2 convergence with the NRLM; (ii) the appointment of an IAS officer as the State Project Director with a small complement of staff comprising a Finance Manager, HR and Administration manager; a M&E manager, and four short-term consultants; (iii) issuance of an advertisement on October 10, 2011, for the recruitment of different posts at the State Project Management Unit (SPMU)/District Project Management Units (DPMUs)/Project Facilitation Teams (PFTs) through deputation of Government employees ; (iv) preparation of a draft policy for direct recruitment of professionals from the market; (v) preparation of the second draft of the State Perspective Implementation Plan (SPIP); (vi) design of an on-line transaction based MIS and the initiation of work for a baseline survey; and (vii) the initiation of pilots in the district of Bhilwara and Rajasamand with support from SERP and NRLM. While progress has been made in the aforementioned areas, there has been slower implementation of the project than expected during preparation. In the first year of implementation the project was expected to establish 34 PFTs; complete village entry in 18 percent of the villages to be included in the project; include 2550 SHGs in the fold of the project; establish 340 Cluster Development Organizations, and complete skill upgrading and training for 680 youth (see PAD, page 25). However, after five after project effectiveness 600 SHGs have been brought into the fold of the project in the two pilot districts, while the other targets have been substantially unrealized. 5 Key Decisions Regarding Implementation The critical actions required to pick up pace of implementation are: (i) the completion of the recruitment process based on deputation of Government employees especially to fill positions at the SPMU and the DPMU; (ii) the completion of the recruitment process based on direct recruitment of staff from the market especially to fill positions at the local level, with participation of district level stakeholders in the selection; (iii) the initiation of four additional pilots in Banswara, Dungarpur and two more districts (to be identified) covering three blocks each with the full complement of staff, budget, facilities and equipment; (iv) the initiation of pilots in the areas of skills, non farm employment (i.e. tourism) and climate change in partnership with local institutions and the appointment of focal points in the SPMU to spearhead these activities; and (v) the finalization of the SPIP. These actions have been agreed with the Project Director and his direct supervisors during the recent mission along with specific deadlines (see below).
