1 JOB PROFILE Job Title: Humanitarian Child Protection Advisor Place of Work: Farringdon with travel of up to 50% Grade: 3 Department: Humanitarian Technical Unit Reports to: Senior Humanitarian Child Protection Advisor Line management responsibility: Yes Budget Responsibility: Yes Child Protection Level 2 Background: Protecting children from violence is one of five strategic priorities for Save the Children (UK), along with improving education, health and nutrition, child poverty and Child Rights Governance. Our work in Child Protection aims to prevent such harm to children wherever possible and to respond to it effectively when it occurs. Save the Children is committed to protecting the most marginalised and deprived children affected by humanitarian situations, both in conflict affected and fragile states and those affected by other emergencies. We believe that child protection is a vital part of every humanitarian programme and should be provided as an essential life-saving and life-sustaining component of emergency interventions. More broadly, our key organisational child protection priorities are protection of children without appropriate care; protection of children from violence; protection of children from harmful work; and child protection systems. The post holder will manage members of Save the Children UK s Child Protection Emergency Response Personnel (ERPS) team and, together with a second Humanitarian Child Protection Adviser and the Senior Humanitarian Child Protection Advisor, will form our Humanitarian Child Protection Team. The Humanitarian CP team forms part of the Humanitarian Technical Unit whose principal focus is providing technical support to humanitarian programmes. The team also works closely with child protection colleagues across the wider Save the Children movement and at interagency level. The Humanitarian CP team will play a central role in achieving our organisational child protection priority Violence against children is no longer tolerated, including through the implementation of the CPI, SCUK and Humanitarian Strategies. We have ambitious plans to grow our own capacity, programming footprint and expertise to provide substantial child protection responses in humanitarian situations, at the same time influencing other humanitarian actors and donors to recognise the importance of child protection in humanitarian contexts. Job Purpose: To support the development and implementation of humanitarian child protection programming, learning and capacity, and ensuring the delivery of high quality, timely and accountable humanitarian responses. Key accountabilities: Programme Support (70%): 1. At short notice and in line with the needs, to be deployed to first phase emergency child protection responses. 2. Collaborate with the Humanitarian Human Resources team on the recruitment and management of Emergency Response Personnel (ERPs). Together with the second Humanitarian Child Protection Advisor, to effectively manage deployment of these ERPs, while supervising, mentoring and supporting their professional development. 3. Working with the HR team, support the development and maintenance of a child protection roster or database of consultants and short-term staff who can be deployed to humanitarian contexts.

Provide backstopping to a number of categorized emergencies, including Cat. 1 and Cat 2 emergencies, supporting in-country CP teams to develop and implement strategies and response plans and providing intensive support, including HR support, proposal review and child protection technical advice. 5. Conduct, guide or initiate assessments and design programmes in humanitarian contexts to generate funded, quality child protection responses; and provide technical assistance and conduct evaluations as appropriate. Technical Capacity Building (10%): 6. Support the recruitment, induction, deployment, mentoring and professional development of child protection Emergency Response Personnel (ERPs) and child protection trainees. 7. Working with the HR team, support the development and maintenance of a child protection roster or database of consultants and short-term staff who could be deployed to humanitarian contexts. 8. To develop and conduct training on specific technical areas of expertise including children associated with armed forces and armed groups (CAAFAG), case management, information management, UASC. 9. Provide child protection support and technical input to existing and new humanitarian capacity building programmes. Develop further technical capacity building initiatives for child protection and integrated technical programming. 10. Develop and deliver country level, regional and local preparedness and child protection workshops/programmes for humanitarian child protection staff. Programme Policy, Innovation & Learning (10%): 11. To contribute to the development and implementation of the Humanitarian Technical Unit s annual work plans, and Save the Children s and 2030 Strategies, including the CPI strategy, the SCUK thematic strategy and the SCUK Humanitarian Strategy as formulated by the Humanitarian Department ensuring humanitarian child protection issues are appropriately represented and detailed within it,. 12. Co-Lead the CPI CPiE Task Group on CAAFAG and the MRM (Monitoring and Reporting Mechanism) including the coordination of a community of practice for CAAFAG and MRM involving country programmes, regional offices, CPI representatives and HQ advisory support. 13. Coordinate effectively with other Save the Children members on tools, frameworks, and other forms of technical assistance to achieve increasingly coherent support to country programmes from across the Save the Children International on humanitarian child protection programming. 14. Develop and /or provide common frameworks, tools and guidance to country programmes to ensure high quality operations and advocacy in humanitarian child protection programmes, including developing and disseminating field-friendly guidance on working with CAAFAG and on how to engage with the MRM. 15. Lead the sector at the interagency level on the conceptualisation and implementation of guidelines for the protection of children with disabilities in humanitarian contexts, in
3 collaboration with Handicap International. 16. Support the roll-out of the Measuring Separation in Emergencies (MSiE) project, providing technical and operational support to the Project Manager. 17. Working with the MEAL team develop and implement effective monitoring, evaluation & learning tools and processes for humanitarian child protection work. 18. Identify best practice and develop programme policy relating to humanitarian child protection work, ensuring that this is consistent with Save the Children s overall policy framework and positions. Advocacy & Representation (10%): 19. Work collaboratively with the Child Protection Team, Humanitarian Policy Team, and Advocacy Division to ensure humanitarian child protection work contributes towards both global programmes and advocacy organisational objectives. 20. Lead on specific areas of advocacy directly related to emergency child protection programming, mobilising documented evidence generated from our programmes wherever possible. 21. Liaise where appropriate with the relevant external bodies and organisations in the sector, including the Child Protection Working Group and the Protection Cluster, Interagency Working Group for Unaccompanied and Separated Children, and the Interagency Child Protection Information Management System. 22. Work with Advocacy colleagues within the Humanitarian Advocacy Working Group to ensure strong links between programmatic and advocacy priorities for a number of countries and on the issue of children in armed conflict. General 23. Comply with the requirements of SC UK s child protection policies and other staff policies. 24. To perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team, the senior management team, cross departmental teams, the department and SC UK. Experience of organisational level thought leadership in a technical sector. Experience of capacity building and mentoring. Experience of working within budget constraints. Highly developed writing skills (e.g. at level for producing an assessment report or proposal during a short time period) Strong communications skills (both written and verbal) at a level appropriate for high level external representation (lobbying, presentations) as well as support to country programme staff, and ability to tailor communications to different audiences Understanding and practical experience of the cluster approach at country and global level. To manage, together with the second Humanitarian CP Advisor, a team of six ERPs, providing support to maintain a strategic overview of child protection related issues affecting children in humanitarian contexts, monitoring trends, the external environment and inputting to organisational strategy and planning processes. 2. To contribute to the development and implementation of the Humanitarian Technical Unit s annual work plans, and Save the Children s and 2030 Strategies, including the CPI strategy, the SCUK thematic strategy and the SCUK Humanitarian Strategy as formulated by the Humanitarian Department ensuring humanitarian child protection issues are appropriately represented and detailed within it,.
5 Technical Capacity Building: 1. Work with the Humanitarian Capacity Building Team and Save the Children International colleagues to provide strategic and technical support to the development and implementation of humanitarian child protection capacity building initiatives such as the Post-graduate Diploma in CPiE, the Ikea-funded CPiE professionalization scheme, and internal initiatives on the professionalization of the child protection workforce. To ensure that child protection technical issues are effectively and appropriately integrated into internal humanitarian capacity building initiatives such as the Humanitarian Operations Programme and the Humanitarian Leadership Programme. 2. To support the recruitment, induction, deployment, mentoring and professional development of child protection Emergency Response Personnel (ERPs) and child protection trainees. 3. Develop and conduct training on specific technical areas of expertise including UASC, case management, information management, assessment and measurement. Programme Policy, Innovation & Learning: 1. To monitor and evaluate programme quality in Save the Children s humanitarian child protection programmes, including adherence to common frameworks (e.g. Sphere, Red Cross/NGO Code of Conduct) and ensuring that work is in line with Save the Children s child rights programming approach. 2. Lead on the identification of best practice and develop programme policy relating to humanitarian child protection work, ensuring that this is consistent with Save the Children s overall policy framework and positions. 3. To coordinate effectively with other Save the Children members on tools, frameworks, and other forms of technical assistance to achieve increasingly coherent support to country programmes from across the Save the Children International on humanitarian child protection programming. 4. Lead the sector at the interagency level in the development of an evidence base and research agenda to inform programming with unaccompanied and separated children, including acting as Principle Investigator for the Key Humanitarian Approach Measuring Separation in Emergencies Project, and Principle Investigator for the synthesis of evidence on programming with UASC and development of a research agenda Lead the sector at the interagency level on the conceptualisation and implementation of cash as a modality for protecting children in humanitarian crises. 6. Work with Advocacy and PPQ colleagues to conceptualise, develop and implement full spectrum approaches to protecting children on the move in humanitarian contexts. Advocacy & Representation: 1. Work collaboratively with the Child protection Team, Humanitarian Policy Team, and Advocacy Division to ensure humanitarian child protection work contributes towards both global programmes and advocacy organisational objectives. 2. To lead on specific areas of advocacy directly related to emergency child protection programming, mobilising documented evidence generated from our programmes wherever possible 3. Represent Save the Children to the Child Protection Working Group and other CPiE coordination mechanisms, including leadership of the Assessment & Measurement Task Force, and the Interagency Working Group on UASC (on rotational basis). Participate in Steering Committee of the Child Protection Information Management System.

Lead the CPI CPiE Task Group on unaccompanied and separated children, including the coordination of a community of practice for UASC involving country programmes, regional offices, CPI representatives and HQ advisory support. 2. Provide backstopping support to large-scale emergencies including the set up and management of new emergency child protection programmes. 3. Guide assessments and design programmes in humanitarian contexts to generate funded child protection responses; and provide technical assistance and conduct evaluations as appropriate. 4. To develop and /or provide common frameworks, tools and guidance to country programmes to ensure high quality operations and advocacy in humanitarian child protection programmes, including developing and disseminating field-friendly guidance on working with unaccompanied and separated children.
