5 Grundwrk Lancashire West & Wigan Future Jbs Fund Evaluatin 1.0 Executive Summary 1.1 Intrductin Wider Impact Cnsultancy has been invited by the Grundwrk Lancashire West & Wigan Trust t independently evaluate its perfrmance in relatin t the delivery f the Future Jbs Fund prjects cmmissin by: AGMA (Assciatin f Greater Manchester Authrities Grants Unit) Grundwrk UK and NHF Natinal Prgramme (supprted by DWP) Nrth West Develpment Agency (Greater Manchester City Strategy) Based n instructins, ur research, findings and recmmendatins are fcused n hw the Trust has delivered the abve prjects as a whle the FJF Prject. 1.2 Our Apprach Our apprach t this cmmissin has been structured, invlving desk and field research. In additin t analysing key dcuments, including returns and reprts t cntractrs, we have taken time t btain the views and pinins f: Clients Hst Emplyers Cntractrs Partner agency members Key Trust staff 1.3 Our Findings We are delighted t present an extremely psitive reprt, and have n dubts that the Trust is meeting the requirements f its cntractrs and delivering client centred supprt t clients. We have nted that the Trust has established an impressive list f Hst Emplyers, and in clse partnership with ther agencies, has (up t the 31 May 2011) enabled 330 previusly lng-term unemplyed peple int meaningful jbs that will enhance and imprve their future emplyment prspects. Building n such successes, experience and expertise, it is clear that, linked t the Wrk Prgramme and Persnalisatin Agenda, the Trust is well placed t cntinue t develp and deliver services in areas such as: Wider Impact Cnsultancy July

All thse invlved in the develpment and delivery f the Prject shuld be cngratulated; with particular emphasis n the Prject Manager (Jayne Lannn), wh shuld be cmmended fr her hard wrk, tenacity and the care and supprt she has prvided t clients and Hst Emplyers. 2. The Trust shuld cntinue t explre the ptential t further develp / expand the services the Trust can prvide in areas linked t the client centred supprt / the creatin f jbs fr lng term unemplyed yung peple and thers wh face significant disadvantage in the labur market. 3. Opprtunity shuld be taken t track a number f clients (up t 20), fr perids f 6 mnths, 1 year, and 3 years; t gain an understanding f the lng-term wider impacts the Prject has n their lives / emplyment prspects. This shuld include a high prprtin f NEET (Nt in Educatin, Emplyment r Training) clients / clients with criminal cnvictins (prir t being supprted by the Prject). 4. The Trust shuld review / update internal and external marketing. 11 Grundwrk Lancashire West & Wigan Future Jbs Fund Evaluatin 4.0 Intrductin 4.1 Intrductin Annunced in 2009 Budget, the Future Jbs Fund (FJF) is a fund f arund 1 billin t supprt the creatin f jbs fr lng term unemplyed yung peple and thers wh face significant disadvantage in the labur market. The FJF has been run by the Department fr Wrk and Pensins (DWP) in partnership with the Department fr Cmmunities and Lcal Gvernment (CLG), with input frm Jbcentre Plus and Reginal Gvernment Offices in England. The FJF aimed t create 150,000 jbs, and frmed part f the Yung Persns Guarantee. Frm 2010, everyne between the ages f 18 and 24 wh has been lking fr wrk fr a year will get an ffer f a jb, wrk experience, r training lasting at least 6 mnths. Explanatins including their enjying the 6 mnth (Ptential 6 mnth extensins fr AGMA clients) emplyment pprtunities they were in; and there appeared t be limited pressure frm the Trust fr them t attend / take advantage f such pprtunities 5.7 Wrkshp Analysis A wrkshp invlving 12 FJF clients was delivered by Wider Impact at the Grundwrk Lancashire West & Wigan Trust. Clients were asked a number f questins, and invited t individually respnd by writing answers / cmments n Pst-It ntes, which were attached t flip charts. Over the last 18 mnths, Grundwrk s Future Jbs Fund scheme has allwed 300 peple, aged 18 t 24 years, wh have been unemplyed fr at least 26 weeks, t be given paid emplyment. In sme cases peple have t embark n a life changing jurney t ensure they are jb ready... Hayley jined Grundwrk s Prince s Trust Prgramme. The curse gives yung peple the skills mtivatin and cnfidence t g nt further educatin, training r emplyment. Hayley s passin and determinatin impressed Grundwrk s much that the rganisatin ended up ffering her a psitin thrugh the Future Jbs Fund. The Trust recgnised her ptential t be great and was ffered the full time Persnal Develpment Officer. There is n dubt in mind that Grundwrk is client centred, ensuring clients really benefit, rather than being ver fcused n the mney (funding) and utputs. The Future Jbs Fund delivered by Grundwrk Lancashire West & Wigan has been really successful. T date I believe we have referred arund 15 clients, aged 16 t 18 years; the majrity being NEETS. Of thse wh have been prvided with jbs by Grundwrk, 99% have achieved s much, and in my view are less likely t cmmit crime and mre likely t get a jb in the future. If I had a wish, it wuld be fr ur clients wh have benefited frm the Future Jbs Fund t be tracked, in terms f their future emplyment, training and criminal recrds; as I strngly believe they stand a better chance in life than similar clients wh have nt been able t benefit frm the Prject. Factrs will nt nly include financial csts (which are substantial t the individual and the state), but will als include issues such as anxiety, depressin, criminal behaviur / activity, health, well-being and wider effects n children and ther family members. Based n ur research there is n dubt that the vast majrity f clients are much mre jb ready than they were befre they entered the Prject; and are ready t take up jbs when emplyment prspects inevitably imprve. It is therefre ur view that the Prject has demnstrated value fr mney, which will becme mre apparent in mnths / years t cme. 8.3 Areas fr Imprvement We are impressed with the Trust s willingness t listen; and its acceptance that systems and prcedures can be imprved t enhance the services it can ffer in the future. 8.4 Cnclusin We are grateful t all thse wh have taken time t supprt the delivery f this reprt. She lives in Wigan with her parents. She has a BA degree in Histry and an MA in Medieval Studies. On leaving full time educatin she says, I had n idea abut what jb I wanted t d, and was hping it culd have been smething t d with Heritage. Unfrtunately, this did nt happen, and it quickly became clear t me that a jb was ging t be hard t find. I started ff applying fr jbs that I felt matched my educatin and skills, but this was nt ging t happen. After arund 6 mnths and ver 50 applicatins, I wuld have been willing t take anything. I was s bred being at hme nt ding anything cnstructive and began t believe I wuld never get a jb. Things suddenly changed fr Samantha, After 6 mnths I became eligible t benefit frm the Future Jbs Fund, and mre r less ut f the blue, I was invited t attend 4 interviews. They were clearly real jbs, and I gathered that interviews wuld be serius and cmpetitive. The jb I really wanted was with a lcal building cmpany, Hughes Brthers, which invlved supprting the Grundwrk Lancashire West & Wigan s Green Team. It was a challenging interview invlving a Directr f the cmpany and a member f Grundwrk. I was really pleased t be quickly infrmed I had been successful and althugh it was a shck t be suddenly emplyed, I was really excited abut the new jb, which was initially fr a 6 mnth perid. Samantha was pleased with the supprt she received and says, Bth the cmpany and Grundwrk were really prfessinal and supprtive. I received frmal inductins and never felt I was n my wn r ut f my depth. It was a new pst with a lt f respnsibility. I had t arrange and attend meetings, keep minute and deliver presentatins. It was challenging, which is what I really enjyed abut the jb. I was learning new things, which was building up my knwledge base. The added value was the wrk I was invlved in was making a difference t the lcal cmmunity. Fr example; I played a significant rle in arranging the creatin f a Cmmunity Garden, and was aware that Grundwrk s Green Teams were supprting disadvantaged lcal peple with their gardens. She was als pleased with training received frm Grundwrk. I tk advantage f a number f curses such as First Aid, Prject Management and PETALS. The Cmpany als prvided specialist training in Ggle 3-D Design. She des hwever admit that she was nt as cmmitted t jb hunting as she shuld have been. Yu see, I had a jb I enjyed, and althugh it was just fr 6 mnths (extended fr a further 6 mnths), I was enjying what I did, and I accept, I tk my eye ff that ball. All has wrked ut well fr Samantha, Building n what I had learned at Hughes Brthers, I was successful in applying fr a pst as a Finance Assistant at Grundwrk Lancashire West & Wigan. I am really happy here and there is n dubt the Future Jbs Fund has helped me t secure a wnderful full-time pst which I clearly wuld nt have secured withut my time at Hughes Brthers. She has achieved GCSE grades and an NVQ Level1 at Cllege. She says, I hated being unemplyed and applied fr 100s f jbs with n meaningful interviews. After 6 ½ mnths I wuld have taken anything Call Centre, shp wrk, anything. Arund 25 peple were applying fr every jb I was lking at. It was really getting me dwn, but I never gave up trying. Then I heard abut the Future Jbs Fund n Facebk and befre I knew it I was attending an interview with a lcal emplyer. It was a real interview and I was s pleased when I was ffered the jb. Things did nt hwever wrk ut well fr Katie, I was disappinted t be asked t carry ut menial, and nn-wrk related tasks by the management, such as carrying ut their persnal shpping. On ne ccasin, I even had t babysit my Manager s child. Katie was hwever impressed with the supprt she received frm Grundwrk Lancashire West & Wigan, I put up with as much as I felt I shuld, and when my cmplaints weren t listened t by the Cmpany, I infrmed the link persn at Grundwrk. She came ut and tried t reslve the prblems. Hwever, things did nt imprve and after a shrt while I was pulled ut, and ffered wrk at the Grundwrk Trust. Due t the break, I carried ut a further 6 mnths at Grundwrk, and benefited frm lads f curses and training, such as First Aid, Health & Safety, Time Management, Risk Assessment, Team Building, Assertiveness, Custmer Reslutin, the Trust als supprted me t achieve an NVQ Level 2 in Business Administratin. Katie was hwever nt cmplacent, Even thugh I was wrking, I kept applying fr arund 20 ther jbs, and attended 4 interviews. I received n firm jb ffers, but this time I was being interviewed, which meant I was getting there, and becming emplyable. After a while 2 jbs came up at Grundwrk, and I applied fr bth: ne in Finance, and the ther as the Receptinist. They were bth tugh interviews, and I was really pleased t be ffered the Receptinist pst. It is a real jb and full time. I lve it here. Yu are treated as part f the team, and I am lking t achieve NVQ Level 3. I sak up all the training they ffer me and with the increase in my salary, plan t take driving lessns and pass my test. Katie has n dubts abut the value f the Future Jbs Fund, It prvided me with the skills, experience, training and cnfidence I needed t secure full-time emplyment. The supprt prvided by Grundwrk was first class, and I was really grateful they supprted me when things were nt ging right with my first emplyer. I am particularly impressed with the training available, it is f high quality and meaningful. He has achieved 11 GCSEs at levels A t C, has an NVQ Level 3 in Business Administratin and an ITT Diplma. He was unemplyed fr 9 mnths. During this perid he applied fr 40 / 50 jbs, and was nly invited fr 2 interviews. He was ffered neither jb. He says, I was hping fr a jb in IT, but after 6 mnths I wuld have taken anything. I was even lking at cleaning jbs, and wuld have taken ne willingly. He therefre was extremely pleased t be ffered an interview with the Adactus Husing Grup as a result f the Future Jbs Fund prject. He says, I knew straight away it was a wnderful pprtunity. It was a real jb with a credible rganisatin, and I was nt ging t waste it. The inductin sessins with Grundwrk and Adactus Husing were bth extremely prfessinal, and re-enfrced the fact that I was part f smething imprtant and wrthy. My pst was an Administratin Assistant, with lts t learn and lts t ffer in terms f wrk experience and t gain an insight int the wrkplace. I was treated the same as any ther emplyee and really felt part f a team. I was encuraged t mve arund the rganisatin, t gain an insight int the different departments. Whilst n prmises were made, it was clear full-time pprtunities wuld be cming up, s I made sure I listened, learnt, and prepared myself fr such eventuality. In the mean time Grundwrk ffered additinal training and curses in areas such as CV writing, time management and jb seeking. Jhn had previusly been a part f Grundwrk Lancashire West & Wigan s Prince s Trust prgramme, and says, I really enjyed that prgramme and gt a lt ut f it. I attended 5 days a week fr 12 weeks, and attended curses such as Health & Safety, First Aid and Fd Hygiene. There is n dubt the prgramme helped t prepare me fr life in general and the wrk place. There is n dubt Jhn s initial time at the Adactus Husing Grup has been f use t him and successful. I am really prud t have wn the Best Newcmer Award, and delighted t have been ffered and accepted a fulltime jb with the Cmpany, with a career structure in frnt f me. Jhn entered the Cmpany as an Administratin Assistant. One year after jining the Cmpany n a full-time basis as a Trainee Business Administratr, he has been prmted t the pst f Tenant Service Manager. He is learning t drive and clearly has ambitins, I have met the Chief Executive, wh had shaken my hand. He nw knws me, and I feel I am n my way. He has 8 GCSEs, at grade C in English, Maths and Science. On leaving schl he achieved a Btec Public Sectr Natinal Diplma at Wigan Cllege. Adam s hmeless prblems started due t his nt being willing t live at hme with his stepfather. On leaving hme, he mved int a flat, but lst this due t pr behaviur linked t drinking and his vilent respnses t stressful situatins. He has served a Prisn sentence. He says, I have tried t hld dwn a jb, but drink and my bad behaviur keeps getting in the way. I have just lst all cnfidence in myself, and feel I will never get ut f this hle I am in. I can t get a regular jb, and as a result can t affrd a hme t live in. Withut a hme address, emplyers wn t emply yu, and it seems I am in a vicius circle and can t get ut f it. Prir t jining the Future Jbs Fund Prject, Adam had been unemplyed, receiving benefits fr arund 18 mnths, It was awful and s sul destrying. I tried everything I culd think f t get a jb, any jb, but it just was nt happening fr me. I felt my criminal cnvictins and being hmeless was getting in the way. Adam gained emplyment fr 6 mnths thrugh the Prject, wrking in a manual rle fr Grundwrk Lancashire West & Wigan. He says, I am really enjying it and while the additinal mney is gd, it is gd t be busy and earning a living. Adam des hwever acknwledge, I need help getting my life back. Grundwrk have given me training and curses in subjects such as First Aid, Health & Safety, but my biggest cncern is what happens when I finish at Grundwrk. I knw I need t srt ut my anger management and I just dn t have any cnfidence in myself. Adam has nted imprved supprt ver recent weeks, Julie (Infrmatin, Advice & Guidance Officer) jined Grundwrk a while ag and I have met with her n a number f ccasins and things seem t be mving nw. She seems t knw her stuff and we are building an Actin Plan fr me. She has referred me t ther peple such as Anger Management and I am beginning t believe in myself. Julie is gd and I am lking frward t wrking with her. My first pririty is getting a hme, and we are lking at ptins. Adam is still wrking at Grundwrk Lancashire West & Wigan despite the Future Jbs Fund funding running ut at 6 mnths. The scheme he was in did nt enable a much needed 6 mnth (AGMA) extensin. The Trust has lcated funding frm anther surce t keep Adam emplyed. We are infrmed by the Infrmatin, Advice & Guidance Officer that the Trust is determined t supprt Adam, as he is prving t be a gd emplyee and mre than wrthy f a chance in life. Sarah gt me n a music prject at crisis I culdnt even sit still befre my jb I was very ill n methdne and being sick all the time culdnt hardy d anything but since sarah gt me the jb my life has cmpletely changed im f all drugs dnt even drink nw, and befre I was very bad, plus think nw hard it will be t yung peple t get wrk placements it will be impssible. I think it is a bad decisin I live in wigan s I n what it is like. Frm (David) name changed David attended 2 lcal High Schls, but was nt a regular attendee. He has been wrking with Wigan Yuth Offending Team since aged 14 years, with a number f ffences including Criminal Damage, Assault and Theft. On leaving schl he refused Cllege ptins, except fr Rathbnes Fasttrack curse, run specifically fr yung ffenders wh wuld struggle t cpe with engaging in a full-time curse initially due t prlnged dis-engagement frm educatin. Attendance was spradic initially as he had als started his drug treatments t stp using Herin. In May 2010 he met with Creative Industries Salfrd (CRIS) (a lcal rganisatin that delivers creative prjects with the cmmunity that engage, up skill and empwer peple t make a change in their lives), and agreed t undertake a creative prject with the rganisatin n a vluntary (unpaid basis). As he was ding s well, and the rganisatin was willing t emply David, his Cnnexins Supprt Wrker apprached Grundwrk Lancashire West & Wigan, with a view t David being emplyed by CRIS as part f the Future Jbs Fund prject. This was arranged and David became emplyed by CRIS. David respnded extremely well and has been a mdel emplyee. He is nw drug free, has stpped his ffending behaviur and hanging arund with thse wh he had previusly taken drugs with. He wants t cntinue wrking at CRIS and engage in training and educatin.
