1 METRO RESPONSE TO PROSPECTIVE BIDDERS QUESTIONS Wednesday, October 31, 2018 Solicitation No ROC / Redline Tie Replacement, Drainage & Subgrade Improvements 1. Will the Thickness of Sub ballast and Ballast Material be adhered to, even though the proposed ties are taller than the existing ties? If so this means you will to remove enough subgrade to allow for the difference. (This is at both scopes) R1. The minimum thickness for ballast and sub ballast is specified in the plans. Removal of subgrade is not expected for Group 1 and Group 2 Volume 1 projects. See revised Specification Section for Group 1 and Group 2 projects. 2. This project is divided into 2 scopes / areas / bid forms. Is Metro going to award both scopes and if so, is there a possibility it would be awarded to 2 different contractors? R2. The project will be awarded to 1 (one) contractor. 3. The Redline project is missing track drawings. There are no drawings that pertain to the railroad track aside from the crossings. R3. The intent is to maintain existing rail alignment and rail profile. Prior to starting construction, Contractor shall inventory existing rail alignment and profile to verify information shown in the plans, in accordance with the plans and specifications. As necessary, as-built drawings will be provided to the selected bidder. See revised Specification Section for Group 1 and Group 2 projects. 4. Will existing ballast be reused or replaced? R4. Existing ballast will be reused. See note #5 on Sheet 3 of 22 in Group 2 Red Line Volume 2. Also see revised Specification Section for Group 1 and Group 2 projects. 5. Where will the spare ties be stockpiled? R5. Spare ties will be stockpiled at METRO Yard at 5880 Texas Street, Houston, Texas See revised Specification Section for Group 1 project. 6. Please clarify what is involved in Item C-3 Signal and/or switch connections? Provide drawings. R6. Item C-3 is intended to cover work required to re-establish signal and switch connections that are not otherwise covered under individual work items for signals and switches. Contractor will be responsible for developing inventory of signal and switch connections to be re-established. See added Exhibit A in Specifications for Group 2 projects. 1
2 7. Please clarify what is involved in Item C-4 Grounding? Provide drawings. R7. Item C-4 is intended to cover work required to re-establish grounding connections that are not otherwise covered under other individual work items. Contractor will be responsible for developing inventory of grounding connections to be re-established. See added Exhibit A in Specifications for Group 2 projects. 8. How many trains are expected during the Redline work hours? R8. Pull-out ( ) 17 Trains in the NB Direction. Pull-in ( ) 17 Trains in the SB Direction 9. Will the contractor have to stop all work and move equipment for every train? R9. A fence will be needed to separate the tracks and boom-type vehicles will need to stop while trains are passing the work zone. See revised Specification Section for Group 2 projects. 10. Is there a detail drawing for the under drains with clean outs every 100? R10. Details for clean-outs are in Group 2 Red Line Volume 1 (Sheet 18 of 35) and Group 2 Red Line Volume 2 (Sheets 3 and 14 of 22). 11. How much room will be given for a laydown area in the Metro Parking Lot? R11. Space will be given for laydown METRO Fannin South P&R as per discussion between selected bidder and METRO resident engineer. 12. Please provide a drawing for Insulated Joints. R12. Existing insulated joints will be replaced with new Allegany or Ported bonded type insulated joints with overall length of 22 feet. New joints will be installed to match locations of existing insulated joints. See revised Specification Section for Group 1 and Group 2 projects. 13. Can a quantity and location of all the rail being provided by the owner be shared? R13. Quantity of rail provided by METRO is included in bid items for Group 2 projects. Location of rail to be provided by METRO is shown in Specification Section B for Group 2 projects. 14. Will restraining rail be necessary for these projects? If so, please provide a drawing. R14. Restraining rail will not be used. 15. Will the bid date be extended? With lack of current information, I cannot get pricing on material and will not have time to provide a bid. R15. The bid has already been extended to 11/28/ Will all switches and crossovers for the Redline Project be new complete switches? It will be next to 2
3 impossible to engineer only ties for the existing switches. R16. Current ties for the Red Line project are timber ties. They will be replaced with concrete ties with pandrol connections. Therefore, the switches will need to be replaced except for the rail which will be reused. See Group 2 Red Line Tie Replacement Plans (Volume 1 of 2, sheet 9 of 35). 17. Who will inspect the existing ties that are to be reused? Will this be done while the ties are in track or after they are removed? Our recommendation is that the manufacturer of the ties will inspect prior to and after the ties are removed. R17. See General Note #17 on Sheet 2 of 22 in Group 2 Red Line Volume 2 of 2 and Specification Section 01010, Part 1 Section 1.01 Subsection C.11 for Group 2 projects. 18. Please provide drawings for all the existing switches and drawings for the new switches and crossovers. R18. See Exhibit A of the Group 1 project (ROC Yard) Specifications. 19. Please provide a bid extension due to the details needed to provide an accurate price. R19. The bid has already been extended to 11/28/ Please provide a quantity of insulated joints needed for each project? R20. Ten (10) bonded insulated joints will be needed. See revised Specification Section for Group 1 and Group 2 projects. 21. The existing ballast section in the ROC yard will not meet the correct amount to go under a concrete tie. Please confirm that this will be ok for this project. R21. Removal of subgrade is not expected for Group 1. See Specification Section A Will existing concrete crossings be reused or will all concrete crossings be all new material? R22. See Bid Item descriptions for work to be done at each crossing. 23. There is some fiberglass material existing on the lead. Please provide details on this and how it is to be secured to the concrete ties? R23. This is fiberglass conduit and will be bonded as approved by METRO. See revised Specification Section for Group 1 and Group 2 projects. 24. Will thermite welds be acceptable? R24. Thermite welds may be acceptable for tie-ins to crossings, insulated joints, and closure/destress welds. All welding shall be completed in accordance with Specification Section See revised Specification Section for Group 1 and Group 2 projects. 3
4 25. We will need a turnout drawing showing the existing turnouts. R25. See Exhibit A of the Group 1 project (ROC Yard) Specifications. 26. We will need a turnout drawing showing the new turnouts that are to be installed. R26. See Exhibit A of the Group 1 project (ROC Yard) Specifications for new #8 turnout. 27. Please provide a Bill of Material for the #5 turnouts and clarify all material that is to be replaced. R27. No new turnouts are proposed. All turnouts will have new ties and hardware, but the rails will be reused. The bill of materials is dependent upon the manufacturer of the turnout. 28. We are replacing just the ties in the turnouts correct? No other material will be replaced? R28. No new turnouts are proposed for the yard. All turnouts will have new ties and hardware, but the rails will be reused. 29. The description on the concrete cross ties says 8 6 this should be 8 3 correct? Can you provide a drawing for the concrete cross ties you want for this project? R is the correct dimension for the concrete cross tie. A drawing is not needed for the concrete tie. 30. Are all the existing turnouts welded? There will be no additional welding need on the turnouts? R30. All turnouts in the yard are bolted. 31. Section 2 Part G.1 states a bid bond is necessary, but Section 3 Part G.2 states one is not necessary. Will a Bid Bond be required? R31. BID SECURITY: Not less than five percent (5%) of the total bid price is required if the bid price is over $100, (See Instructions to Bidders, paragraph G.) Section III Deliveries or Performance Articles, 3A, state the following: If the Contract amount, as indicated in the Compensation Article exceeds $100,000.00, the Contractor shall furnish a Performance Bond in an amount equal to one hundred percent (100%) of the Contract amount, and if the Contract amount, as indicated in the Compensation Article exceeds $25,000.00, the Contractor shall furnish a Payment Bond in an amount equal to one hundred percent (100%) of the Contract amount. 32. Section Part 3.09 states a ballast consolidator will be needed. Is this necessary since we are only changing ties and not the entire track? R32. Ballast consolidation will be required since the tie replacement work is expected to disturb the ballast. 33.Please provide details on the concrete/asphalt walkway the was talked about at the sidewalk from the Metro parking lot to the gate. 4
5 R33. The walkway is not included in the scope of work. 34. It was discussed during the walk thru of a proposed asphalt road. The contract documents do not identify any such road. Is this road going to be added by addendum #3? R34. The road is not included in the scope of work. 35. The current submission date is October 24th will this be extended via addendum? R35. The bid has already been extended to 11/28/
