1 Health Authority Abu Dhabi Public Health & Policy Job Title: Officer Public Health Programmes (CVD Operations) Division: Public Health & Policy Department: Public Health & Research Section: Public Health Programmes Job Objective Support the Team to develop, plan, implement and evaluate CVD operational, clinical and health promotion initiatives, policies, strategies etc. Assist in managing relations with internal/external agencies and stakeholders involved in the provision of CVD care. Assist in the development of CVD campaigns and activities. Work closely with partner organizations to facilitate systems and processes to progress CVD prevention, screening, early detection and management. Organizational Relationships Reporting Relationships: Manager Senior Section Head for Public Health Programmes Coordinator Programme Manager for CVD Officer

2 Strategic Programme Partners Healthcare organizations, both public and private, across the UAE and International Non-healthcare government and private organizations, across the UAE and International Academic organizations, across the UAE and Internationally Key Responsibilities/Duties Managerial Role: Support the Team in Managing and Coordinating Public Health Programmes Section functions, resources and strategies and ensure that these functions are executed efficiently, accurately and in a timely manner; Assist in Monitoring and reviewing the strategic performance of the Public Health Programmes Section staff to ensure a strategic alignment with the strategic direction of Public Health Department; Assist the Team to Initiate pro-active analysis and advice on key strategic areas relative to the Public HealthProgrammes Section; Support the Team to Develop performance improvement initiatives for the Section, recommend changes where seen necessary and ensure that corrective action plans and strategic initiatives are identified and implemented accordingly; Assist to develop and prioritize Public Health Programmes Section plans that are capable of meeting the needs of HAAD in the future; Report on the overall performance of the Public Health Programmes Section to the Team Organizational Role: Ensure the availability of required resources to carry out all the tasks related to Public Health Programmes Section functions and ensure effective utilization of staff; Develop, review and update policies and procedures for various functions within the Public Health Programmes Section and ensure adherence. Functional Role:

3 Support the Team to Lead the planning, implementation and evaluation of the CVD Public Health programmes (e.g Breast cancer, obesity, Weqaya cardiovascular screening); Assist the Team to Develop the public health program s operating plan, project budgets and resource planning; Lead the performance management or outcomes monitoring of the Programmes and /or projects; Assist the Team to Develop and plan public health Programmes initiatives in line with public health objectives, and develops section s work plan to ensure effective implementation; Assist the Team to identify the longer term (3-5 years) strategic direction and project portfolio of public health projects; Identify and manage communication with the external public health specialist community and contracted program advisors (e.g. John Hopkins); Assess and align the major program objectives of the central team and the CDC s, to ensure effective deployment of all resources and balance with other initiatives in Abu Dhabi and the UAE; Provide technical guidance or advice to the public health Programmes teams; Provide technical input into the development of policies and procedures as well as any legal or ethical issues; Provide input to health promotion on requirements and objectives for public health Programmes campaigns; Assist the Team to manage the calendar of major Programmes throughout the year against HAAD s priorities; Assist the Team to monitor Programmes and activities launched by the private sector and other UAE government bodies; and the coordination of locally specific Programmes; Assist the Team to coordinate the different Programmes sections to ensure delivery of quality output; Assist the Team to coordinate the collection of key performance data on the portfolio of Programmes and oversees the release of such information to external parties; Assist the Team in the planning, development and evaluation of the public health Programmes, services and policies with a focus on continuous improvement; Assist the Team to manage key partnerships with agencies and other stakeholders involved in delivering public health Programmes; Represent Public Health on relevant committees, task forces and research projects related to the coordination or effective delivery of public health initiatives; Supervise support staff including: interviewing, performance evaluations, task delegation and overseeing individual work responsibilities to ensure optimum performance; Support the Team to manage staff utilization, development and performance evaluations; Assist the Team to manage expenditures against budgets; Monitor effectiveness of SLA performance with key suppliers and any logistics partners; Liaise with HR on hiring, disciplinary and termination activities; Liaise with procurement and contract department on development and release of any RFP for partnership services; Support the Team to manage projects, engagements, consultants and policy committees involved in Programmes delivery; Perform such other related tasks as they arise and as delegated by the Team of Public Health Programmes Key Accountabilities Development of overall Public Health Outcome monitoring of Programmes & projects Budget expenditure Key Performance Measures No. of Public Health Programmes milestones Achieved % of relevant projects being monitored No. of projects completed according to budget
