Call to Order Mayor Clumpus called the meeting to order at 6:03 p.m. 2. Moment of Reflection Council paused for a moment of reflection. 3. Disclosure of Pecuniary Interest and General Nature Thereof Councillor Bell declared a potential pecuniary interest on item 9a) related to Wind Turbines, having declared on such matters in the past as a landowner. 4. Special Education Session Bradey Carbert, Manager of Purchasing/Asset Management was in attendance for the Special Education Session. Page 1 of 11

2 State of the Infrastructure - Bridges and Culverts Brian Wickenheiser, Senior Structural Engineer, Ainley Group provided a PowerPoint presentation outlining project tasks, background, level of service and cost summary, maintenance, recommendations (needs timing basis), and next steps. Mr. Wickenheiser responded to questions from members pertaining to timing of next steps with a report back in December 2015, 15 structures rated poor, $31 million in urgent needs for next 10 years, previous availability of this level of information on bridges and culverts, requirement for all bridges to be inspected bi-annually under the supervision of a professional engineer, deterioration, potential for private ownership, bridge 10, and rationalization. Mr. Chapman noted the importance of maintenance and discussed the development of an overall strategy and rationalization. He noted that Ainley currently undertakes inspections on the Municipality s behalf. The meeting recessed at 6:43 p.m. and resumed at 7:00 p.m. 5. Announcements Mayor Clumpus noted that hearing assist can be accessed by turning the hearing device to the T setting or two units are available from the Deputy Clerk. Webcasting is expected to commence in October. Mayor Clumpus presented certificates of appreciation to the Meaford Hall & Cultural Foundation (Meaford International Film Festival and sponsorship activities in support of Meaford Hall), the Meaford Hospital Foundation (19 th Annual Harbour 5km Walk/Run), Terry Fox Run, and the 160 th edition of the Fall Fair organized by the Meaford & St. Vincent Agricultural Society. The Woodford Community Centre will be hosting its annual turkey bbq on October 4. A federal all-candidates meeting will occur at the Harry Lumley Bayshore Community Centre on October 1. The Drinking Water Source Protection Municipal Implementation Workshop is scheduled for September 29 at the Harry Lumley Bayshore Community Centre. The Rotary s Trivia Night will occur on October 16. Dragon s Den is scheduled for October 28 at Meaford Hall. Four open houses occurred on waste management programs and 25 residents participated. New curbside programs will commence next week with large item pick up commencing in the spring Page 2 of 11

3 The Harvesters Dinner featuring Caribbean food will take place on October 18 at the Meaford & St. Vincent Community Centre. 6. Presentations a) Georgian Triangle Tourism Association Mylisa Henderson, co-owner of Scandinave Spa and GTTA Board Member, presented an overview of the Association, its tourism activities, strategic focus and future plans. b) Grey Bruce Health Unit Community Conversations Project Jason Weppler and Andrew Barton discussed the project including themes identified and next steps. c) South Georgian Bay Community Cookbook Project Heather Goldsworthy and Rheanna Kish provided an overview of the project. d) Overview of Friends of the Woodford Community Centre Jan Sideris outlined the Friends mission, partners, and events. She introduced members of the group. She reiterated that the turkey bbq will occur on October 4. She suggested a Council-liaison be appointed and asked for assistance with advertizing and posting to the website. Ms. Sideris responded to questions from members with regard to Council attendance at meetings and events. 7. Public Question Period None. 8. 4 8.2 Adoption of Items (not requiring separate discussion) Moved by: Seconded by: Councillor Calvert Councillor Keaveney e) By-law and By-law Site Plan Agreement & Removal of Holding Symbol (H1) Roxborough Be it resolved that By-law , being a by-law to Authorize the Mayor and Clerk to execute the necessary Site Plan Agreements, be taken as read a first, second and third time and finally passed. Be it resolved that By-law , being a by-law to remove the (H1) Holding Provision applicable to Plan 342 Lots 14, 15 and Part Lot 13, known municipally as 124 Roxborough, in the former Township of Sydenham, now in the Municipality of Meaford, Section D2.5.2 of the Municipality of Meaford Official Plan and Section of Zoning By-law having been addressed, be taken as read a first, second and third time and finally passed. f) By-law and By-law Site Plan Agreement & Removal of Holding Symbol (H1) Roxborough Be it resolved that By-law , being a by-law to Authorize the Mayor and Clerk to execute the necessary Site Plan Agreements, be taken as read a first, second and third time and finally passed. Be it resolved that By-law , being a by-law to remove the (H1) Holding Provision applicable to Plan 342 Lots 11, 12 and Part Lot 13, known municipally as 118 Roxborough, in the former Township of Sydenham, now in the Municipality of Meaford, Section D2.5.2 of the Municipality of Meaford Official Plan and Section of Zoning By-law having been addressed, be taken as read a first, second and third time and finally passed. g) PB Community Improvement Grants Meaford Motel That Council of the Municipality of Meaford approve a grant to Meaford Motel and Restaurant in the amount of $7,500. 5 h) By-law LED Streetlight Conversion Be it resolved that By-law , being a by-law respecting LED Streetlight Conversion, be taken as read a first, second and third time and finally passed. i) CAO ReNew Meaford - Establishment and Incorporation of ReNew Meaford Arts and Business Association That Council of the Municipality of Meaford approve: 1) The establishment and incorporation of the Meaford Arts and Business Association for the implementation of Renew Meaford; and 2) The composition of the board of directors and the founding members of the board of directors being the Municipality of Meaford Business Improvement Area, and the Meaford Chamber of Commerce. Carried Resolution# Consideration of Items (requiring separate discussion) a) CS Recreation & Culture Strategic Master Plan ( ) Moved by: Councillor Calvert That Council of the Municipality of Meaford receive the Recreation & Culture Strategic Master Plan as a guiding document in the creation of long term capital plans and annual operating budgets for the Parks, Recreation & Culture Department. Postponed Moved by: Deputy Mayor Greenfield That Council of the Municipality of Meaford postpone further consideration of the Recreation & Culture Strategic Master Plan ( ) until such time the service delivery review is completed. 6 b) By-law Off-Road Vehicles By-law Moved by: Deputy Mayor Greenfield Be it resolved that By-law , being a by-law to permit Off-Road Vehicles to be driven on certain roadways under the jurisdiction of the Municipality of Meaford as regulated in accordance with Ontario Regulation 316/03, be taken as read a first, second and third time and finally passed; and That the Council of the Municipality of Meaford: 1) Request that the Council of the County of Grey amend By-law to permit Off-Road Vehicles on all County roads within the Municipality of Meaford to ensure connectivity and promote economic development opportunities, with the exception of road sections within the urban settlement area of Meaford as defined by the County of Grey Official Plan; and 2) Request that the County of Grey give consideration to allowing Off-Road Vehicle restricted access to urban Meaford, using County Road 12 and County Road 7 as described in Appendix 2 to the memorandum; and, that such permission occur at the same time the Municipality of Meaford undertakes a one-year review of its own by-law, by September 30, Carried Resolution # c) PB Heritage Permit 206 Bayfield Street Moved by: Councillor Keaveney Seconded by: Deputy Mayor Greenfield That Council of the Municipality of Meaford approve Heritage Permit H05/2015 (Brent and Jo-ann Chisholm) for 206 Bayfield Street. Carried Resolution # Page 6 of 11

7 d) PB Co-ordinated Land Use Planning Review NEC Comments Moved by: Councillor Calvert That Council of the Municipality of Meaford support the position of the County of Grey and Municipal of Meaford Planning Staff and request that comments as contained in this report, be forwarded to the Ministry of Municipal Affairs and Housing and copied to the Niagara Escarpment Commission. Carried Resolution # Formal Resolutions (Notice Previously Given) Deputy Mayor Greenfield - Wind Turbines Having declared a potential pecuniary interest, Councillor Bell left the room at 9:05 p.m. Moved by: Deputy Mayor Greenfield Seconded by: Councillor Calvert Whereas, the Municipality of Meaford has recently joined the Multi Municipal Wind Turbine Working Group; and Whereas, several of the municipalities involved have already established by-laws to produce financial compensation from activities of the Industrial Wind Turbine (IWT) companies; and Whereas, all the above mentioned municipalities have advised their fellow members at their earliest opportunity, to establish comprehensive by-laws to deal with all aspects of IWT development; and Whereas, those with already approved by-laws are more than willing to aid other municipalities to bring theirs' forward; Therefore be it resolved that Council of the Municipality of Meaford hereby instruct appropriate Staff to develop all by-laws that are necessary to deal with the IWT company proposals and by-laws that protect the well-being of residents, and present the proposed by-laws to Council for approval before the end of Carried Resolution # Page 7 of 11

8 The mover accepted a friendly amendment proposed by the seconder. Councillor Bell returned to his seat at 9:09 p.m. Mayor Clumpus - Current Refugee Crisis Mayor Clumpus vacated the Chair to Deputy Mayor Greenfield. Moved by: Mayor Clumpus Seconded by: Councillor Calvert Whereas, the plight of refugees fleeing their war-torn countries is prominent in the public conscience recently; and Whereas, there are many communities mounting a response to this crisis by organizing local initiatives to support the settlement of refugees in their locations; and Whereas, the Federation of Canadian Municipalities has pledged to support local municipalities in this effort; and Whereas, the Municipality of Meaford is a caring community where newcomers are warmly welcomed with the essential services, and the quality of life that sustains families and presents opportunities for successful resettlement. Now therefore be it resolved that this Council and Municipality encourages a collaborative grass roots effort working with our neighbouring community groups to assist with the settlement of refugees in our small town and rural communities; and Further that this motion be circulated throughout Grey County and to the relevant Provincial and Federal Ministries. Carried Resolution # Mayor Clumpus resumed the Chair. 10. Adoption of Minutes Special Meetings Moved by: Councillor Bell Seconded by: Councillor Bartley Be it resolved that Council of the Municipality of Meaford hereby adopt the minutes of the special council meetings held September 3, 2015 and September 10, Carried Resolution # Page 8 of 11

Moved by: Deputy Mayor Greenfield That Council of the Municipality of Meaford waive the rules of procedure to consider a letter from the Meaford Chamber of Commerce received September 28, Carried Resolution # Page 9 of 11

10 Moved by: Councillor Keaveney Seconded by: Deputy Mayor Greenfield That Council of the Municipality of Meaford approve that Woodford Community Centre be utilized for the all-candidates meeting of October 5, 2015 hosted by the Meaford Chamber of Commerce at a cost of $65 to be taken from the Council budget. Carried Resolution # Council Inquiries Councillor Calvert asked about a leaning light at the baseball diamonds. Mr. Buttineau noted that some poles were addressed but staff would investigate. Councillor Bartley inquired about volunteers assisting with flower beds. Mr. Buttineau stated that training and health & safety matters are to be addressed, but welcome volunteers. Councillor Keaveney questioned about the timing of the LED Lights. Mr. Chapman confirmed that the lights will be ordered with completion by the end of the year. Councillor Calvert asked about replacing the ball diamond lights with LED. Mr. Chapman stated that the LED program is limited to high pressure sodium and street lighting. Mr. Buttineau will look into burned out lights at the harbour. No plan exists for replacing lights at the ball diamond at this time, but when replacement occurs high efficiency lights will be considered. 13. Closed Session None. 14.
