TEAM/PROGRAMME: Child Protection, Programme Implementation SAVE THE CHILDREN INTERNATIONAL PROGRAMS VACANCY ANNOUNCEMENT (FOR MYANMAR NATIONAL ONLY) ROLE PROFILE TITLE: Deputy Programme Manager (Child Protection) LOCATION: Sittwe, Rakhine State Number of Positions: 1 CONTRACT LENGTH: Fixed Term GRADE: B-1 CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The major responsibility of Deputy Program Manager CPiE, will be overseeing and managing Save the Children s Child Protection in Emergencies response in Rakhine. DPM will also provide technical support to t h e t e a m in providing coaching and supervision to ensure children have accessed timely and adequate quality services/he need to coordinate with INGOS, local NGOs and government actors such as Department of Social Welfare, Immigration Department, Police, Sittwe General Hospital, GAD, in order to prevent and response cases. S/he should actively engage in ensuring the quality of psychosocial activities for children and adolescents and strengthening of community-based child protection mechanisms. The post holder will need to lead the Child Protection Information Management System (CP-IMS) and produce regular reports/updates on trends of cases, gaps and status to feed to the advocacy activities, program development and donor reporting. The post holder will have responsibility in capacity building to staff and partners on case management. The successful candidate should possess higher level of motivation and commitment to work with Internally Displaced People and flexibility to work in an insecure and volatile context. 2 External Representation: Regular contact of basic factual information Travel: Minimum (10 days per month) KEY AREAS OF ACCOUNTABILITY : With support from the Child Protection Program Manager, develop project plans and budgets, contributing towards an overall CPiE programme plan and master budget. Program Management Undertaking regular and frequent visits to the camps and villages for psychosocial activities follow up, CFS follow up, shadowing for caseworkers and provide technical support. Ensure that the case management system is established or embedded within the existing community based child protection mechanisms. Take the lead in building an integrated, community-based approach to Child Protection applicable to the Rakhine context. Support the community workforce building (e.g., providing training to para-social workers, promoting community s active engagement by recognizing their strengths/assets) Prepare work plans and oversee project implementation to ensure timely delivery of project activities, including through strengthening the development of feasible work plans, monitoring and evaluation practices, development of individual performance management work plans, Identify program supply needs and develop a sensible phased procurement plan for project activities in coordination with the logistics team and Child Protection Program Manager. Put in place effective feedback and reporting mechanisms (accountability systems) ensuring that children and families have regular forums for feedback and that their recommendations are followed up Provide inputs to program and donor reports on a timely basis Actively use and promote the use of the Minimum Standards for Child Protection in Humanitarian Action (e.g., during program review, monitoring, project design, guidelines and manual developments, capacity building, others). Make regular visits to the IDP camps to support Project Officers to ensure structured and age appropriate activities run in Child Friendly spaces (CFS) ensuring CFS meet minimum standards and CFS facilitators receive regular training and support. Ensure a variety of activities take place regularly in the CFS including sports events, awareness, life skills, vocational activities. Identify gaps in service provision in project areas and participate in programme design through regular assessment of the context related to child protection and feedback to the team and PM. Support the regular collection of accurate data through appropriate monitoring tools. Technical capacity building and support. Develop capacity building plan for staffs and provide on-going coaching and mentoring support through leading the case management team and psychosocial team. Providing regular support to the case management team on prioritization of cases, assessment, planning, implementation, follow-up and review, case closure. Undertaking case management coaching and supervision (individual, group and on-the-job). Ensuring that cases are properly recorded, followed-up and reviewed. Ensuring that open cases receive timely, adequate and age-appropriate services Ensuring that services are coordinated through the referral system. Undertaking regular case file review using the case-file review checklist. Continue to develop understanding and experience of children s meaningful participation throughout the programmes, and work with programme staff and partners on strategies to enable children to identify and address the issues of concern to them and promote their voices in local, national and regional fora as appropriate.

3 Budget Management Assist PM proper work plan for budget phased/forecasted and ensure the budget are utilized as pre work plan. Participate in monthly BvAs review meetings and address action points or recommendations together with the Program Manager. Support budget review process whenever required Communicate any foreseeable changes in budget utilization before starting expenditure to the Program Manager Human Resource/Staff Management Support recruitment, induction and training of new staff in coordination with Child Protection Program Manager and the HR team Assist PM for preparing PAF and JD for officer and assistant recruitment. Ensure project staff safety and security, and ensure all Save the Children policies and principles are upheld. Ensure the staff are following Save the Children policies and donor compliance. Coordination Closely work with other sectors (e.g., education, nutrition, WASH) on integration/mainstreaming Participate in cluster meetings (e.g.,gbv- cluster, Camp level CCCM meeting) and others as necessary when PM is not available. Establish and maintain relationships with local authorities, humanitarian actors, and community leaders, ensuring effective coordination and consultation Reporting Support the analysis of data collected through high quality reports for management and donors. Prepare weekly, monthly, quarterly, semi-annual, assessment and annual report and submit to PM on timely manner. 4 QUALIFICATION, EXPERIENCE AND SKILLS Bachelor s degree in Social Work, Psychology, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience. At least six years of experience on child protection mainly on Case Management, Community Based Child Protection Mechanisms, Child Friendly Spaces. Significant experience of managing child protection projects in emergency settings, especially in complex security environments. Experience of leading and developing a team, and the ability to lead, motivate and develop others. Specific experience on case management is preferred. Knowledge and experience on effective budgetary control and managing grants. Ability to identify the main gaps in child protection in the given context to inform timely response for children. Experience in training and capacity building in Child Protection and willingness to dedicate time to staff and partner development. Experience in monitoring and evaluating child protection programmes in emergency contexts across multiple locations. Experience of and commitment to working through systems of community participation and accountability The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances including being culturally sensitive with qualities of respect, tolerance, tact and diplomacy. Knowledge of established inter-agency standards and guidelines in child protection, especially the Case Management Guidelines, Minimum Standards for Child Protection in Humanitarian Action, SC Child Friendly Spaces Handbook. Excellent interpersonal, communication and presentation skills. Good written and spoken skills in English. Commitment to and understanding of Save the Children s mission, vision and values. Ability and willingness to travel regularly and frequently to the operation areas. Specific experience of managing UNICEF, DFAT, OFDA, OCHA and ECHO grants. Commitment to and understanding of Save the Children s aims, values and principles.
