1 Managing Director of Operations First Nations Land Management Resource Centre Inc.

2 The Organization The signatory First Nations to the Framework Agreement established the Lands Advisory Board (LAB) to assist them in re-asserting land governance over their reserve lands and resources. The First Nations Land Management Resource Centre Inc. (FNLMRC) is the service delivery organization that fulfills the LAB s technical and administrative responsibilities under the Framework Agreement. This purpose is defined in their mission of: Supporting First Nations to exercise their Inherent Right to govern their Lands and Resources. FNLMRC offers a wealth of support services to First Nations across Canada including to develop and implement land codes, laws, land management systems and environmental assessment and protection regimes and provides expertise when a First Nation encounters difficulty relating to the management of its lands. Specific services include: Operational and Developmental Technical and Field Support o Geographically dispersed technical staff who support signatory First Nations before, during and after transition to land governance authority. Capacity Building, Training and Professional Development o FNLMRC delivers capacity development sessions, self-paced training courses, and guidelines for developing a Land Governance Manual. Environmental and Enforcement Support Services o FNLMRC lobbies the provincial and federal governments to address regulatory gaps on reserve lands and to improve the Framework Agreement. Land Use Planning and Related Support Services o FNLMRC offers assistance in land-related planning to operational and developmental communities. 1 page

3 The Organization (cont.) Land Description and Surveys Support Services o FNLMRC can provide assistance and advice to First Nations regarding the survey process, reviewing research reports and land descriptions, and offers survey contracting. Communications Development and Support Services o FNLMRC shares pertinent information through a variety of products about the Framework Agreement, its signatory communities, and other topics of significance. In addition to the above, FNLMRC conducts financial management and reporting activities for the LAB, supports the LAB by developing model land codes, laws and land management systems, and by developing model agreements for use between First Nations and other authorities and institutions (such as public utilities and private organizations). 2 page

4 The Framework Agreement The greatest success of the Framework Agreement is its ability to greatly assist in the decolonization of First Nations lands. As a First Nations organization, the LAB and FNLMRC consider the governance and protection of our lands as a sacred and imperative responsibility. The Framework Agreement sets out the principal components of the land management process, but it is not a treaty and does not affect treaty or other constitutional rights of the First Nations. The Framework Agreement was ratified and implemented by Canada in the First Nations Land Management Act, assented on June 17, The Framework Agreement provides First Nations with the option to manage their reserve lands outside the Indian Act. The option to regain control of their land is taken with the consent of the community. Only when each First Nation takes control of their lands and resources under the Framework Agreement shall federal administration of its reserve lands cease under the Indian Act. A First Nation signatory to the Framework Agreement exercises their land management option by creating their own Land Code, drafting a community ratification process and entering into a further Individual Transfer Agreement with Canada. Federal Legislation, Verification and Transfer of Land Management ensue. These specific steps are set out in the Framework Agreement. The Framework Agreement and its principles are a success story for a number of reasons. The Framework Agreement was developed and continues to be led by First Nations and increases community accountability. It has helped establish new relationships with all levels of government and 3rd parties and presents signatories with equal and true government-to-government footing to work with these stakeholders and address land and resource related issues. Perhaps most importantly, it allows First Nations to directly deal with business interests that bring much needed economic development opportunities to their communities. 3 page

5 The Opportunity Managing Director of Operations As a member of the Executive Team, the Director of Operations is a significant leader that enables FNLMRC to serve and support First Nations communities nationally. This position will lead, direct, supervise and support human resources, field operations, and communications for the organization. They will be the lead for the department with responsibility for planning, deployment and management of all support services provided by the FNLMRC. Specifically, the successful candidate: Contributes to the development of the FNLMRC s strategic goals and objectives as well as overall management of the organization; Advises on Resource Centre capacity, internal communications, client First Nation community services and resource planning, and policy; Develops, implements and updates policies, processes and procedures to ensure that the organization operates efficiently and effectively; Leads the human resources function of the organization and oversees, directs, and organizes the work of the field operation teams; Promotes a culture of high performance and continuous improvement that values learning and a commitment to superior quality while also planning for future succession needs; Maximizes team performance by leading innovative changes and assisting with strategic partnerships; Represents the organization externally as necessary, particularly at hosted events; and Occasionally liaises with the Board; effectively communicating and presenting status reports. Qualifications: Relevant post-secondary degree or combination of experience; a graduate degree specializing in organization efficiency would be a definite asset Knowledge and understanding of the First Nations self government efforts and associated agreements and legislation; 10+ years experience in a leadership role, preferably in an Indigenous non-profit organization; Demonstrated experience leading service delivery; Superior management and administrative skills with strong prioritization and a work-smart approach; Ability to influence and engage positively with direct and indirect reports and peers; Ability to build, maintain and continually nurture lasting relationships with the Executive Team, staff, and other key stakeholders; Well rounded human resources skills and strengths in coaching and mentoring; Strong verbal and written communication, presentation, and interpersonal skills; and Motivated self starter who is comfortable working in a virtual environment. 4 page
