HEMBC staff work across all of the health authorities and the Ministry of Health to ensure that the provincial health system can effectively plan for, respond to, and recover from the impacts of extreme events, whether natural, accidental or intentional in nature. This work includes the development and implementation of strategic and operational emergency and business continuity management plans and programs, at all levels of the health system, from health care facilities to the Ministry of Health. The Emergency Management Unit (EMU) is an integral component of HEMBC with responsibility for ensuring that the Ministry of Health (MoH) is prepared to respond to emergency events that impact MoH operations and/or that impact the health system. This includes providing leadership to the MoH s emergency management program and ensuring that the leadership team in the MoH, including the Minister, Deputy Minister, Associate Deputy Ministers, and Assistant Deputy Ministers, are prepared to play leadership roles in managing an emergency that impacts the MoH and / or the health system. The EMU also plays a lead role in ensuring strategic integration of HEMBC s preparedness and response activities across government, and with Federal, Provincial, Territorial (F/P/T), and International government agencies. The EMU works in partnership with other MoH program areas, the Office of the Provincial Health Officer, Health Authorities, Public Health Agency of Canada (PHAC), Emergency Management BC, other ministries, emergency management organizations, and state and local governments. The EMU also contributes to provincial, national and international best practice standards for health emergency and business continuity management programs. EMU staff are Ministry of Health employees. Strategic leadership as well as operational direction and oversight, including work priorities and deliverables for the EMU is provided by the Executive Director of HEMBC, who is an employee of PHSA. PURPOSE OF POSITION To mitigate the impacts of any provincial emergency, the Emergency Manager takes a leadership role in the development, maintenance, monitoring and improvement of Ministry emergency response and business continuity plans; the development and integration of emergency response exercises and training, and; emergency response operations and operational readiness. This includes providing leadership and expertise in the area of health emergency management and business continuity planning and leading related initiatives; conducting emergency management operations; consulting with stakeholders to ensure plans are current and feasible; collaborating with stakeholders on emergency management initiatives; developing and providing training and exercises; evaluating plans and procedures, and; providing expert advice on defining, establishing and outlining emergency response roles and responsibilities for the health sector emergency response structure. 2 The position works in close conjunction with similarly tasked managers within the Unit who each share responsibility for ensuring the Ministry s overall ability to respond to and recover from emergencies. The Emergency Manager provides expertise and leadership to groups who develop plans prior to an emergency and represents the Ministry on various governmental and non-governmental groups both within BC and beyond. Due to the risk posed by the events for which the Emergency Manager is developing plans and strategies (natural and other disasters), the position carries significant responsibility. In order to lead complex health sector wide emergency planning, and provide expertise to a diverse group of internal and external stakeholders in health care and non-health care fields, the incumbent must possess strong communication and partnership building skills, professionalism, a broad base of knowledge in the area of health emergency management (including hazard analysis, risk management, mitigation strategies, response and continuity/recovery planning), and the ability to have impact and influence on decisions. As well, the Emergency Manager must use initiative, judgment, analytical and research skills to assess options and develop resolution strategies to multi-faceted issues, manage multiple and complex projects, evaluate the impacts of legislation and policies, and develop recommendations to adapt current plans or develop new plans to address gaps or problems. The Emergency Manager stays current to new information and best practices in the field, engages in continual learning opportunities and shares information with peers nationally and internationally. Key Position Links include: Health Emergency Management British Columbia (HEMBC) to provide expertise, education, tools, and support for the BC health authorities to effectively mitigate, prepare for, respond to, and recover from the impacts of emergency events; ensuring the continuity of health services. Emergency Management British Columbia (EMBC) to coordinate the development and management of plans, particularly with regard to the delineation of roles and responsibilities, for the BC Emergency Management System structure and disaster response related to health emergency management issues within all areas of the health system. Provincial Emergency Coordination Centre (PECC) and Provincial Regional Emergency Operations Centres (PREOC) to collaborate and lead in the development of emergency plans; to lead Health Sector Liaison in the PECC or PREOC in the event of an emergency. B.C. Ambulance Service (BCAS) (e.g. Regional Managers, Superintendents and Unit Chiefs) to ensure that Ministry and BCAS have effectively linked and integrated response mechanisms and supporting structures. Federal/Provincial/Territorial committees and bodies (e.g. National Standards Association/Committee, National Emergency Stockpile System) to represent the ministry s/government s interests, builds partnerships, and research best practices. Public Health Agency of Canada (PHAC) - to represent the ministry s/government s interests, builds partnerships, and research best practices. State and Provincial Governments (e.g. Alberta and Washington State Department of Health) to represent the ministry s/government s interests on health sector readiness in relation to Memorandums of Understanding and related cross jurisdictional agreements. Ministry of Health to organize and train ministry staff on their emergency response roles and responsibilities. Other Ministries and Agencies to collaborate and lead development and management of emergency management strategic and operational initiatives. SPECIFIC ACCOUNTABILITIES / DELIVERABLES 1. Is a provincial expert in emergency response planning and as such, provides expert advice to Medical Health Officers, senior management staff, health sector and non-health sector emergency managers on all aspects of the BC Health Emergency Management Program. 2. Provides leadership and works directly with senior Ministry officials, other agencies and a variety of emergency response service delivery groups in the development and management of emergency management strategic and operational initiatives. Leads aspects of special event preparedness planning. 3. Leads the development and implementation of cross-jurisdictional Memorandums of Understanding; manages health sector, cross border and cross jurisdiction planning and plans integration initiatives. 4. Leads Ministry of Health business continuity planning and represents the Ministry on cross government Business Continuity Advisory Committee; manages, coordinates, updates and oversees the implementation and evaluation of the Ministry s disaster response and emergency management plans. Leads health sector critical infrastructure identification and risk assessment planning; conducts risk management analyses and integrates risk management analysis into the development of new plans. 6. Provides specific health emergency management expertise within the Provincial Emergency Coordination Centre, Ministry Emergency Operations Centre, and Regional Health Authority Operational Centres during major disasters and emergencies. 7. Represents the BC Health System in the Provincial Emergency Coordination Centre (PECC). 8. Represents the Ministry s interests relating to the development and management of emergency plans on a variety of internal Ministry, cross-governmental, and external government committees and other bodies; represents and speaks on behalf of the BC Ministry of Health, BC Health System and BC Government at Federal/Provincial/Territorial forums and international events; represents the BC Health System in the Provincial Emergency Coordination Centre (PECC). 9. Leads exercise program development related to health emergency management for the Ministry of Health and implements training programs to meet exercise, ministry and emergency and business continuity plan objectives. 10. Supports training and exercise initiatives across the health sector, including taking a lead role on exercises with a provincial scope. 11. Researches and reviews best practices and complex issues relating to emergency response plans; advises senior Ministry staff, Executive and stakeholders on the implications of plans and policies, and on possible alternatives; adapts current plans or develops new plans to address gaps or problems; reports findings from oversight and evaluation to senior Ministry staff and Executive via formal and informal written and oral reports. 12. Advises the HEMBC Executive Director, EMU Director, Ministry Executive, and senior Ministry program and regional health staff on the development, coordination and integration of new plans and policies, as well as the interpretation and application of existing plans, policies, legislation and regulations (federal, provincial, and/or municipal) relating to emergency response. 13. Manages FTE and contracted staff in the development and maintenance of hazard specific plans. FINANCIAL RESPONSIBILITY Manages a wide range of contracted processes, including developing Request for Proposals, contracts, evaluating proposals and supervising contracted resources. The position is required to be proficient with computer software and hardware, and is expected to provide leadership in assisting others to be adaptable to various technologies in support of emergency and business continuity management. The incumbent must be knowledgeable with designing, constructing and operating an Emergency Operations Centre including having a comprehensive understanding of the software and hardware tools necessary to ensure effective, Page 3 of 7
4 robust and sustained operations. WORKING CONDITIONS Frequent travel is required within British Columbia and throughout Canada and the US. Weekend work and travel may also be required. Due to the nature of work, this position is required to be available 24/7 to lead and assist in all forms of emergency response management. The EMU manages a rotational duty officer program that requires the employee to respond to emergencies and events during and after work hours on a rotational basis. 6 STAFFING CRITERIA Education/Experience: University degree in emergency management, health, business or public administration or other related field and two years related experience in emergency management, operations, policy and program development or equivalent combination of education and experience. Experience reviewing and analyzing complex multi-faceted issues related to health planning and/or emergency planning. Demonstrated project management experience. Experience working effectively with internal and external stakeholders Preference may be given to applicants with experience in the field of health emergency management. Preference may be given to applicants with a postgraduate degree in related field. Preference may be given to applicants with a certification in project and/or emergency management and/or business continuity. Knowledge: Knowledge of program and policy development, evaluation and implementation principles. Extensive knowledge of emergency management operations, planning, training, exercising and evaluation principles and approaches. Knowledge and a good understanding of hazard analysis, risk management, mitigation strategies, response and continuity/recovery planning. Strong knowledge of BC geography and related demographic issues. Strong knowledge of health sector business requirements. Knowledge of research assessment. Skills/Abilities: Strong oral and written communication skills. Ability to assess options and develop resolution strategies. Demonstrated ability to research and analyze complex issues.
