ANSWER 2: See answer 1 QUESTION 3: Can NSC provide As-Built Document; such as, drawings and Equipment Operation & Maintenance Manuals? ANSWER 3: As-Builts and Manuals are on site and available to the awarded contractor. QUESTION 4: Can NSC provide serial numbers for all installed Mechanical, Plumbing, and Electrical equipment? ANSWER 4: See QUESTION 1
4 QUESTION 5: Can NSC provide current Boiler Operating Permits? ANSWER 5: Boiler Permits are current and on site. QUESTION 6: Can NSC provide equipment Trending Reports? ANSWER 6: Trend reports are available on the EMS. We cannot provide at this time. QUESTION 7: Can NSC provide Engineering Reports for each building location? ANSWER 7: The reports are onsite and available to the awarded contractor. QUESTION 8: Will we need to submit a pricing for Fire Alarm Monitoring service? ANSWER 8: Yes. Please add the pricing to the Fire Systems line item of Pricing Response Form Section E. QUESTION 9: Maintenance scope of work for Fire Alarm System only applies to the State Testing & Inspection requirements? ANSWER 9: Contractor will be responsible for ensuring any necessary repairs QUESTION 10: Please clarify how NSC wants our proposal to address any emergency service for MEP & Life Safety scope? Just hourly rate and cost of material plus OH & Fee? ANSWER 10: The proposal may contain rates and overhead. Or, it may contain different solutions for minor repairs and major repairs.
5 QUESTION 11: Do we need to price any major repair as a budgetary line item; such as geothermal line break; major equipment failure, or underground utility repair? ANSWER 11: It is up to the contractor to propose how major repairs will be handled. QUESTION 12: Please advise what MEP & Life Safety maintenance requirement for the Dawson leased property and the office located in downtown Henderson. ANSWER 12: The lease in Downtown will terminate at the end of Nov The landlord is responsible for MEP/life safety. The contractor will liaise between subtenants and landlord until the lease terminates. The contractor will provide MEP/life safety to Dawson as it would to the main campus. The caveat is that it will work with administration and the City of Henderson on all major repairs. QUESTION 13: Will personnel working on campus require background check and provide with security key pad for access? ANSWER 13: We would expect your personnel to undergo a pre-hire background check that would include, at a minimum: SSN verification National Criminal Check County Specific check based on address or previous addresses National Sex Offender Registry QUESTION 14: Any special condition and requirement to clean in the Laboratory Chemical Storage area? ANSWER 14: Republic Services is the current contractor for bio waste. All areas are to be cleaned. Risk Management will provide guidance and training for contractor employees. Contractor will be required to determine and provide appropriate PPE.
6 QUESTION 15: How often do you want us to proposal to clean all window surfaces (interior & exterior); including the entrance curtain wall area? ANSWER 15: It is up to the contractor to propose an acceptable level of service. That said, there may be special events for which windows and surfaces will need to be clean at the request of the college. These times may not correspond to proposed schedules. QUESTION 16: Will each building have sufficient space to allow janitorial and maintenance services to keep their equipment and supplies on premises? ANSWER 16: Yes. QUESTION 17: Do you want us to proposal a building weather-tight assessment evaluation? ANSWER 17: It is up to the contractor to propose an acceptable level of service. QUESTION 18: Does NSC have an established janitorial schedule and scope of cleaning service with the existing buildings? ANSWER 18: We currently have day porters and night crews. QUESTION 19: Does NSC have an established landscaping and general site cleaning with the existing buildings? ANSWER 19: Yes QUESTION 20: Can NSC provide the lease termination date for the Dawson leased property and the office space in downtown Henderson?
7 ANSWER 20: Downtown expires Nov. 30, 2017 and will not renew. Dawson expires Nov 6, 2022 but may be extended. QUESTION 21: Will it be possible for the Janitorial Service install a washer & dryer on site? ANSWER 21: It may be possible. QUESTION 22: Will NSC want us to include pest control as part of overall ground maintenance services? ANSWER 22: Yes QUESTION 23: Being NSC main campus has about total of about 170,000 square feet; would it be possible to staff full time staffing on site to perform continuous janitorial & ground maintenance services during school hours? ANSWER 23: As long as the service does not interfere with the educational mission of the college. QUESTION 24: Will all labor performed for all maintenance services must be paid in prevailing wages regardless of the respective contract amount? ANSWER 24: NSC's preference is to award to a single Proposer. The Contract is subject to prevailing wage laws. QUESTION 25: Should we included in our proposal cost to patch & paint in all building major corridors walls and ceiling where is applicable; bi-annually? ANSWER 25: It is up to the contractor to propose and appropriate level of service. The RFP includes a requirement for painting work as needed.
8 QUESTION 26: Can there be an extension for B contracting license? If the contractor can show that they are 'in process'? ANSWER 26: NO, Please reference the RFP documents Page 1: Each proposer shall be properly licensed by the Nevada state contractors board prior to the opening of bids on the opening date. Nevada state college cannot award a contract to any proposer who, at the time of the opening is not properly licensed under the provisions of Nevada revised statutes chapter 624 or to a proposer for whom the award would exceed the limits of their license. Proposers must be qualified as a bidder at the time of proposal submittal with the state public works division of the department of administration for the cost category required for the project. Please refer to Please refer to QUESTION 27: Could you provide an Equipment Asset List with: quantities model numbers serial numbers age updates/recalls warranty left from original installation ANSWER 27: See attachment in answer to QUESTION 1 QUESTION 28: Could you list all equipment used for maintaining the NSC campus including leased equipment with assumable costs if any. ANSWER 28: We do not have an inventory of all tools and equipment. Any tools and equipment would be available for use. QUESTION 29: What warehouse spare parts and consumables inventory would be transferred? ANSWER 29: There is various attic stock remaining from the construction (carpet tile, etc). It is assumed that those items would remain with the college but that the Contractor would use in carrying out their scope of work.
9 QUESTION 30: Could you provide the campus master plan including campus standards i.e. colors, brands of equipment, and sole sourced items? ANSWER 30: QUESTION 31: Could you provide the referenced deferred maintenance plan? ANSWER 31: We are unable to locate at this time. QUESTION 32: What is the dollar threshold for preventive maintenance vs. capital repair? ANSWER 32: It is up to the contractor to propose. QUESTION 33: Is the selected vendor responsible for all repairs on the equipment? ANSWER 33: The contractor is responsible for ensuring that all equipment is in working order and that they have the tools to perform the scope of work. QUESTION 34: Will the selected vendor have access to the current equipment housed or used by Nevada State College? ANSWER 34: We do not have an inventory of all tools and equipment. Any tools and equipment would be available for use. QUESTION 35: What CMMS does NSC favor? ANSWER 35: No preference. It is up to the contractor to propose as part of their integrated approach to facilities management at NSC.
10 QUESTION 36: Does Nevada State have any type of Facilities assessment Report? If not, will the selected vendor be required to provide one? ANSWER 36: There is a FCI report that is slightly aged. The contractor will not be required to provide but may be asked to assist with updating from time to time at the college s expense. QUESTION 37: Can you explain the phrase "beyond special offer limits" ANSWER 37: Actually, the quote is beyond specified limits. This is meant to imply that the contractor will propose a limit or threshold for work that will be contained within their stated contract amount. Work above this limit may need to be contracted out. QUESTION 38: If a piece of mechanical equipment at NSC is deemed inoperable or in need of repair before selected vendor is in place, who is responsible for that repair? ANSWER 38: It is up to the contractor to propose what is work will be included in their contract amount and what would require additional contracting or cost. QUESTION 39: What key management system is NSC implementing currently? ANSWER 39: Hard keys are Yale. Access controls are on the Millennium System. QUESTION 40: Emergency generators are not referenced. Are they to be included? ANSWER 40: Yes QUESTION 41: What version of Energy Management System is being operated? Is it current and are licenses and updates a cost plus expense?
11 ANSWER 41: Delta Controls, license is current the company that manage the license and services the system and the devices is Envise QUESTION 42: Are the building envelopes the demarcation for responsibility for utilities? If not, what extents for each utility is covered? ANSWER 42: Electricity from the switchgear Gas from the meter Water from the meter QUESTION 43: Scoreboards, bleachers, and Facility time clocks? What systems are installed currently? ANSWER 43: We currently have none, but are included for when we do. QUESTION 44: Campus mail has how many stops? Any mailboxes for students? ANSWER 44: One stop per department, approx. 10. We do not have student mailboxes at this time. QUESTION 45: Does the management of deliveries refer to only Facility ordered pieces? ANSWER 45: Includes all campus shipments. QUESTION 46: During site walk all kitchen and food prep equipment was stated to be included. Can we have a provided list and current vendor (EcoLab?). Hood cleaning vendors? ANSWER 46: See attached Attachment 1 QUESTION 47: Please list the drill types and annual inspections that need support and coordination.

13 QUESTION 50: Is there an assumable list of grounds equipment? ANSWER 50: We do not have an inventory of all tools and equipment. Any tools and equipment would be available for use. QUESTION 51: Hazardous chemical storage and transfer to be performed by whom? ANSWER 51: Republic Services QUESTION 52: Is generator fuel included as fuel for powered equipment? What storage is available on site? ANSWER 52: Contractor will ensure that generators are operational, including fuel. We have storage areas. QUESTION 53: Who is responsible for space planning? ANSWER 53: The contractor is not responsible for space planning but will be involved in ensuring that new spaces comply with current systems and will provide input on finishes, etc. that affect maintenance. QUESTION 54: Who is responsible for ergonomic adjustments and maintenance? ANSWER 54: Employee accommodations are handled through Human Resources. The contractor may be required to install and maintain resulting equipment as part of their scope of work. QUESTION 55: Will you provide unit counts and provide each buildings food service schedules for: Commercial Cooking Kitchen Equipment Commercial Refrigeration Equipment ANSWER 55: There is only one food service area, open from 7-6 M-F. See question 46 for list of equipment.
