The selected junior consultant will assist the Privileges, Immunities & Conference Department in these activities. The specific tasks are as listed in the attached terms of reference. Mahamat Issein BARDI: i.bardi@afdb.org Eligibility criteria for the recruitment of a Junior Consultant are: At least a Master s degree in management, international relationship studies (or its equivalent) in a relevant discipline related to the assignment; Be a national of one of the member countries of the Bank; Minimum of two years and a maximum of five years of relevant experience; Be under 32 years of age; Competent in the use of Bank standard software (Word, Excel, Access, PowerPoint, and web tools); Fluent in French or English, with preferably a working knowledge of the other language. 1

4 TERMS OF REFERENCE 1. Introduction Background: 1.1. The Department of Protocol and Conference, which is part of the General Secretariat and Vice Presidency (SGVP) is responsible for the management of Conference Infrastructures of the Bank and its Meeting rooms in Headquarters Abidjan, in ATR and in the Fields offices On-going renovation works were contracted and are scheduled for completion in 2014 and 2015 in Abidjan. The premises to equip in the Headquarters and CCIA buildings include more than 30 meeting rooms, two Board meetings and two auditoriums. SGPC is responsible for premises under this programme. These premises host Bank organisational units and various services for in-house (intra-bank) and other meetings (between the Banks with external partners). They comprise meeting rooms and spaces which are equipped with simultaneous interpretation booths, projection, video-conferencing and technical equipment and some of them will be outfitted with scenography infrastructure The Bank expects that this entire infrastructure will facilitate information exchange and sharing during meetings, in a comfortable environment fitted with the whole range of communication equipment (audio and video). These rooms should be readily available, with a high degree of reliability that enables SGPC to offer quality services to users during the meetings in Headquarters, in ATR and in the Field offices The Bank expects that the Annual Meetings and 50 th AfDB anniversary will be planned and organised in the good condition as well as the AfDB return to Headquarters. These activities handled by SGPC department should be readily available, with a high degree of reliability that enables SGPC to offer quality services to the participants Given the expected increased workload during the phasing of the return project in Abidjan, in Tunis and in the Field offices, the Department will require assistance in its mandate. 2. Objectives of the assignment: 2.1. Under the supervision of the Head of the Conference Infrastructure Service 2.2. To be a focal point for exchanges with others AfDB organizational units and external partners 2.3. Liaise with contractors and follow up the maintenance contracts 2.4. Managing/Coordinating and following up the inventory of equipment in stock and their utilization in the meeting rooms; 2.5. Preparing under supervision of the Head of Conference Infrastructure service, the Annual Meetings technical program and the AfDB calendar of events; 2.6. Coordinating logistical support during formal and informal Board meetings, Annual Meetings and all other official meetings organized within or outside the Bank; 2.7. Preparing monthly statistics on the indicative volume of events organized within and outside the Bank; 2.8. Monitoring the procurements, installation and the proper functioning of the whole conference infrastructure in the meeting rooms at ATR, the Headquarters and Field offices Ensuring the good coordinating during the events so as to address to the Head of the Conference Infrastructure Service any eventual error or breakdown; Ensuring, when necessary, in liaison with the Communication and External Relations Department (CERD) as well as all AfDB Complexes on events preparing issues, particularly those pertaining to plan and organize of the events and conference infrastructures; Coordinating/ Ensuring that all Board, Annual Meetings and other major events discussions are recorded and archived before make available to SGBA department; 4

5 2.12. Preparing statistics on the indicative volume of technical breakdowns observed during meetings organized within and outside the Bank; Assisting with any other task as may be required. 3. Reporting: The Junior Consultant will report to the relevant Head of the Conference Infrastructure Service and further to the Officer-in-Charge of the SGPC Department. 4. Duration of assignment: Twelve (12) Calendar months 5. Qualifications and Experience required: At least a Master s degree in management, international relationship studies (or its equivalent) in a relevant discipline related to the assignment; Be a national of one of the member countries of the Bank; Minimum of two years and a maximum of five years of relevant experience; Be under 32 years of age; Competent in the use of Bank standard software (Word, Excel, Access, PowerPoint, and web tools); Fluent in French or English, with preferably a working knowledge of the other language. A working knowledge of Arabic will be an advantage. 6. Remuneration: One Thousand Seven Hundred and Fifty Euros (EUR 1,750.00) per month 5
