2 Ratinale At GCARD 2010, participants called fr the Capacities Mntpellier Actin Plan (CAPMAP), a massive effrt fr revitalizing prfessinal and research capacities in agriculture. The lack f investments in this sectr was seen as ne reasn t explain a gradual ageing f qualified human resurces in mst institutins. But even mre, inadequate institutinal plicies in many Universities and centres f knwledge are respnsible fr pr cnnectins between the training institutins and the real wrld where NGOs, CSOs and the private sectr have becme the main users f the skills, cmpetences and knwledge prduced. In fact, the fd crisis demnstrates imprtance f Tertiary Agriculture Educatin (TAE) and the need t strengthen human capacities in rder t slve agricultural challenges. CAPMAP called fr re-shaping TAE in rder t help agricultural science graduates t be critical thinkers, multi-disciplinary prblem slvers and team players wh are als wrk ready. Training has t incrprate the challenges f prducing quality graduates, while increasing their efficiency, relevance and effectiveness in respnding t scietal needs such as hunger eradicatin, fd security, pverty reductin and agribusiness expansin. Since then, in the perid tw years , prgress has been made t supprt the definitin and implementatin f actins in the framewrk defined tw years ag. The Kampala Ministerial Cnference in Higher Educatin In Agriculture in Africa (Nvember 2010) and its final declaratin. Glbal Cnference n Higher Educatin and Research in Agriculture (GCHERA) in Beauvais, June 2011, and its precnference wrkshp, c-rganised by EFARD, FARA and GFAR. Agrinatura s review f Capacity Develpment in Agricultural Research fr Develpment cmmissined by EIARD (December 2011). Varius meetings fr the preparatin f the Tertiary Agricultural Educatin Mechanism (TEAM Africa) in Ås (Nrway, Oct 2011), Washingtn (December 2011), Ouagadugu (Octber 2011), Wageningen (March 2012), Accra and Ouagadugu again (spring 2012) t design the TEAM Africa prgramme.
