2 I. GENERAL ADDENDUM NO. ELEVEN TO THE DESIGN-BUILD REQUEST FOR PROPOSAL (RFP) DOCUMENTS October 26, 2016 The following changes, additions, or deletions shall be made to the following documents; all other conditions shall remain the same. II. REVISIONS TO THE REQUEST FOR PROPOSALS (PROPOSAL DOCUMENTS) 1. ANNOUNCEMENT TO PREQUALIFIED PROPOSERS Delete the sentence that reads: Proposals must be received on or before: 2:00 P.M., WEDNESDAY, NOVEMBER 2, and substitute the following sentence: Proposals must be received on or before: 2:00 P.M., FRIDAY, NOVEMBER 4, III. CLARIFICATIONS 1. QUESTION: Some items listed in the DPP and previously released addenda are above and beyond CA Building Code (i.e. direct exhaust kitchen hoods, high pressure sprinkler fittings). Can any item above and beyond 2013 CA Building Code be considered enhancements and not requirements of the RFP/DPP? UC San Diego has very specific standards that go above code in some areas because our buildings are intended to last 50+ years. These requirements will not be relaxed unless specifically stated otherwise. Note clarification on high pressure fittings in this document. 2. QUESTION: Regarding the 150 on-site parking spot requirement - would the University accept the code minimum ADA spots underground or on site with the balance of spots in the new off-site parking garage as satisfying this baseline DPP requirement? Can the 150 spots on site be considering an enhancement? ANSWER: Parking reallocation was addressed in Addendum 10. The teams should disperse the required amount of ADA spaces in a manner that best serves those with disabilities. 3. QUESTION: Please confirm that proprietary controls per chosen elevator manufacturers selected will be acceptable for compliance with DPP. UCSD spec (142100/2.2 /4a and /1.1/A1) identifies specific control requirements resulting in significant added cost and not much interest by the specified by manufacturers. ANSWER: This is a Campus standard and cannot be modified. Page 1 of 4

3 4. QUESTION: Please confirm that MRL elevators may be acceptable with DPP/project requirements. They are to be installed elsewhere on campus (Outpatient Facility) and the same spec was originally provided during bidding. ANSWER: MRL elevators are not acceptable. 5. QUESTION: Open parking garages are not required to be sprinkled per CBC. Can this scope be listed as an enhancement and not base scope? 6. QUESTION: Can requirements for galvanized pipe at the garage be removed? Can this scope be listed as an enhancement and not base scope? 7. QUESTION: Will schedule 10 or PVC sprinkler piping for pipe sizes 2 1/2" be acceptable per CBC. Can schedule 40 piping be listed as an enhancement and not base scope? 8. QUESTION: Can the Addendum 8 requested 1800A service for the kitchen/market space be listed as an enhancement and not requirement? ADDITIONAL CLARIFICATIONS: 1. There is still some question with regards to the Minimum STC requirements. The following shall be adhered to: Demising walls/floors/ceiling between bedrooms in adjacent apartments: STC 55 Demising walls/floors/ceiling between bedroom and living spaces or bathrooms in adjacent apartments: STC 60 Walls/floor/ceiling between apartment and amenity spaces (exercise, study, lounge, etc.): STC 60 Walls/floor/ceiling between apartment and MEP spaces: STC 60 Walls/floor/ceiling between apartment and stair: STC 55 Walls/floor/ceiling between apartment and corridor: STC 50 Page 2 of 4

4 2. Existing transformer location. In Addendum 9, Question 4 referenced a transformer that is now existing on the site. Please see attached RFI documentation which shows the location of the transformer pad and required clearances from operable windows. This location of this transformer was required to be moved per SDG&E requirements, as it was originally located too close to the windows. Any future buildings will be required to maintain the same clearances. The exact location will be provided via CAD to the winning team once selected. The following items are a reduction in the program requirements and can be applied by all teams. However, the Design-Build teams can still elect to provide any or all current program requirements for enhancement points. 3. Clarification to the requirements for High Pressure fittings on the sprinkler system per the CFMO: a. Given the potential for engine companies to pump water and pressure into the FDC at greater than 175 psi, NFPA 13 recommends that each system be evaluated individually because fire department pumping apparatus connected to the system FDC may over-pump the pressures required for effective system operation (for a fire on the 16 th floor, the standard 2-1/2 attack line, with a 250 gpm fog nozzle, connected to the standpipe system will require 100 psi nozzle pressure, 13 psi friction loss, 25 psi system loss and 75 psi elevation loss [standard SDFD Fireground Hydraulics calculation] or 213 psi ) The system designer shall provide a full sprinkler plan including full justifications and engineering judgments if they intend to incorporate lower pressure couplings into the system. The lower pressure couplings may work, especially if pressure reducing valves are used on higher floors, but assurances must be brought forward that such devices will not hinder manual firefighting operations and firefighter safety on upper floors of buildings (there is historical precedence of firefighter fatalities resulting from pressure reducing devices in high rise buildings). 4. The floor to ceiling height on housing floors only can be reduced to 8-6 minimum clear. This excludes first floor common areas. The University does not expect the schematic design documents to address this change, however the technical proposal shall be clear on the intended floor to ceiling height for all spaces. The corrections can be made in the design development documents. 5. The design teams can opt to reduce the minimum square feet required for living rooms by 5%. The University does not expect the schematic design documents to address this change, however, the technical proposal shall be clear on the intended living room areas for each type of unit. The corrections to the floor plans can be made in the design development documents. Page 3 of 4

5 6. Range hoods can be recirculating, but kitchen exhaust shall be provided per code. 7. ½ hp garbage disposals can be provided in lieu of the ¾ hp units specified. The manufacturer shall remain as specified. 8. Hollow core doors can be installed on interior unit doors only (bedroom, bathroom, closets). UC San Diego shall provide a specification that is acceptable. 9. Linoleum will be allowed in kitchen and bathroom areas in lieu of tile. 10. PVC waste and vent lines will be acceptable as code allows. All PVC shall be contained within wall cavities per fire code requirements. PVC shall not be allowed for water supply. The design-build team will be required to justify the product proposed will meet all code requirements. 11. A full height back splash in the kitchen will not be required. All teams must provide at a minimum a 4 backsplash of the same material as the countertop. 12. Provide one CAT 6 drop in each bedroom in lieu of two drops. End of Addendum Page 4 of 4
