2 SECTION C: TWNH BACKGROUND THWN is women led organisation providing education and training, leisure and wellbeing, and children's services for women, families and communities. We offer a friendly, safe, community environment. TWNH offers training and education, children services and community development programs. TWNH became incorporated in 1985 and registered with the (then) State Training Board, as a Registered Training Organisation in TWNH is funded by - City of Darebin; Department of Education and Early Childhood Development; Adult, Community and Further Education Board and the Department of Health Human Services. For further information regarding TWNH go to website: SECTION D: NILS COORDINATOR POSITION DETAILS No Interest Loan Scheme (NILS): NILS is funded by Australian Government, and is auspice to Good Shepherd Microfinance (GSM). Not for profit Community Service Organisations (CSO s) across Victoria apply for NILS funding to administer to clients. NILS offers interest free loans for families and individuals on low incomes for the purchase of essential household goods and services. It is a community-based program that enables people to access fair, safe and equitable credit for the purchase of goods and services. Purpose of the Program: To provide No Interest Loans to people on low incomes. Accountability: The NILS Coordinator position is accountable to the TWNH Manager. Purpose of TWNH NILS Coordinator position: The NILS Coordinator is expected to be both an advocate for people with low incomes and facilitate NILS Microfinance Loan Program at TWNH. Accordingly, the NILS Coordinator role is multi-faceted and involves the accountability of the program as well as client focused work, administrative tasks and management of volunteers. Purpose of NILS Volunteers: To assist in the general operations of the NILS program including administration, data entry, and client contact and client assessment interviews. Aim/Objectives of the position: To meet the targets set out by GSM in funding guidelines; Manage volunteers; No: 2
3 Assist clients complete NILS loan applications including required documentation; Liaise with NAB and Centrepay; Follow up loan defaults; Complete regular reports; & Promote NILS in the community Accountability: The NILS Coordinator position is accountable to TWNH Manager including in the areas of NILS loans book management, program development, policy development, monitoring of hours and reporting. External Liaisons: Current and potential clients; Local Community Organisations; GSM; Centrelink; Darebin Volunteer Resource Service (DIVRS); Position location: at Thornbury Women s Neighbourhood House (TWNH), 131 Shaftsbury Parade Thornbury. 4 SECTION E: Key Responsibility Areas The key responsibility areas (KRAs) are the major outputs for which this position is responsible and are not a comprehensive statement of the position activities. Key Responsibility Areas (KRA s) 1. Program Program management Planning and Delivery Deliver/update NILS policies and procedures; as per funding agreement terms and conditions In conjunction with volunteers maintain regular loan management including writing contracts, entering client data into data base and logging cheque numbers Expand NILS coverage to meet the needs of consumers on low incomes; as per funding agreement terms and conditions In conjunction with volunteers assist clients in completing their loan application including collecting correct documentation and quotes tax invoices In conjunction with volunteers provide client support and referral for current clients In conjunction with volunteers maintain correspondence to clients including statements of accounts sent out half yearly, arrears letters and letters of completion Marketing In conjunction with volunteers develop/update NILS Program Brochure and other promotion materials In conjunction with Marketing and Communications Project Officer, manager, volunteers develop marketing plan In conjunction with volunteers update webpage, Facebook and contribute to TWNH newsletter Volunteer program No: 4
5 Manage NILS Volunteers to assist in the delivery of the NILS Program Develop/update Volunteer Induction Manual; to include appropriate volunteer legislations and regulations and TWNH policy and procedures (i.e. WWCC, National Police Check, workplace safety, OHS and Risk Management) Undertake induction of new volunteers Develop/update and provide TWNH Manager approved TWNH Volunteer Policy and Procedures Develop and maintain individual volunteer personnel files to include appropriate documents; as per TWNH Staff Personal Check List Form Develop and maintain a volunteer data base; incl., volunteer details and record of hours worked Organise volunteer s projects, supervise and provide support and de briefing Provide monthly group support meetings Provide one to one debrief as a need is identified Provide a six monthly morning tea for NILS volunteers in acknowledgement 2. Program Reporting and Accountability Develop and submit statistical and acquittal reports on a half yearly basis, as per funding terms and conditions Develop and submit monthly NILS report to Manager, for Manager to submit to CoM Develop and submit quarterly reports to TWNH Manager for manager to submit to TWNH COM (Jan to March, April to June, July to Sept and Oct to Dec) Develop and submit internal program evaluation in response to client feedback, DHHS AHNLC Annual No: 5
6 Survey and Continual Quality Improvement Maintain data base to record required client details, loans and loans reporting details 3. Client referral and community education In conjunction with volunteers undertake client advocacy and referral, based on clients rights and needs based principles Provide client access to the Good2GoNow Buying Service. 4. NILS NAB Loan Capital Stewardship 5. Training and professional development Manage NAB loan capital in a sustainable manner Maintain Currently Not Paying (CNP) rate of no more than 7 per cent (KPI) Maintain Write off Rate (WO) no more than 4 per cent (KPI) Refer to and utilise provided 2013 Accreditation Resource Kit (ARK) for possible actions in the event that half yearly statistical reports show percentages in excess of these figures; as per funding terms and conditions Conduct bank and cheque book reconciliation Utilise Good learning training website including HESS subsidy training, as per funding terms and conditions Undertake other professional development identified via Supervision and approved by TWNH Manager Participate in TWNH training and professional development opportunities (i.e. organisational planning, reporting and accountability, OHS and Risk Management, volunteer training) 6. Supervision Participate in regular supervision with TWNH Manager 7. External relationships Liaise with NAB when necessary for changes in program or account details No: 6
7 Liaise with Centrepay in regards to client or account issues Attend GSM national and state conferences and regional NILS network meetings SECTION F: Key Selection Criterion Applications must address the Key Selection Criterion Qualifications & Experience 1. Relevant qualifications and/or experience in microfinance, financial data bases, or community development. 2. Demonstrated capacity in leadership and coordination skills. 3. Demonstrated capacity in program planning delivery reporting and accountability. 4. Experience with collaborative partnerships building of relationships (internal/ external) that deliver improved client outcomes. 5. Demonstrated knowledge and understanding of the needs of women and families on a low income. 6. Current drivers licence, WWCC and National Police Check. 7. Experience in the planning and delivery of a client outcomes based community program (i.e. right and needs based programs) would be highly regarded. 8. Experience in managing a volunteer program would also be highly regarded. Personal Qualities 1. Communicate effectively with a high level of interpersonal skills. 2. Ability to work in a team and individually. 3. Demonstrated capacity for creativity and innovation in program delivery and development. 4. Demonstrated ability to problem solve, show initiative and make decisions. Technical Competencies 1. High level of computer literacy, including experience with database software and experience with Microsoft office suite applications No: 7
