Strategic sset Manager states Surveyor MN PURPOS OF TH JOB evelop and maintain the Council s sset Management Strategy and Plan including the process for managing community occupation and the procedure for declaring assets surplus to requirements. dentify the most appropriate mechanism of asset disposal to maximise sale prices and generate the highest possible receipts. Lead and manage the Council s sset Management Team providing corporate advice on all strategic asset management and development matters that support the regeneration of the borough through public and private sector development. dentify and develop options to use property and sites as an enabler for regeneration in the borough engaging key partners and stakeholders to ensure that all needs are considered and the Council s objectives are supported through the use of property and land. Produce service specific asset strategies that set out the short, medium and long term needs of the service from a property perspective.. Pro-actively manage the Council s stock that is awaiting disposal or is empty, minimising cost and short term lettings where appropriate. evelop the Council s accommodation strategy liaising with external partners and other stakeholders to ensure a joined up approach to the use of assets. 2 function with safe and effective arrangements in place for the maintenance, renewal and refurbishment of the core Council state. MN UTS N RSPONSBLTS 1. evelop the Council s sset Management Strategy and plan and ensure that the sset Management Board, Corporate Management Team and Mayor and Cabinet are advised on all strategic asset matters. 2. Use professional knowledge and experience to identify innovative proposals for development and use of the Council s assets in support of Mayoral objectives, including private/public partnerships. 3. ct as the Council s Valuer on all matters relating to its property portfolio including capital accounting. ct on behalf of the Council as an expert witness at Court Hearings, Tribunals, Public nquiries and other formal hearings. 4. Negotiate and liaise with directorates regarding their asset management needs including the provision of accommodation and property services. Liaise with client epartments and identify and recommend sites and buildings for acquisition or disposal. Manage the corporate property management account for properties declared surplus, including the disposal of the assets. 5. nsure the proper maintenance of community and commercial buildings by enforcing tenants obligation and initiating and monitoring works where the Council is responsible. Prepare, or procure, and implement interim and terminal schedules of dilapidation in respect of commercial and operational premises. 6. Negotiate on behalf of the Council all lease renewals, rent reviews, licences to assign alter change use and where necessary prepare statutory submissions by judicial arbitrators/independent experts and attend as the Council s representative at subsequent judicial hearings. 7. To build positive relationships with all stakeholders including elected Members, Third Sector organisations, public sector partners, tenants, developers, other landowners and client departments. To deal with all Members nquires relating to the service. To advise Members of property issues both informally and formally (e.g. at Cabinet meetings, udit Committee). 8. To develop and implement clear policy frameworks and procedures for the property under the section s management by reference to best practice in both the public and private sectors. To take an active part in the ivision s departmental management team and support the ivision s commitment to continuous improvement. 11. Manage the overall CPs system on behalf of the Council ensuring it is relevant, up to date and compliance is achieved on the statutory testing of all the Council s assets. 12. nsure that all duties and responsibilities are performed in accordance with all Council s Policies and Procedures including Financial Regulations, Standing Orders, Personnel Policies and Procedures, Health and Safety Policy etc. 13. Supervise others within the Section providing professional guidance and assistance, assisting with work prioritisation and helping to ensure the smooth day-to-day running of the service.
