1 PROJECT LIST ALTERNATIVE #1 TEMECULA VALLEY UNIFIED SCHOOL DISTRICT BOND PROJECT LIST To protect the quality of education in schools within the Temecula Valley Unified School District ( School District ), funds from the sale of general obligation bonds issued by the School District would be used to finance the design, construction, acquisition, improvement, installation, restoration, rehabilitation, modernization and improvement of public schools, school sites, school facilities and support facilities of the School District and to provide facilities improvements, upgrades, and related facilities and facilities costs as further described below: TECHNOLOGY UPGRADES THROUGHOUT DISTRICT As Technology continues to advance, provide appropriate upgrades including: Add new computers, servers, classroom and library technology and teaching equipment to enhance instruction Upgrade electrical capacity and technology infrastructure, including fiber and wireless internet access Improve telephone, data, video, and communications systems Replace energy management software Included Sites: School District Elementary, Middle and High Schools/Sites: Elementary Schools: Alamos, Abby Reinke, Ysabel Barnett, Crowne Hill, French Valley, Helen Hunt Jackson, Susan La Vorgna, Nicolas Valley, Paloma, Pauba Valley, Rancho, Red Hawk, Temecula, Temecula Luiseño, Tony Tobin, Vail, Vintage Hills, Temecula Valley Charter. Middle Schools: Bella Vista, James L. Day, Erle Stanley Gardner, Margarita, Temecula, Vail Ranch. High Schools: Chaparral, Great Oak, Temecula Valley, Sparkman Alternative Education Center, Temecula Preparatory. Support Sites: Centralized Student Services Campus, Maintenance & Operations, and Transportation Department site. RENOVATION, MODERNIZATION AND REPAIR OF EXISTING SCHOOLS AND FACILITIES To improve the overall educational experience for students in the School District, bond funds will be expended on projects to include renovation, modernization, upgrades and major repairs to take place at existing District school sites and facilities in which projects would include, but not be limited to the following: Make health and safety renovations and/or improvements including, but not limited to, removal or mitigation of hazardous materials Handicap accessibility improvements to meet current health, safety and instructional standards Upgrade and/or replace heating, ventilation, and air-conditioning (HVAC) systems Repair and/or replace roofs, windows and flooring A-1

2 Upgrade and/or replace plumbing and sewer systems and facilities including, but not limited to, restrooms Upgrade electrical and network infrastructure including technology systems Upgrade and/or replace lighting and electrical systems Make site improvements including walkways and fencing to improve student safety, and landscaping DISTRICT-WIDE SCHOOL FACILITIES IMPROVEMENTS These projects will occur at schools and school sites throughout the School District and will include the following: Improve student safety by replacing inadequate fire alarm and fire suppression systems including, but not limited to, fire safety equipment Modernize and upgrade playgrounds, playfields and equipment Improve student safety through the construction, refurbishment, reconstruction, and/or upgrade of student drop-off areas, bus drops/loops, existing or new parking areas or facilities and vehicle access ways Improve student safety and security by modernizing and upgrading telephone, security and communication systems Modernize outdated kitchen facilities to serve a growing student population and meet current standards Upgrade maintenance and operations facilities including the District maintenance, operations and transportation yard, development of new maintenance facilities at Pourroy/Benton property. ACQUISITION AND CONSTRUCTION OF NEW SCHOOL FACILITIES TO MEET STUDENT NEEDS AND TO REDUCE OVERCROWDING Proceeds of the bonds may be used to design, acquire, construct, and equip new elementary schools, middle schools, and high schools throughout the School District. Acquisition and construction projects would include, but not be limited to, site acquisition, classrooms, offices, cafeterias, gymnasiums, playing fields and other athletic facilities, stadiums, school grounds, auditoriums, science and computer labs, libraries, restrooms, and other school facilities. The exact size, configuration, and location of each school will be determined by the Governing Board based on the needs of the School District. As currently envisioned, acquisition and construction would include but not be limited to the following projects: Permanent classrooms at the School District s existing school campuses to replace temporary portable classrooms A new elementary school in the Roripaugh Ranch Specific Plan Area A new middle school in the Roripaugh Ranch Specific Plan Area A new middle school in the northern portion of the School District s boundaries A new high school in the northern portion of the School District s boundaries A new continuation high school to assist students that need an alternative to traditional high school A-2

7 ALTERNATIVE EDUCATION & PREPARATORY Sparkman Alternative Education Center Kitchen Remodel and Code Upgrades Upgrade and Increase Phone Room New Carpet and Flooring: All Career Technical Education: Auto Shop Furniture/Equipment Career Technical Education: Wood Shop Furniture/Equipment Career Technical Education: Culinary Arts Science Lab Remove Portables: Add Multi-Plex Permanent Classrooms Centralized Student Services Campus Parking Lot Security Lighting Energy Management System Improve Site Drainage New Flooring: All New HVAC: All Temecula Preparatory Parking Lot Security Lighting New Carpet: Classrooms Remodel Bathrooms Rooms New Shade Structures Covered Walkways: Solar NECESSARY PROJECT COSTS Project costs for the above referenced projects and facilities may include the following: Assessment reviews Title acquisition costs Interim housing costs and expenses Project costs for the above-referenced projects may also include installation costs, engineering and design costs, project management/construction management costs, warranty costs, Master facilities planning, state or local costs or expenses involving design, planning, site and facilities development costs and charges, environmental review(s) and proceedings, necessary supporting infrastructure costs, relocation costs and expenses, necessary contingency plans and related costs for construction and completion of the aforementioned facilities projects, direct legal costs and related costs. Project costs may also include the payment or prepayment of lease payments for lease of authorized facilities, property or buildings, prepayment of lease obligations for facilities

8 purposes and payment of costs and expenses for interim financing of authorized facilities (including, but not limited to, financing delivery costs). Proceeds of the Bonds may be used to pay or reimburse the District for the cost of District staff when performing work on, or necessary and incidental to, Bond projects. Allowable project costs also include: costs of issuing the bonds or other securities (as authorized under California law), informational distribution costs and election costs authorized under State law. Funding for these projects may come from this bond measure or other District resources as the school facilities needs arise. FURNISHINGS AND EQUIPMENT Project Costs for furnishings and equipment for some or all of the within-identified School District campuses may include, but are not limited to, some or all of the following: security, safety and communication systems and equipment; window and floor coverings (including tiles and carpeting); kitchen equipment; improvements and furnishings; science laboratory equipment; and/or other electronic equipment and systems. ALL SCHOOL SITES WHERE RENOVATION, MAJOR REPAIRS AND/OR NEW CONSTRUCTION ARE TO BE UNDERTAKEN: Remove hazardous materials (lead, mold, mildew, etc.) where necessary Necessary site preparation/restoration in connection with new construction, renovation or remodeling, including ingress and egress, removing, replacing or installing irrigation, utility lines, trees and landscaping, and acquiring any necessary easements, licenses, or rights of way to property Address unforeseen conditions revealed by construction/modernization (e.g. plumbing, or gas line breaks, dry rot, seismic structural, etc.) Upgrade or replace fire sensors, monitoring and alarm systems Upgrade and/or modernize security systems Repair/upgrade/modernize school walkways, grounds, hardscapes, fields, signage, and equipment Provide adequate furniture and equipment for all classrooms, and spaces to be newly constructed or reconstructed and replacement of worn/broken/out-of-date furniture and equipment Improve schools as required to comply with existing building codes, including the Field Act, and access requirements of the Americans With Disabilities Act Demolition of existing buildings to be replaced with new construction New replacement construction if the Governing Board determines that replacement is more economical than rehabilitation/renovation of existing classrooms or facilities Provide temporary (interim) classrooms and other school facilities as needed to accommodate students and school functions displaced during construction/renovation : District Office Energy Management System: District Office HVAC Replacement Generators: District Wide Repair and Replacement Parking Lot Security Lighting Plan Room/Facilities Office Signage: District Office

9 Flooring: District Office Roofing Repair: District Office Painting: District Office Locks: Entry Gates, Fuel System, Doors Asphalt Repair: Maintenance & Operations, Transportation Seven New Compressed Natural Gas Busses Maintenance Facilities at Pourroy/Benton Property In preparing the foregoing list, the Board of Education of the Temecula Valley Unified School District has evaluated safety, class size and information technology needs. Approval of the bond measure does not guarantee that all of the identified projects within this list will be funded beyond local funds generated by the bond measure and does not guarantee that the projects will be completed in any particular order. The District will also aggressively pursue funds from the State of California to complete facilities projects. No Administrator Salaries. Proceeds from the sale of bonds authorized by this proposition shall be used only for the construction, acquisition, repair, renovation, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities, or the acquisition or lease of real property for school facilities as identified herein, and not for any other purpose, including teacher and non-construction related administrator salaries and other non-construction related operating expenses. Bond Expenditure Accountability and Citizens Oversight Committee. The expenditure of bond funds on any of these projects is subject to tough accountability requirements required by law. These include: Annual financial audit by independent auditors. Annual performance audit by independent auditors. Expenditure of bond funds will be monitored on an ongoing basis by an independent Citizens Oversight Committee Version 1
