One of the main objectives of NFCPWD is to improve livelihoods and social integration of persons with disabilities through a process owned and lead by the beneficiaries. The Federation would like to increase their staff competence in providing better support to their members. The Federation is seeking assistance of an Australian volunteer with skills in Human Resources and Organisational Development with the review of the current staff performance system, job descriptions and with the development of a professional and modern HR system that will lead to better staff performance, higher staff retention and future recruitment. At the same time, the volunteer is expected to provide advice on improving organisational capacity in change management to enable the adoption of the new HR systems. Applicants for this assignment must be available to physically attend volunteer pre-departure training on the 14 th to the 16 th February 2016 in Adelaide. 1

2 Host Organisation and Assignment Background The National Federation of Cooperatives of Persons with Disability (NFCPWD) is a Secondary Cooperative registered with the Cooperative Development Authority. The Federation has 38 staff and provides support to 15 primary cooperatives, which are based all over the Philippines. The Federation has a unique strategy of empowering persons with disabilities through production cooperatives. One of the main objectives of NFCPWD is to improve livelihoods and social integration of persons with disabilities through a process owned and lead by themselves. The cooperative s main product is school chair furniture, which are marketed mostly through an annual contract with the Department of Education. They provide employment to nearly 1,500 persons with disabilities in Luzon, Visayas and Mindanao. The cooperative has a micro-lending program, technical and capacity building trainings for their members in order to enhance their financial management skills and competencies. The Federation has created a strong united voice needed to overcome the entrenched attitudinal and physical barriers towards persons with disabilities. The greatest stereotype towards people with disabilities in the Philippines is that they are less fortunate and less capable. The great work of the members of the Federation will slowly but surely be dispelling this misconception. The Federation s most important objectives are: To be self-supporting To empower individual members to advocate and ensure PWDs rights. However, their human resource system lacks the capacity to improve staff performance which would play an important part in service improvement. The Federation is seeking the assistance of an Australian volunteer with skills in HR and Organisational Development to assist staff with the review current staff performance system as well as job descriptions. Volunteer will assist with developing a more professional and modern HR system that will lead to better staff performance, higher staff retention and future recruitment. It is expected that the volunteer will train and mentor Federation staff in using the new systems as well as managing the change process effectively. The Federation is aware that when organizations undertakes changes (e.g. changes to processes, job roles, organizational structures), their employees have to change how they do their jobs. If these individuals are unsuccessful in their personal transitions, if they don t embrace and learn a new way of working, the change will not succeed. If Federation employees embrace and adopt changes to HR system, it will deliver the expected results. Therefore the volunteer is expected to work with the management and other stakeholders to strengthen the host organisation s capacity in change management. Location Background The head office of NFCPWD is located in Cainta, Rizal. Nearby to the office are many restaurants, shopping malls, and public markets. There are international standard hospitals in the area. There are many options of safe and affordable housing. The province is approximately 30 minutes from Manila, the capital city of the Philippines. 2

3 The Municipality of Cainta (or in Filipino language Bayan ng Cainta) is a first-class urban municipality in the province of Rizal, Philippines. It is one of the oldest towns in the Philippines (originally founded in August 15, 1571). Cainta serves as the secondary gateway to the rest of Rizal province from Metro Manila. Cainta became one of the most urbanized towns due to its proximity to Manila. With a population of 289,833 inhabitants, Cainta is the second most populous municipality in the Philippines (2007 Census of Population). Cainta is the richest municipality in the country with respect to Income Revenue growth (2010 Report). The town continues to attract businesses because of its proximity to Manila and the town s burgeoning population which mostly consists of hard-working and hospitable people. Cainta is the richest municipality in the Philippines as evidence of numerous manufacturing firms here like Mitsubishi Motors Philippines, the largest car manufacturer in the country, the Monde M.Y. San Corporation, one of the nation s leading biscuit manufacturers, BF Construction Philippines, Ford Philippines, Fortune Tabacco Corporation, Honda Cars Philippines, Hyundai Cainta, etc. During this assignment, most of the work will take place in the head office in Cainta, but trips to visit the member cooperatives in other parts of the country will occur as necessary for the completion of the volunteer s work. Cultural Tips The Philippines has developed a mixed culture from the blending of foreign influences with native elements. Today some of the isolated tribes are the only people whose culture remains unadulterated by earlier Muslim and later Spanish and American influences. Filipinos are extremely friendly and hospitable. You can expect to be asked quite personal questions like your age, marital status, religion and allowance by people you have just met. These are common/casual questions amongst Filipinos which should not offend you. It only means they are already comfortable with you. Filipinos very much look up to Westerners (at times it can seem that this respect is taken too far). Filipinos have a reputation for tolerance, however, it is important to be aware of the nuances of saving face. Filipinos smile constantly, and may smile or laugh at times that Westerners find inappropriate -smiles hide embarrassment and discord. Excessive displays of anger, affection, laughter, frustration or sadness are not considered polite. The Assignment Community Impact To improve livelihoods of persons with disabilities through production cooperative approach to maximize their participation, ownership, governance and economic benefits. Host Organisation Outcomes Tasks The Federation provides improved support and better quality services to the cooperative members through improved staff performance and professional and modern HR system Through consultation with management and staff, assist the host organisation with the review of the current staff Performance Management System (PMS), identify strengths and areas for improvements Assist counterpart and the management in improving the current PMS Together with counterpart, present the improved PMS to the management for approval 3

4 Provide training for all staff about the PMS, including on issues such as negotiating/agreeing on performance indicators Work with counterpart to review the existing job descriptions and propose changes/improvements Assis counterpart to develop learning modules and training materials for writing job descriptions Provide training to departmental managers on HR, especially people management and how to optimize incentives for performance-based employee evaluation Improve host organisation capacity in change management in consultation with the management and key stakeholders, identify gaps and suggest improvements Outputs Review of the staff Performance Management System Improved PMS is recommended HR policies and procedures are improved to encourage and recognise best performance Managers and staff are trained and confident in implementing new policies and procedures Host organisations change management capacity is improved * Please note that the objectives outlined above may be subject to change, with part of the chosen volunteer s role being to help shape the needs of the Host Organisation in relation to this assignment description. Counterparts who will participate in Skills Exchange Position Time in this position Formal Education/Training Human Resources Officer 3 ½ years Bachelor in Agricultural Technology Master in Business Administration (on-going) Selection Criteria Essential Qualifications: Tertiary qualifications in Organisational Management/Development, Industrial or Organisational Psychology, Human Resources Development, or other related fields Experience/Skills: At least 10 years of experience in the field of human resources or organisational development or other related fields 4

5 At least 5 years of experience in developing Performance Management System and/or Job Description to support continuous improvement of employees performance Previous experience in conducting HR evaluation Proven success in facilitating organisational change management Note: A valid first aid certificate (HLTFA311A) is required for all AVID assignments. Obtaining a current one, if required, is at the volunteers own expense. Personal Attributes: Patience, tolerance and flexibility Cultural sensitivity and awareness A willingness to work in a challenging environment with limited resources Desirable Experience/Skills: Previous HR experience in/for membership organisation(s) Previous experience mentoring or training staff Experience working in a membership organisation Airfare, Living Allowance and Accommodation ABV will provide/ensure: A return economy class airfare from the volunteer s closest airport to the assignment location The required visa for the location and duration of the assignment Any unavoidable overnight transit accommodation costs required during travel to and from the assignment location Travel and medical insurance Medical pre-departure health check, including a personalised first aid kit Medically prescribed vaccinations and malaria prevention medication Return travel costs within Australia and accommodation costs for the volunteer to attend pre-departure training for two days one or two months before the assignment start date. Attending pre-departure training before the assignment begins is compulsory Reasonable, safe and secure accommodation close to the assignment location A monthly living allowance of AUD850. Allowances are paid in 2 month allocations in advance, with the first being made prior to departure. 5
