1 Department of Health & Human Services Manager: Lived Experience, Engagement and Integration Manager This position provides leadership to a small team of staff with responsibility for: advising on consumer and carer engagement issues within the department for the mental health portfolio being the department s key interface with mental health peak bodies, consumers and carers leading initiatives to enhance the voice of consumers and carers in system improvement, policy development and sector and community engagement more broadly, and ensuring that the consumer and carer voice is reflected in policy development investigate and lead critical projects that develop and review policies, professional standards and operating practices that enhance service delivery, budget effectiveness, efficiency, improved client outcomes and service integration. For further information please see Health Service, Policy and Commissioning Health Service Policy and Commissioning draws together the key areas of interface with the health service sector, providing an integrated approach to health service performance management. It is responsible for health service policy, planning, governance, commissioning, performance management and regulation. In addition, it plays a critical role in service planning as well as oversight of key specialist program areas including ambulance services; mental health; cancer, drugs, blood products and new technology; medical research; and international health. The division is also responsible for private hospital regulation and, as of 6 February 2017, public sector residential aged care services. Branch The Mental Health Branch combines the work of Victoria's Chief Psychiatrist and Chief Mental Health Nurse and their offices, and the department s mental health strategy and legal policy, programs and performance and service planning teams. The Branch has a focus on driving stronger integration of mental health services within health services and the interface with other key departmental and sector partners. The Branch is strengthening its focus on system design, capability and planning to enable sustainable and high value health care, consistent with the 10 Year Mental Health Plan directions. The Branch provides clinical leadership and promotes continuous improvement in the quality and safety of mental health services, especially through the offices of the Chief Psychiatrist and Chief Mental Health Nurse. Role of unit The System Policy and Integration Unit is responsible for mental health strategic policy and program development for consumer and carer participation and support; suicide, family violence and homelessness prevention and management within the broader health and social care system; and commissioning of psychosocial support and other recovery-focussed services, including developing a strong interface with clinical mental health services and the NDIS. 3 Purpose and accountability Purpose This role works as part of the System Policy and Integration team. It plays a critical role in the department s efforts to improve consumer and carer participation and engagement in the mental health system and in particular to enhance the opportunity for consumers and carer to have a voice. The areas of focus include creating opportunities for participation, understanding the organisational barriers to participation, and building and maintaining strong links with consumers and carers. In addition the position will play key role in the development and integration of strategic policy and program areas, as outlined in the Government s 10 Year Mental Health Plan, and within the context of the broader health and social care system.. Accountabilities Operating at value range 1, you will: 1. Strategically design and develop the delivery of departmental objectives that impact on consumer and carer engagement and which meet statewide departmental and government objectives and community expectations. 2. Maintain an understanding of issues impacting the department s clients and investigate and lead critical projects that develop and review policies, professional standards and operating practices that consumer and carer participation, state and national mental health policy development and improved client outcomes. 3. Forge strong connections across the department and with external stakeholders to facilitate a partnership approach, including peak bodies and key agencies. 4. Identify and actively manage emerging issues and areas of risk for government, department and the community. 5. Work with senior management to set and achieve key performance indicators and standards. 6. Effectively manage and provide leadership to a team of employees by: (a) leading and supporting individuals to achieve their potential and contribution to organisational goals and outcomes (b) modelling behaviours integral to good people management and departmental values (c) where relevant, managing and monitoring specific improvement objectives in annual improvement plans relating to the area of responsibility (d) pro-actively building and maintaining positive relationships with peers and stakeholders across the organisation. 7. Provide strategic thinking and future planning and oversee change management initiatives and integrated approaches to enhance compliance with department-wide policies. 8. Provide timely expert advice and develop open and effective communication strategies including collection of highly complex, contentious or sensitive information on matters of staff or business. 9. Represent the department on key government and non-government committees and bodies concerned with achieving government and departmental objectives. 10. Initiate, lead and contribute to complex policy development and service improvement projects relating to consumer and carer engagement and state and national mental health reform. 11. Influence policy and program development across government (local, State and Commonwealth) and nongovernment sectors. 12. Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements. Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures 14. Demonstrate how the actions and outcomes of this role and work unit impact clients and the department s ability to deliver, or facilitate the delivery of, effective support and services. 5 Specialist expertise Knowledge of the Victorian mental health sector and an understanding of national and state directions and contemporary issues in mental health, particularly as it relates to consumer and carer participation. Qualifications A full driver s licence is required as travel to other work locations may be required. A tertiary qualification in fields related to public health, public policy or public administration would be desirable.
