Harder Media Present: Rogers Cablesystems Public Present: 4 I. CALL TO ORDER Mayor Ferguson called the meeting to order at 8:07 p.m. 2. ADOPTION OF MINUTES.1 Regular Council Meeting Minutes - October 2, 2000 Moved by Councillor Gill, seconded by Councillor Redekop, that the minutes of the Regular meeting of Council held October 2, 2000, be adopted. R BUSINESS OUT OF MINUTES.1 Canadian Tire Corporation Ltd., and South Fraser Way - Development Permit No ( ) In Report No. DEV dated October 2, 2000, the Senior Planner, highlighted Development Permit No for the Canadian Tire Corporation Ltd. Property located at and South Fraser Way. If approved, a 8,8S0 m 2 retail store, with a IS-bay auto service centre and garden centre would be constructed, and Abbotsford Zoning By-law, 1996, would be varied to reduce off-street parking and required landscaping. The owner, Canadian Tire Corporation Ltd., had agreed to the contents of the permit, and surrounding property owners and occupiers had been notified that they could comment on the proposal. There were no comments or questions from member of the public in attendance.

2 2000, at 8:07 p.m. in the Matsqui Centennial Auditorium Page 2 Moved by Councillor Wiebe, seconded by Councillor Gill, that Report No. DEV dated October 6, 2000, be received from the Senior Planner; and Development Permit No be approved for issuance for the Canadian Tire Corporation Ltd. property located at and South Fraser Way, subject to: (a) completion of the rezoning of the subject site to City Centre Commercial Zone (C5); (b) provision of a $58,259 landscaping letter of credit; and (c) payment of a $1,100 landscaping inspection fee. Some Council members were of the opinion that a canopy should be required on the proposed building in order to enhance the appearance of the building and reduce its visual and massing impact on South Fraser Way. Others pointed out, however, that significant landscaping was required on the subject property, including a planting of trees along the South Fraser Way frontage. It was also suggested that inclusion of a canopy should be at the developer's discretion. The motion was then put and R Opposed: Mayor Ferguson and Councillors Fast and Warawa 4. DELEGATIONS None. 5. R CARRIED.. 5 District of Kitimat - Resolution ( ) Moved by Councillor Warawa, seconded by Councillor Ross, that correspondence dated October 4, 2000, from the District of Kitimat, requesting that Abbotsford correspond with the Ministry of Health encouraging it to accept responsibility for providing necessary treatment for autistic children, be received, and forwarded to School District No. 34. Jackson, requesting traffic controls on Bevan A venue be received, and a letter be forwarded to the petitioner advising that a pedestrian-activated signal will be installed by year end at the existing Bevan A venue crosswalk, south of Abbotsford Junior/Senior High Schools.
