dust Samplers continuously for three months. Core zone Railway line Dipika Jhabar Jhingatpur Binjhri Water environment Ground water The depth of water table over the study area is variable ranging between 6to 8m below ground during summer season. The rainfall is the main source of groundwater recharge in the area. The study area forms a part of the water shed of Ahiran nadi which is a part of Hasdeo river basin. The main nalas present are Kholar, Lilagar which flows in south easterly direction. All streams are seasonal overflowing the banks during monsoon season only. Annual ground water recharge is taken as MCM, which has been worked out by water table fluctuation method and it is less than the estimates by rainfall infiltration method. The ground water is utilized for human consumption and irrigation Surface water The major nadi passing through the study area are Ahiran nadi, and some others Kholar nala and lilagar nala are seasonal in nature, with heavy flow during rainy season. During lean periods, the streams draw water from ground water Water quality Water samples from 11 locations (Surface and Ground) were collected during post monsoon period. 7 The result shows that physical parameters like colour, odour, taste, turbidity and temperature. ph, hardness, chloride, total solids are within the desirable limits. Alkalinity is also found within the desirable in most of the samples Noise level Noise level was studied at ten locations including core zone. The noise level was found to be between db[a] to db[a] during day time and db[a] to db[a] during night. It is concluded that the existing noise levels in the area are within the standards specified for residential and industrial. 3.7 Traffic density Traffic density on Bilaspur to Korba via Pali (Dipika) Road was found 1881 vehicles/day and on Dipika to Katghora road is 1722 vehicles/day (including cycles/carts). 3.8 Land environment Core zone : Total area of land acquired and developed for washery is 7.35 Ha (18.14acres). The project area falls within Dipika Village. It is found that 22.61% of total land is forest area while irrigated agricultural land is 1.02%, unirrigated agricultural land is 38.35%, culturable waste land is 11.11% and area non available for cultivation is 26.91%. 8 3.9 Soil quality Soil study was conducted in both core & buffer zone. The results of the soil quality analysis show that soils is silty clay in texture and red to pale brown in colour, almost neutral, ph varying from 7.96 to The soils is rich in organic carbon and iron, and optimum in nitrogen, phosphorous, calcium and sulphur Socio-economic conditions There are 62 villages in study area. Total population is with males & females % of total population is literate. The composition of SC and ST in the study area is 12.20% and 26.00% respectively. The average family size is about 5 persons/family % of the total populations are non-workers while main workers are 25.92% and marginal workers are 7.03% Ecology Study area has trees, shrubs, grasses etc. Fauna in study area includes mammals, reptiles and avifauna. 4.0 ENVIRONMENTAL IMPACT ASSESSMENT & MITIGATION MEASURES 4.1 Impact on Topography, climate and drainage No major change in topography of the area under existing or the proposed units, except for minor levelling of land in some parts, and slight rise in plinth area. No major impact on drainage is envisaged. There are no activities in the washery plant that may cause impact on the climate and meteorology of the area. No special mitigation measures are required. 4.2 Impact on Air Quality Air pollution major source are discharge of coal into receiving hopper, discharge of coal at the crusher, discharge of coal at screens and Primary impact due to transportation. Appropriate pollution control equipment with adequate capacity are proposed to be installed to avoid degradation of air environment involving a 30m high stack for crusher dust dispersion. The dust generated by transportation activities will be mitigated by sprinkling. 9 frequency prescribed by State Pollution Control Board.Wind shelters /wind breaks will be provided by green belt and plantation. 4.3 Impact on Water Quality Surface Water:- Rainwater will carry loose soil, increasing suspended solids of run off water only in case of very heavy rains. The impact is temporary & reversible. Temporary rise in suspended solids can be there but no effluent discharge will be there from the proposed washery. The washery would operate on zero discharge concept and all the process water would be properly clarified and recycled back to the system in a closed circuit module. No impact is envisaged on surface water bodies in normal operation. The water circuit :- Ground Water:- The water demand due to this project is only 0.3% of the available ground water resources in the area. Thus there will be negligible impact of the ground water withdrawal on the agricultural and other users of ground water. During the operation there will not be any direct contact between shallow water table and effluent/ slurries. The media water after being used for washery operations will be screened through a five stage clarification process and all the suspended particulate matter would be squeezed and the clear water is recycled back to the process. Workshop effluent will be passed through pit/grease trap and recirculated. The run-off from the coal handling area will flow through ditches around the coal storage area and coal handling buildings into a common basin (settling tank) from where it will be pumped into the station sump. The oil water mixture collected in the separate drains, will lead to an oil-water separator. The separated water containing less than prescribed limit of oil and grease and will be led into the drainage system which will finally discharge into station sump. The oil separated out will be reutilized, if possible. The domestic sewage effluent from the proposed plant will be treated in septic tank and soak pit system. Coal washery would operate on zero discharge system. 4.4 Impact on land Environment There is no impact envisaged on the land use of the nearby area or in the study area as any minor changes due to the proposed activity are restricted to the plant premises. Due care has been taken to keep-up the natural settings/ greenery in and around the plant. 10 provide green belt of adequate width in and around the plant site. An area of 3 acres is devoted for green belt. 4.5 Impact due to noise & vibration The noise level will be due to equipment machinery and coal transfer points. The noise level due to the sources such as crushers, DG set and other operational points will be higher. The noise level will be maintained by providing and maintaining thick green belt, noise generating machinery including transportation vehicles, reducing the exposure time of workers to the higher noise levels. All transfer points, cleats shall be lined with rubber lining so that the noise levels are reduced. 4.6 Impact on Traffic Density The raw material transport will be carried out by closed conveyor system from coal deliverance point to the plant. The washed coal will be transported from plant to the siding by conveyor. Thus, marginal increase in the traffic density is envisaged. Since 100% of the raw material and rejects are being transported through closed conveyor system from deliverance point & to railway siding, hence there is no increase in traffic due to material transportation. 4.7 Impact on ecology The pollutants emitted from stacks can have adverse impact if control measures are not adopted. There is no forest in the study area of the proposed plant and hence no fauna exist in the nearby area. With the progressive growth of greenery, biological terrestrial environment will improve in due course of time. It has been proposed to create and maintain a green belt in 1.21 Ha of area and around the plant. 4.8 Solid Waste During construction, waste generated is limited and for levelling any low lying areas within the premises. There is no impact envisaged due to the solid waste generation. Coal rejects will be sent to Thermal power plant located at Chakabura / Kasaipalli and will be used as a fuel. 11 5.0 REASONS FOR SELECTION OF SITE Availability of necessary infrastructure such as transportation, communication, roads, water etc. The proposed location is having proximity of raw material. Skilled and unskilled manpower is easily available. Investment climate is good. Government policies are favourable. 6.0 BENEFITS OF THE PROJECT Most of the work force required for construction and operation of the proposed project will be employed from the surrounding areas. No rehabilitation and resettlement issues are involved in the proposed project. Significant positive impact on employment and occupation is envisaged and some other benefits are as follows. Better economic status of the community due to better earnings Higher inputs towards infrastructural facilities due to establishment of plant and colony Enhancement of literacy due to educational facilities available in township. The company shall earmark funds for social development and welfare measures in the surrounding villages The workers engaged in pollution generation area will be equipped with appropriate protective equipment. Other facilities such as health camps, medical checkups,drinking water facilities etc will be provided. During operation, plant will generate direct employment. The preference will be given to local population for employment in the semi-skilled and unskilled category.
