1 BUSINESS PARTNER POSITION DESCRIPTION Position Title: Responsible To: Council Program: Business Partner Senior Business Partner Information Management - Engage Classification Level: Salaried, Level 7 Overview of Program The Information Management (IM) Program will provide innovative technology solutions that add value to the City and Community Key Relationships / Interactions Internal External Associate Directors and Team Leaders IM Partnering with programs to deliver business improvements and Smart City initiatives. All staff as users of IM systems and participants in records management Local Government and State Government bodies Special interest groups Technology companies
2 Primary Purpose Responsibilities As part of the Information Management - Engage Team the Business Partner will; Provide strategic advice to Associate Directors and Program staff to maximise the benefits of technology in business improvement. Ensure that IM initiatives meet the expected business benefits and are delivered in the most effective and timely manner. Liaise with external partners in the further development of initiatives. The Business Partner is responsible for; Building relationships and maintaining regular contact with Associate Directors and Team Leaders to facilitate the provision of strategic advice and solutions. Developing a strong understanding of each of the Portfolios/Programs business strategies and developing an IM strategy that supports the delivery of this. Providing knowledge and support to each of the Programs on IM matters, including analysis, evaluation and reporting to support business decisions. Assisting Programs in the identification of continuous improvement opportunities that adapt policies and processes to changing business environments. Providing commentary and insight to the Associate Directors on significant issues arising from IM reports and performance. Conducting research, requirements analysis and preparing options and business cases for decision making. Taking a leading role in business process analysis to identify improvement opportunities through the use of information and communications technology. Coordinating the participation of other IM subject matter experts and vendor resources to achieve the best outcome. Preparing requirement specifications documentation or ensuring that specification documentation meet business needs. Project managing the implementation of IM initiatives, ensuring the changes are effectively implemented in a timely manner. Advising Associate Directors and Team Leaders on IM budgetary matters and resource requirements. IM Business Partners may be assigned additional responsibilities Special focus on a technology or business practice area Workplace Health and Safety & Additional Responsibilities All employees are also responsible for; Complying with the Local Government Code of Conduct for Council Employees at all times. 3 Selection Criteria Candidates should ensure that their application clearly demonstrates their ability to meet the Criteria detailed below. Qualifications People Management Financial Skills & Acumen Technical Knowledge & Experience Project Management Innovation & Initiative A tertiary qualification in Information Management or related field and/or commensurate demonstrated experience in lieu of formal qualifications. Ability to coach and mentor people at all levels of the business and provide appropriate feedback to leadership team. Ability to perceive the political implications of various decision paths before acting and proven ability to integrate across inter-relatated projects and initiatives. Demonstrated ability to collate, analyse and present relevant financial information for projects or resource management, with particular ability to understand cost benefit analysis principles. Proven ability to understand complex business problems. Substantial understanding of technologies and applications in use at the Adelaide City Council and other councils. Substantial experience in business process improvements using technology. Significant experience in business partnering or consulting and requirements analysis in an administrative context. Substantial IM experience incorporating analysis and problem solving principles within a medium to large organisation. Able to demonstrate prior experience in their ability to identify trends in data and highlight areas requiring focus. Experience in the provision of strategic advice and guidance to senior level management in a multi-disciplinary team, or previous business partnering. Ability to provide expert advice to a variety of stakeholders. Highly developed project and consultant management skills which underpin the timely development of strategies, projects and programs and assist in cross functional collaboration. Specific experience in project managing medium to large scale technology solutions that deliver strategic value. Proven experience in applying/managing best practice business principles and practices to the development and delivery of strategies, development plans, initiatives, programs, policy and procedures for the management of major development initiatives and monitoring and reporting on outcomes. Ability to think strategically, analyse complex situations, develop creative solutions and achieve outcomes that advance the Program s objectives.
