1 Role Profile Head of Stakeholder Engagement and Communications Job Family: Grade: Contract: Reports to: Location: Professional Services 6 Lower Full time, permanent HR & Mobilisation Director Flexible across the North of England, but with a requirement to regularly work from our offices in Manchester
2 Role Purpose: Lead TfN s Stakeholder Engagement & Communications Section, acting as a trusted advisor, providing recommendations and challenges to senior management to guide decision-making on matters that affect the strategic direction and reputation of TfN. You will be expected to contribute to the development of strategic objectives and long-term plans. Key Accountabilities Key Role Outputs (KROs) What must be achieved for the post-holder to be successful in the role Key Actions How the KROs will be achieved the activities required 1. People Management Lead, motivate and develop a diverse functional team of senior specialists and managers, setting objectives, managing performance and ensuring that staff have the necessary skills to deliver organisational objectives. Contribute to the leadership of the function, taking responsibility for specific functional matters as agreed, to deliver consistent and effective leadership at TfN. 2. Strategy and Planning Lead in developing and implementing strategy/operational plans for the function in line with identified TfN needs. 3. Business Support Provide expertise and guidance to senior internal/external stakeholders to support the achievement of their strategic/operational goals. 4. Advice and Information 5. Policy, Process and Systems 6. Stakeholder Management Act as recognised expert providing representation externally at events or with stakeholders/partners to build and maintain TfN's reputation. Lead the development and implementation of policies, processes and systems in order to ensure they are in line with strategic business objectives. Oversee the development of stakeholder communication strategies, and develop/manage ongoing relationships with critical stakeholder groups in order to identify and deliver objectives that benefit all parties.

Supplier Management Act as programme/project sponsor and provide oversight to a portfolio of programmes/projects across the function, identifying interdependencies and opportunities. Report to senior management on functional performance, results and activities to support business evaluation and planning. Develop and agree budgets for the function, manage and monitor outcomes to ensure that resources are appropriately deployed and ensure that financial targets are met. Oversee the development and implementation of risk management policies to ensure that the function is not exposed to undue business risks, and it operates in compliance with all relevant rules, regulations and legislation. Act as an escalation point for issues with contractors/suppliers and represent TfN in negotiations for strategic contracts to ensure TfN obtains the maximum commercial benefit. 12. Collaboration Lead initiatives to improve cross functional working and collaboration with other functional areas, to maximise TfN's performance opportunities. Key Deliverables 1. Oversee the development and management of TfN s Stakeholder Engagement & Communication Strategy and Delivery Plans to enhance and maintain TfN s reputation and building its identity with key stakeholders and audiences including the media. Lead the development and delivery of a holistic Stakeholder Engagement & Communication Strategy for TfN ensuring this fully supports achievement of our strategic objectives and priorities. Lead the development of short and long-term holistic plans and programmes for all strategic communications and engagement activities necessary to support achievement of our strategic objectives and priorities. Lead the development and delivery of a Channels Strategy to ensure TfN continually makes the best and most effective use of all available channels throughout all its stakeholder engagement & communication activities, services and functions. Lead the development and delivery of a Brand Strategy for TfN and supporting implementation plan to enhance TfN s corporate image and reputation.
4 Lead the delivery of all aspects of public relations, media relations, stakeholder engagement, political & media monitoring, launches & event management, award submissions, internal & external communications service through both TfN s Stakeholder Engagement & Communications Team and external service providers. Establish key performance indicators and measures to monitor progress and delivery for all media, communications and stakeholder engagement activities, services and functions, providing regular reports on service performance and any key issues to TfN s Board s as appropriate. 2. Develop and oversee the management of key stakeholder relationships including Government, Parliament, Department for Transport, Delivery Agencies, wider stakeholders and the media. 3. Develop and manage a robust internal and external communications service for TfN. 4. Lead TfN s consultation programme to inform emerging transport strategies. Ensure political engagement is conducted in a manner which supports our business priorities including the development and implementation of an effective parliamentary monitoring service for TfN. Lead the building of strong and influential working relationships with senior leaders and officers, both to plan required communication, stakeholder and marketing activity and to deliver strategic communication advice and guidance. Lead, develop and facilitate positive and meaningful, regular engagement with all stakeholders to drive improvements in the quality and consistency of communication and stakeholder engagement activities with a consistent focus on improved quality and performance. Ensure a robust media response and engagement process is in place including out of hours cover. Oversee TfN s on-line strategy, through websites & social media campaigns (twitter, film clips, podcasts etc.) and blogger outreach ensuring digital is integrated into all channel communications rather than being seen in isolation. Lead the development and delivery of a both a statutory and non-statutory consultation programme for TfN to support delivery of TfN s strategic objectives and maintain and enhance TfN s reputation. Lead in the setting of a policy framework and standards for all of TfN s consultation activities to ensure necessary standards and quality of delivery are maintained at all times.
5 Lead the development and delivery of stakeholder and public relations launches and events, ensuring all such activities support delivery of TfN s strategic objectives and maintain and enhance TfN s reputation. Effectively plan and manage TfN s presence at conferences and events. 5. Lead the development of all published/printed communications materials ensuring delivery to consistently high standards aligned to TfN brand guidelines. 7 Person Specification Qualifications, knowledge, skills and experience required at selection stage: EQ1 Degree in a relevant subject or equivalent experience. EQ2 Professional qualification, chartered status or equivalent experience. ES Skills and Experience ES1 Deep knowledge of area of specialism combined with broad knowledge of the industry and the relevant external environment (legislative, regulatory, best practice standards, etc.). ES2 Strong influencing and stakeholder management skills; able to wield influence over other senior leaders across TfN and partner organisations. ES3 Experience of managing internal relationships at the most senior level. ES4 Experience of leading delivery within a complex organisation with multiple competing demands. ES5 Ability to maintain a strong connection between the professional service area and the business environment. ES6 Significant people management experience with experience of leading a multi-disciplined workforce. ES7 Requires expert knowledge in a specialist area, with broad business understanding in order to position the function within the wider organisation and externally.
