Moreover, the consultant will provide advice on strategic options for revenue generation and cost efficiencies of Bank s operations and strategies. In performing this role, the consultant is expected to ensure the maintenance of a robust performance management system, with a strategic focus on performance for results. Ultimately the incumbent will provide the DG with a standardized channel of information in respect to the implementation of NSOs in the regions. The incumbent will provide a direct and indirect operational input that will contribute to the delivery of the key performance targets of the complex and facilitate detailed high frequency reporting (dashboard) on the progress of work programs and relevant Bank initiatives under the DG. The consultant will also provide support in quality assurance, for quality at entry of Bank operations, project completion reports and contribute towards strategy formulation within the regions. Introduction / Background The African Development Bank (AfDB) is the premier multi-lateral development finance institution fostering economic growth and social progress in Africa. The AfDB s primary goal is to reduce poverty and improve living standards by mobilizing resources in and outside Africa, and providing financial and technical assistance for development projects and programs in Africa. Within the Regional Development, Integration and Business Delivery Complex (RDVP), the Bank has five (5) Regional Development, Integration and Business Delivery (RDIBD) Directorates, one in each region of Africa: North, South, East, West, and Central. Each Regional Directorate is headed by a Director General (DG) and is staffed with the relevant sectoral functions and administrative capabilities for rapid delivery of services to client countries. The Regional Directorates provide overall strategic direction to country offices within the regions and are responsible for the Bank s operations, business development, project management and overall effective delivery of the Bank s High 5s of Light up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa, Improve the Quality of Life for the People of Africa. 2. Duties and responsibilities AfDB is seeking the services of a seasoned consultant to work in the RDVP front office, and the incumbent will report to the Vice-President RDVP and will also coordinate with the DGs. The prime responsibilities will be: The consultant will provide support and advice to the VP in implementing the pilot and copilot model from RDVP s perspective. He will work in order to: Ensure data integrity and systems consistency. Establish and develop, under the guidance of the VP-RDVP, a solid working relationships across complexes; Support the DG(s) to manage communications and ensure senior management is aware of the progress and challenges of implementing the High 5s in the respective region(s). Actively supports the DG(s) and Deputy-DG to manage relationships with HQ staff and follow up on commitments The consultant will also provide and coordinate support and follow-up of business development and delivery and portfolio performance for results within the assigned

3 region(s). Working as part of RDVP s front office and in constant coordination with the respective DG(s), the consultant will: Oversee the performance and delivery of the portfolio in the assigned region(s), ensuring a smooth timeline without bunching and anticipating possible risks of slippage Ensure that monthly senior management reports on the state of the region (dashboard) are prepared and follow up on issues that require further action Liaise with DGs, Deputy-DGs, Country Managers, RPOs, CPOs, and task managers on issues of pipeline development, portfolio management and strategy development and review; Ensure an effective relationship between Regional Directorates and HQ and in the coordination of the use of the Bank s non-concessional resources between regions. Moreover, the consultant will provide support in quality assurance, for quality at entry of Bank operations, project completion reports and contribute towards strategy formulation within the assigned region(s) in: Focusing on ensuring quality and performance of the regional pipeline and portfolio; Ensuring all reports and submissions are timely and of high quality; Support the DG s efforts to improve the Bank s visibility in the region / advise the DG(s) on economic, political, social and other developments relevant to the delivery of the High 5s in the region(s). Deliverables: Ensure the data integrity is improved and systems consistency enhanced / A continuous cross complexes dialogue Monthly reports on data integrity for BPPS and SRAS Monthly report on the IOP and delivery to ensure smooth delivery of approvals of projects, avoiding bunching Monthly senior management reports / Regional dashboards operationalized Monthly report on project Quality as well as PCRs and PCNs meet the required quality requirement 3. Selection Criteria Proven experience to build partnerships with client countries to bring about real change 25% Proven track record of working with multiple stakeholders across complexes to operationalize collaboration model and implement integrated solution to enhance data integrity and improve delivery, efficiency and quality of portfolio - 25% Proven Experience in enhancing portfolio quality in multilateral organization % Proven Experience in identifying, designing and implementing solutions for enhancing productivity and delivery efficiency in multilateral organizations - 20% Knowledge of English and French 10%

4 4. Administration/reporting The consultant will report to the key staff of the department depending upon the specific tasks undertaken. 5. Duration and place of the assignment The consultancy service shall commence on the May 20th 2018 for period of six (6) working months ending November 19th The selected consultant will be based in Abidjan. 6. Remuneration Remuneration will be commensurate with experience, in line with the AfDB compensation guidelines. In addition, for candidates who need to travel to take up this assignment, a round trip economy class air-tickets with the shortest route will be provided. The candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.
