PURPOSE OF POSITION The Strategic Relations Specialist (Specialist) supports the development and leads the implementation of a broad range of initiatives related to the Commission s work including relationship strategies, relationship building programs, business improvement projects, tools for supporting statutory decision- making, and various other products. The Specialist forges respectful relationships and helps enable the participation of First Nations & stakeholders in the permitting process of oil and gas activities, and ensures that the legal obligations of the Commission, as an agent of the Crown are met. The Specialist also conducts research and data analysis to provide expert advice to the Commission on recommended options regarding substantive and sensitive issues that influence the Commission s regulatory role and supports the development and implementation of Commission policy, regulation, and legislation. As an expert for the Commission, the Specialist builds relationships with First Nations, stakeholders, other ministries, government agencies, industry, communities, and the public. SELECTION CRITERIA (only education and experience) A Master s degree in related field and one year related experience, a Bachelor s degree in a related field and three years related experience, or a Technical diploma in related field and seven years related experience. An equivalent combination of directly related education, training and experience may be considered. Experience in multi-party negotiations and conflict management in a cross-cultural setting. Experience conducting complex research and analysis related to land use or resource management. Broad policy experience related to environmental or natural resource management. Experience working with First Nations and/or other stakeholders to resolve conflicts. Experience dealing with a wide range of resource users such as government, industry, special interest groups and the public. The Commission s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production. The Commission continues to build organizational capacity and expertise to effectively provide for the application review and regulatory oversight of all aspects of the oil and gas industry across British Columbia. The Commission is exploring options to expand its role to prepare for changes in British Columbia s energy future. To provide oil and gas regulatory excellence, the Commission continues to build relationships with applicable partner agencies, ministries, First Nations and various stakeholders. PURPOSE OF POSITION The Strategic Relations Specialist (Specialist) supports the development and leads the implementation of a broad range of initiatives related to the Commission s work including relationship strategies, relationship building programs, business improvement projects, tools for supporting statutory decision-making, and various other products. 3 NATURE OF WORK AND POSITION LINKS The Specialist is expected to work independently with very little direction. The position is considered a Commission external relations expert and as such provides direction, assistance and expertise to Commission staff, other agencies, industry and the general public. The position must manage complex projects related to the Commission s decision-making authority, act as the Commission s representative on committees, and be accountable for sound recommendations on strategic initiatives of the Commission. Specifically, the First Nations Relations Specialist develops working relationships with key partners including: First Nations to ensure consultation and accommodation requirements are met, negotiate and implement corporate agreements, support First Nations community involvement in Commission initiatives, introduce collaborative relationship and capacity building strategies, and proactively develop relationships with First Nations leadership and technical staff. Other Agencies including, MNGD, MARR, MFLNRO, MOE, MEM, Crown Corporations, other provinces and related Federal Departments to build linkages, collaborate on government priorities, work on joint project teams and policy initiatives, provide and solicit expert advice, and represent the Commission on various inter-agency teams and committees. Oil and Gas Commission Executive and Staff to consult, explain, provide expert advice and support on First Nations policy issues as well as forewarning on sensitive issues, briefing on strategies, work on project teams to ensure that plans under development are consistent with government and Commission policy and can be effectively implemented. Where required, the position may support other Commission departments by providing advice on engagement, consultation, and the fulfillment of obligations under agreements and the common law. Oil and Gas Industry to provide tactical analysis and advice and to explain Commission agreements and the current status of relationships, negotiations or agreement implementation as required. SPECIFIC ACCOUNTABILITIES / DELIVERABLES Interprets, develops, and recommends changes to policy, regulation, legislation and other regulatory standards related to oil and gas development throughout the province. Develops, coordinates, implements and monitors projects which may include conducting social, economic, and environmental assessments of options, developing recommendations for approval by the Commission Executive and ensuring the projects are consistent with the Commission s relationship objectives and provincial policies. Facilitates multi-agency coordination regarding various initiatives associated with the Commissions role. Reports on the effectiveness of the Commission s consultation processes and relationships and recommends options for program and process improvement. Briefs Commission Management and Executive on key issues; identifies solutions to complex problems that have cross agency implications for a wide variety of sensitive issues, including barriers to change, cross divisional organizational changes, and systemic organizational change.
