1 Job Description Job title: Responsible to: Responsible for: Location: Contract type: Quality and Assessment Manager Awarding Organisation Manager Quality Assurance Officers and External Quality Assurers Sheffield but with flexibility for the right candidate Permanent Job purpose: To ensure SFJ Awards as an Awarding Organisation continues to meet the quality assurance requirements of the Qualification Regulators at all times through robust and high quality systems and procedures. To adopt a strategic approach to quality assurance and risk management across SFJ Awards Approved Centres. To provide senior level support to the Managing Director, the Board and associated Committees as required, and be a member of SFJ Awards Management Team. Key Responsibilities: Quality Assurance To manage and oversee SFJ Awards self assessment activity in accordance with the Qualification Regulator s requirements To lead on the preparation and delivery of compliance returns and monitoring activity with the Responsible Officer To manage and oversee all aspects of the Centre Monitoring process, including: o Centre Approval process; o Risk management of Centres; o the recruitment and allocation of External Quality Assurers and External Moderators; o the external standardisation and moderation process To manage all Quality Assurance requirements for SFJ Awards qualifications To work with the Product Development Team to develop assessment methodologies that are robust and fit for purpose including the assessment of competence and the assessment of knowledge, making the best use of technology wherever possible

2 To oversee the moderation and standardisation of assessments for both; qualifications that assess competence and qualifications that that assess knowledge only To advise and support staff on all aspects of Quality Assurance as it relates to qualifications offered by SFJ Awards To manage the budget for Quality Assurance activities To develop and implement a strategy for all aspects of internal and external quality assurance relating to the Qualification Regulators To update the Management Team on key issues relating to Quality, Standards and Compliance, in the context of the requirements of the Qualification Regulators To service the Quality and Standards Committee and provide accurate reports and information to support their function People Management To ensure effective resource planning, recruitment and delivery of training to External Quality Assurers and Moderators in accordance with SFJ Awards current and future requirements To recruit and develop new members of the Quality Assurance Team including externally contracted workers To lead, manage and motivate the Quality Assurance Team in accordance with SFJ Awards policies, systems and practices To ensure that the team s activities embrace SFJ Awards values and behaviours To lead the development of Team and Individual plans to support the, drawing up the Annual Operational Plan for Quality, Standards and Compliance activity To provide timely and accurate management information to the Management Team Operations To provide leadership as part of the Management Team on the development and achievement of the vision and values of SFJ Awards, through the development and implementation of operational and strategic objectives. To contribute to the development and implementation of SFJ Awards strategic planning based on the agreed strategic priorities To ensure the efficient and effective use of resources in the context of the agreed business strategy.

3 Person Specification Typical, knowledge, skills and experience: Shortlist Criteria relevant to the job Qualifications (General education/further and professional) Experience (Previous/current work or any other relevant experience) Special Skills/Aptitudes (Verbal, numerical, mechanical) Essential Requirements necessary for effective performance in the job Educated to degree level or equivalent qualification, and\or significant experience and excellent track record in similar role Minimum of 5 years experience within the training and education sector Extensive experience of qualification frameworks and the requirements of qualification regulatory requirements Substantial experience of working in a strategic and operational management in a customer-facing and quality-led environment Experience of using quality assurances processes to drive service enhancements and improvements in service delivery and compliance Experience of contributing to the development of strategic and operational business plans Experience of managing and controlling resources, including finance Experience of leading and managing staff and teams to deliver results Experience of working to tight deadlines and objectives Experience of identifying, deploying and monitoring the work of external consultants Knowledge and understanding of national and regional developments in education and funding policy, and impact on compliance Knowledge of Awarding Organisations and their regulatory frameworks and processes Able to work flexibly and cope with the Desirable Where available, elements that contribute to improved/ immediate performance in the job Relevant post graduate professional qualification. Experience of working for an Awarding Organisation Experience of working to regulatory requirements Project management experience Experience\knowledge of proprietary Regulators systems e.g. RITSExperience in managing change Experience of working with or for Boards/Trustees in a educational environment Experience in leading an organisational self-evaluation process for compliance Holds Assessor, IQA, and EQA Qualifications Understanding and knowledge of the Justice Sector
