2 Overview and Purpse On January 15, 2016 Mayr Pete Buttigieg signed Executive Order N , establishing a City-wide diversity and inclusin initiative. Sectin 1 f E.O. N instituted a statement f plicy fr the City f Suth Bend regarding ur aspiratins and intentinal fcus n issues f inclusivity and diversity in ur wrkplace and prcurement f gds and services as well as ur brader cmmunity. Sectin 2 f E.O. N , called fr the Chief f Staff t the Mayr, the Diversity Cmpliance/Inclusin Officer, and the Directr f Human Rights in crdinatin with the heads f the City Departments and ther apprpriate City fficials t review existing City prgrams, practices and plicies which prmte diversity and inclusin and identify areas f strength and needed imprvement, with a reprt within 120 days f the rder. The newly appinted Diversity Cmpliance/Inclusin Officer jined the Mayr s ffice Mnday May 2, The fllwing initial review serves as the reprt specified in E.O. N
3 Initial Review Methd Executed Strategy Initial ne n ne discussins with department leadership regarding existing prgrams, practices and plicy areas f strength and areas f pprtunity fr imprvement. Initial review f existing plicy manuals rules and regulatin guidebks. Initial review f existing prgrams, and initiatives that prmte diversity and inclusin. Initial review f existing practices and prcesses that may impact wrkplace envirnment, climate, recruitment, hiring, prmtins, transfers, and verall retentin. Initial review f existing available diversity and inclusin data reprts.
4 Initial Review Findings Areas f Strength: Psitive Findings INCLUSION-Senir leaders acrss City departments are pen t expanding their knwledge f diversity and inclusin issues in the wrkplace. EXCELLENCE-Several City departments have existing best practice diverse cmmunity utreach prgrams that are well-knwn in the City and surrunding areas. ACCOUNTABILITY-Sme City departments have identified areas f pprtunity and are ready t cllabratively mve frward nce a plan f actin is established. INNOVATION-Sme City departments have adpted new sftware t increase the efficiency and accuracy f diversity data cllectin. EMPOWERMENT-Senir leaders acrss City departments are actively engaging their staff fr ideas n hw t imprve the representatin f diverse staff and create mre inclusive wrkplace envirnments.
5 Initial Review Findings Areas f Opprtunity: Cnstructive Findings INCLUSION-There is a need t add inclusive language and prcesses in all City plicy manuals, rules and regulatin guidebks. EXCELLENCE-There is a need fr cultural cmpetency experiential learning, educatin, and training fr all exempt and nn-exempt City persnnel. ACCOUNTABILITY-There is a need t imprve and in sme cases create a flexible, cnsistent, and centralized cmpliant hiring, prmtin, transfer and verall retentin prcesses. INNOVATION-There is a need t mre fully utilize technlgy and newly cmpiled data sets fr mre strategic decisin making, cmpliance reprting, cmmunicatin and resurce allcatin. EMPOWERMENT-There is a need t prvide City staff with the tls, resurces and experiences necessary t prgressively imprve career ptential and add value t the City as an aspiratinal emplyer f chice.
6 Next Steps The Chief f Staff fr the Office f the Mayr, The Diversity Cmpliance/Inclusin Officer, the Directr f Human Rights, City Department leadership and ther apprpriate City fficials will cllabratively create the Diversity and Inclusin Strategic Plan fr the City f Suth Bend based n the infrmatin cmpiled in this reprt as well as any additinal data that may be necessary. The fundatin f the new City f Suth Bend Diversity and Inclusin Strategic Plan rest n ur statement f plicy set frth in Sectin 1 f E.O. N It will be manifest in ur cre cmpetencies f inclusin, innvatin, excellence, empwerment and accuntability.
