Additionally, the consultant will work on portfolio performance management and results management in the implementation of the Bank s Ten Year Strategy (TYS), the High5s Agenda, and the Country Strategy Paper (CSP). Moreover, the VCM consultant will provide advice on strategic options for revenue generation and cost efficiencies of Bank s operations and strategies. In performing this role, the consultant is expected to ensure the maintenance of a robust performance management system, with a strategic focus on performance for results. Ultimately the incumbent will provide the DG with a standardized channel of information in respect to the implementation of the programs of the Business Delivery Hub and Country Offices. The incumbent will provide a direct and indirect operational input that will contribute to in-country value chain enhancement and the delivery of the key performance targets of the department and facilitate detailed high frequency reporting (dashboard) on the progress of work programs and relevant Bank initiatives under the DG. The consultant will also provide support in quality assurance, for quality at entry of Bank operations, and contribute towards strategy formulation. Department issuing the request: RDVP0

TERMS OF REFERENCE FOR THE RECRUITMENT OF A CONSULTANT 1. Introduction / Background The African Development Bank (AfDB) is the premier multi-lateral development finance institution fostering economic growth and social progress in Africa. The AfDB s primary goal is to reduce poverty and improve living standards by mobilizing resources in and outside Africa, and providing financial and technical assistance for development projects and programs in Africa. Within the Regional Development, Integration and Business Delivery Complex (RDVP), the Bank has five (5) Regional Development, Integration and Business Delivery (RDIBD) Directorates, one in each region of Africa: North, South, East, West, and Central. Each Regional Directorate is headed by a Director General (DG) and is staffed with the relevant sectoral functions and administrative capabilities for rapid delivery of services to client countries. The Regional Directorates provide overall strategic direction to country offices within the regions and are responsible for the Bank s operations, business development, project management and overall effective delivery of the Bank s High 5s of Light up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa, Improve the Quality of Life for the People of Africa 2. Selection Criteria At least 10 years relevant working experience. Knowledge and experience in Value chain management in Cocoa. Demonstrated experience working with the current Cocoa Value chain Dynamics in West Africa. Experience interfacing with High-level government officials and the private sector. 35% Understanding of price elasticity on commodity demand and supply as the basis for providing advisory services 15% Strong private sector consulting and advisory knowhow preferably with major consultancy firms.10% Must possess a strong strategic marketing and business development expertise in a consulting capacity across multiple sectors.10% Knowledge in natural resources and mineral value chain and enhancing livelihood in mining communities. 10% Excellent understanding of policies, programs and projects either within the Bank or with a similar development institution.10% Proven Experience in identifying, designing and implementing solutions for enhancing productivity and delivery efficiency in multilateral organizations - 10% 4. Administration/reporting The consultant shall report to the Vice President, RDVP and AHVP or other task manager as may be assigned by the Vice Presidents, and in constant coordination with the respective DG(s). He will be based in Abidjan, at the Front Office of the RDVP would continuously work together and collaborate with other staff of the Front Office and consultants. 5. DELIVERABLES 1. Identify at least 5 value chain opportunities in various country and regional projects 2. Develop value chain strategic framework to be leveraged across multiple complexes 3. Provide support and advise to Vice-presidents, Director-Generals, Deputy Director-

4 Generals and Country Managers on the entire value chain continuum 4. Conduct strategic value chain analysis for the purposes of recognizing which activities are the most valuable in terms of jobs creation and total financial value across the value chain 5. Provide ongoing policy solutions to enable and incentivize in-country value addition 6. Provide advice on value chain management including: 7. Inbound logistics 8. OPERATIONS 9. Outbound logistics 10. Marketing & Sales 11. Service 6. Duration and place of the assignment The consultancy service shall commence on the May 30th 2018 for period of six (6) calendar months ending November 30th The selected consultant will be based in Abidjan. 7.. Remuneration Remuneration will be commensurate with experience, in line with the AfDB compensation guidelines. In addition, for candidates who need to travel to take up this assignment, a round trip economy class air-tickets with the shortest route will be provided. The candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment. 8. Key Qualifications: Please provide (i) a summary of your experience and training highlighting the most relevant for the proposed assignment, and (ii) the responsibilities which you exercised.
