ADOPTION OF MINUTES.1 Executive Committee Meeting Minutes - November 24, 1997 Moved by Councillor Wiebe, seconded by Councillor Gill, that the minutes of the Executive Committee meeting of Council held November 24, 1997, be adopted. E CARRlED. 3. BUSINESS OUT OF MINUTES.1 M., 1., and J. dejong, 6344 Bell Road - Accessory Full-time Employee Residential Use ( /T94-26) Council reconsidered the M., J., and J. dejong application for an Accessory Full-time Employee Residential Use on property at 6344 Bell Road. The issue was deferred at the Executive Committee meeting of November 24, 1997, in order to obtain additional information from sheep raising experts with respect to minimum levels which would qualify for an Accessory Full-time Employee Residential Use.

2 :00 p.m. in the Matsqui Centennial Auditorium Page 2 Moved by Councillor Peary, seconded by Councillor Wiebe, that staff prepare and present an amendment to Abbotsford Zoning By-law, 1996, to establish 150 ewes as the minimum level of a sheep farm operation, which would qualify for an Accessory Full-time Employee Residential Use. The Director of Development Services related a discussion held with M. dejong, the applicant, and G. Cruickshank, retired District Agrologist with experience in the area of animal husbandry. Mr. Cruickshank had advised that, in his opinion, an equivalent amount of effort would be required to care for one sheep as for one cow; certain standards within Abbotsford Zoning By-law, 1996, with respect to minimum levels of operation to qualify for Accessory Full-time Employee Residential use, were inconsistent with relationship to one another; and 150 to 200 sheep would require approximately 35+ hours per week of care. The motion was then put and E CARRIED. The comment was made that final occupancy permits should not be issued by the City until all outstanding issues related to a property, i.e. a restrictive covenant, have been resolved. It was suggested that properties which are classified by the B.C. Assessment Authority for farm tax status should automatically be eligible for Accessory Full-time Employee Residential Use. The point was made, however, that the B.C.A.A.'s farm classification is based on a minimum amount of revenue generated on a property from farm activities, and that using this as a criterion could result in a proliferation of secondary residences throughout the rural area. Moved by Councillor Fast, seconded by Councillor Gill, that staff prepare a report to Council regarding the levels of operation for Accessory Full-time Employee Residential Use to accommodate new types of farming, including an investigation into the use of the B.C. Assessment Authority farm classifications for tax purposes, as well as enforcement issues related to pickers' cabins.

E CARRIED. The original motion, as amended, was then put and DEFEATED. Opposed: Councillors Gibson, Lee, Ross, Warawa, and Wiebe Moved by Councillor Lee, seconded by Councillor Peary, that the restrictive covenant registered against the M., J., and J. dejong property at 6344 Bell Road, which requires the removal of the original dwelling unit, be discharged upon receiving final building permit approval, subject to the owners meeting the established level of operation for Accessory Full-time Employee Residential Use. E CARRIED. Moved by Councillor Warawa, seconded by Councillor Lee, that staff prepare a report updating Council on enforcement issues related to pickers cabins. DEFEATED. Opposed: Councillors Fast, Gibson, Gill, Peary, and Ross 4. DELEGATIONS.1 H. Sloan, Fraser Valley Regional District, and P. Rother, Greater Vancouver Regional District - Draft Regional Air Quality Management Plan - Presentation H. Sloan, Fraser Valley Regional District, and P. Rother, Greater Vancouver Regional District, presented the Draft Regional Air Quality Management Plan, for the Fraser Valley Regional District. The draft plan focuses on identifying air quality issues, goals, and policy and air management strategies for the F.V.R.D. based on available information related to ambient air quality, emission sources, and health and environmental effects.

4 :00 p.m. in the Matsqui Centennial Auditorium Page 4 The draft plan outlined the current roles and responsibilities of agencies involved in air quality management; described factors, such as population growth, geography, and meteorology, which influence air quality conditions; summarized ambient air quality based on available information; and provided options for long-term monitoring work. Available information on emission inventory and air quality issues in the F.V.R.D., and options for future air quality management, were described. H. Sloan concluded with results of the public consultation process, key findings of the Plan, and the next steps to be taken toward regional air quality management. Moved by Councillor Wiebe, seconded by Councillor Gibson, that the delegation of H. Sloan, Fraser Valley Regional District, and P. Rother, Greater Vancouver Regional District, presenting the Draft Regional Air Quality Management Plan, be received. In response to questions from Council members, H. Sloan estimated that more than 70% of the air quality problems in the Fraser Valley Regional District originate from outside of its boundaries. Costs to implement the Air Quality Management Plan would be minimal. The motion was then put and E CARRIED. 5. REPORTS 5.1 DEVELOPMENT SERVICES.1 D.B. Homes Ltd., Block Blueridge Drive and 3600 Block Mt. Lehman Road Rezoning Application ( /R97-67) Report No. DEV dated November 26, 1997, from the Senior Planner, highlighted an application from D.B. Homes Ltd., to rezone its property at block Blueridge Drive and 3600 block Mt. Lehman Road from One Unit Country Residential Zone (RR3) to One Unit Urban Residential Zone (RS3). If approved, a single family residential subdivision would be developed on the site. It was clarified that there are no environmentally-sensitive areas in the vicinity and that Council could determine, at subdivision stage, whether the 5% park dedication requirement would be land or cash in lieu.

5 :00 p.m. in the Matsqui Centennial Auditorium Page 5 Moved by Councillor Wiebe, seconded by Councillor Fast that, as recommended in Report No. DEV dated November 26, 1997, from the Senior Planner: (1) staff prepare and present an amendment to Abbotsford Zoning By-law, 1996, to rezone the D.B. Homes Ltd. property at block Blueridge Drive and 3600 block Mt. Lehman Road from One Unit Country Residential Zone (RR3) to One Unit Urban Residential Zone (RS3), to permit the development of a single family residential subdivision on the site, when issues of development and funding for items not budgeted by the City, as listed in the report, have been resolved; and (2) the Mayor and City Clerk be authorized to execute all documentation relating to this matter. E CARRIED B.C. Ltd. and J. and L. Holdings Ltd to Block Atkinson Road (North Side) and 3400 Block Eldridge Drive (West Side) - Rezoning Application ( /R97-64) Report No. DEV dated November 25, 1997, the Deputy Approving Officer, which presented an application from B.C. Ltd. and J. and L. Holdings Ltd., to rezone the property at to block Atkinson Road (north side) and 3400 block Eldridge Road (west side) from One Unit Rural Residential and Resource Use Zone (RR1) to One Unit Country Residential Zone (RR3), was deferred at the request of the applicant B.C. Ltd., 3606 and 3670 TownlineRoad - Development Permit Application ( /D97-63) Report No. DEV dated November 27, 1997, from the Director of Development Services, addressed a development permit application from B.C. Ltd., for its property at 3606 and 3670 Townline Road. The applicant is proposing to develop the site with a structure containing four ice rinks, as well as a restaurant, health club, and other accessory uses. D. Tyrell, Terra Pacific Architects, indicated that there would be one central entrance to the facility, hours of operation for the restaurant are expected to be the same as for the rinks and health club, and that there is no provision for seating in the rinks. In response to a Council concern regarding traffic safety issues at Blueridge Drive and Townline Road, staff advised that the situation will continue to be monitored to determine when the intersection should be fully signalized.

6 :00 p.m. in the Matsqui Centennial Auditorium Page 6 Moved by Councillor Wiebe, seconded by Councillor Fast that, as recommended in Report No. DEV dated November 27, 1997, from the Director of Development Services: (1) the development permit application from B.C. Ltd., for its property at 3606 and 3670 Townline Road, be approved in principle, including the parking variance; (2) a permit be prepared for an upcoming Council hearing; (3) prior to issuance of any development permit, all applicable soil removal fees be paid; and (4) the Mayor and City Clerk be authorized to execute all documentation pertaining to these matters. E CARRIED..4 Second Dwellings and Types of Farming ( ) 5.2 ENGINEERING Moved by Councillor Warawa, seconded by Councillor Wiebe, that Report No. DEV dated November 27, 1997, from the Manager, Current Development, providing information on second dwellings and types of farming, be received. E CARRIED..1 Sewer Boundaries Expansion - Upper Sumas Elementary School and Properties at Fraser Highway and Bradner Road ( /3) Report No. ENG dated November 27, 1997, from the Director of Engineering, sought approval to expand the sewer boundaries to include Upper Sumas Elementary School at Vye Road, and properties at Fraser Highway and Bradner Road. The consent of the City is required before the Abbotsford-Mission Sewer Board can approve the proposal. The total equivalent population to be served by the added area would be 1,020 persons, with a total additional flow of 445,000 litres per day. The capacity of the receiving trunk would be verified by final approval; however, the impact on the J.A.M.E.S. Treatment Plan would be minimal. Responding to Council questions, staff clarified that the 75 mm force main, located on City right-of-way, would be inadequate for connecting laterals, that the capacity would be limited to the school, and that the School Board would be assuming all costs associated with the project.

7 :00 p.m. in the Matsqui Centennial Auditorium Page ADMINISTRATION Moved by Councillor Wiebe, seconded by Councillor Fast that, as recommended in Report No. ENG dated November 27, 1997, from the Director of Engineering: (1) the request for Upper Sumas Elementary School to be included in the Abbotsford-Mission Sewer boundaries by approved and forwarded to the Sewer Board, subject to all costs related to the connection, and possible oversizing of the receiving mains, and all applicable Development Cost Charges related to the l.a.m.e.s. Treatment Plant being paid by the applicant; and (2) the 15.7 ha ofland in the area ofthe Fraser Highway and Bradner Road be included in the sewer boundaries, subject to: (a) capacity in the Simpson lateral being confirmed; (b) approval from the School District for utilization of the syphon system; (c) the applicant paying all costs for the Maclure pumping station and forces mains; and (4) all l.a.m.e.s. Treatment Plant and Clearbrook Trunk Development Cost Charges being paid. E CARRIED..1 Management and Retention of Records ( ) Moved by Councillor Gibson, seconded by Councillor Gill, that Report No. ADM dated November 26, 1997, from the City Clerk, be received, and By-law No , cited as "Records Management By-law, 1997", proceed for three readings at the next Regular meeting of Council. E CARRIED.

8 :00 p.m. in the Matsqui Centennial Auditorium Page PARKS AND RECREATION.1 Garden Signage - Intersection of Highways Nos. 1 and 11 ( ) Report No. P&R dated November 27, 1997, from the Director of Parks and Recreation, reviewed proposals in connection with replacement of the flower garden at the intersection of Highways Nos. 1 and 11, which was previously maintained by the Province of British Columbia, Ministry of Highways. Bids were received from two landscape companies: Modern Grounds Maintenance; and Dutch Touch Landscaping. Discussions have also taken place with the Abbotsford-Sumas Rotary Club, which has agreed to enter into an agreement to adopt this area. The Club will cut the grass in a 10-foot swatch around the sign, and pick up litter bi-weekly in the Spring/Summer, and monthly in the WinterlFali. The Ministry of Highways will maintain the three flag poles, their lights, and the flags. 5.5 FINANCE Moved by Councillor Warawa, seconded by Councillor Lee that, as recommended in Report No. P&R dated November 27, 1997, from the Director of Parks and Recreation, the proposal from Modern Grounds Maintenance, be accepted in the amount of $8,450, and the Parks and Recreation Department be authorized to enter into an agreement with the Abbotsford-Sumas Rotary Club to adopt this site. E CARRIED..1 Revenue Anticipation Borrowing By-law ( ) Moved by Councillor Lee, seconded by Councillor Fast that, Report No. FIN dated November 27, 1997, from the Director of Finance, be received, and By-law No , cited as "Revenue Anticipation Borrowing By-law, 1998", proceed for three readings at the next Regular meeting of Council. E CARRIED.

9 :00 p.m. in the Matsqui Centennial Auditorium Page 9.2 Abbotsford Airport Reserve Fund ( ) Report No. FIN dated November 27, 1997, from the Director of Finance, indicated that the operations of the Abbotsford Airport require that monies be set aside in a capital reserve fund to finance future capital expenditures. By-law No , cited as "Abbotsford Airport Reserve Fund By-law", would establish a reserve fund for that purpose, under Section 497 of the Municipal Act. Funding ofthe reserve is expected to be made exclusively from airport operations or from the surplus of airport operations. However, the by-law also provides for monies from general operations to be paid into this reserve fund should Council ever wish to make such a contribution. Moved by Councillor Warawa, seconded by Councillor Gill that, Report No. FIN dated November 27, 1997, from the Director of Finance, be received, and By-law No , cited as "Abbotsford Airport Reserve Fund By-law", proceed for three readings at the next Regular Council meeting.
