ADOPTION OF MINUTES.1 Executive Committee Meeting Minutes - September 8, 2003 Moved by Councillor Gill, seconded by Councillor Peary, that the minutes of the Executive Committee meeting of Council, held September 8, 2003, be adopted. E CARRIED. 3. BUSINESS OUT OF MINUTES.1 Manufactured Home Park Redevelopment Policy ( ) At the September 8, 2003, Executive Committee meeting, the proposed Manufactured Home Park Redevelopment Policy was referred to the Bylaw Review Committee's for consideration. The Director of Development Services was unable to attend the Bylaw Review Committee meeting on September 15,2003, because ofa death in the family, and the proposed policy will be discussed at a Special Meeting of that committee in the near future.

Wright, Executive Director, MSA Museum Society, highlighted her submission, outlining the disposition of funds received from the City, in cash and in kind; the operations of the MSA Museum Society over the past year; and the educational and entertainment programs provided. An increase in the City's fee for service funding of $4,891 was requested, to address the projected 2003 shortfall of $3,521, and a 2% wage increase. The shortfall is largely due to increased insurance costs. In response to questions from Councillors, the Director of Corporate Services advised that financial statements are required from all fee-for-service contract recipients, and a cost of living adjustment is not included at present. Moved by Councillor Peary, seconded by Councillor Harris, that the delegation ofl. Wright, Executive Director, MSA Museum Society, providing an update on 2003 activities, be received. E CARRIED..2 Integrated Services Team - Quarterly Update F. Brett, Chair, Integrated Services Team, reported on the activities of the Integrated Services Team (IST). There are three components of the 1ST: Enforcement, Social Improvement, and Business and Community, which were created to focus on immediate and long term strategies to deal with chronic problem properties. In August, 2003, Bylaw No , "Good Neighbour Bylaw, 2003", was adopted, to regulate street nuisances, littering, noise, panhandling, and property maintenance. The Graffitimac Select Committee is actively addressing the problem of graffiti in the City. A "Dialogue on Crime" with guest speakers Hon. Rich Coleman, Minister of Public Safety and Solicitor General and the City of Abbotsford Integrated Services Team, is being hosted by the Chamber of Commerce, at 7:30 am on Friday, September 19,2003, at the Ramada Inn and Conference Centre.

Honey-Ray outlined the projects under way by the Coalition for Social Development; including: a research project by the University College of the Fraser Valley to perform a social inventory of programs and services in the City; a regional and community research project funded by the United Way, to identify social issues and gaps in service; and a review of social planning with the Union of British Columbia Municipalities. The next Coalition meeting is scheduled for 2:00 p.m., Tuesday, September 23, 2003, at Community Services. P. Loewen, spoke to his Power Point presentation regarding the Graffiti-MAC Task Force which addresses identification of graffiti with dated photographs; enforcement of bylaws and criminal prosecution of offenders; and clean-up of the defacement and a rewards program to encourage people to Make Abbotsford Clean. He outlined a partnership proposal which would allow property owners to receive a voucher from the City for a kit of paint and tools from ICI Paints, to remove the graffiti from their premises, at minimal cost. U. Dejong, Coalition for Crime and Drug Prevention, complimented Council on its treatment centre approach, and reported the Coalition is working with an agency to provide a detox centre for young females in the City; commencing of a court watch program in October, 2003, to identify repeat offenders and assist the justice system; organizing a public forum to discuss issues facing the youth of the community; and implementing a two-block drug free zone around schools. The organization will continue to lobby the Federal Government to raise the age of consent. The next meeting is Wednesday, October 8, 2003, at the Community Policing Office. I. Mackenzie, Abbotsford Police Department, reviewed the successful initiative by the Madeira Place neighbourhood to reclaim Grant Park from prostitution and drug trafficking. The Abbotsford Police Department is working with other neighbourhoods to facilitate similar successes, and beat and bike patrols will be continued. Moved by Councillor Gill, seconded by Councillor Harris, that the update by members of the Integrated Services Team, be received. E CARRIED.

REPORTS 5.1 DEVELOPMENT SERVICES.1 Registration of Notices on Title ( ) The Director of Administration and Corporate Planning advised that a final building inspection was scheduled on 3028 Tolmie. Moved by Councillor Warawa, seconded by Councillor Fast, that Report No. BLD dated September 10, 2003, be received from the Director, Development Services; and notice of the failure to complete the required inspections to finalize a building permit be registered the Land Title Office, in accordance with the provisions of Section 700 of the Local Government Act, against Haverman Road, Laburnum Avenue, Rainbow Avenue, and Stellar Court. E CARRIED..2 Hillwood Ventures Limited Partnership, 3300 Block Westview Boulevard; Development Variance Permit ( /D03-048) Moved by Councillor Warawa, seconded by Councillor Fast, that Report No. DEV dated September 10, 2003, be received from the Senior Planner, and: (1) an application to vary building setback and lot depth provisions for a proposed panhandle lot for the Hillwood Ventures Limited Partnership property, located at 3300 Block Westview Boulevard, be approved in principle, and a permit be prepared for an upcoming Council Hearing, subject to (a) the building envelope being restricted to that shown in Figure 3, attached to Report No. DEV ; and (2) the height of the dwelling to be constructed on the lot being restricted to a maximum two stories; and (2) the Mayor and Director of Administration and Corporate Planning be authorized to execute all documents related to this matter. NEW BUSINESS.1 Bradner Walkathon, September 25, Special Event Permit ( ) Moved by Councillor Peary, seconded by Councillor Gill, that that the request for a special event permit by Bradner Elementary School to hold the Bradner Walkathon Apollo Athletic Club for the "Mini Me Triathlon" event, to be held on September 25, 2003, be approved, subject to departmental approvals. E CARRIED..2 National Energy Board Hearings Mayor Reeves announced that the National Energy Board Hearings resume on September 15, 2003, at Garden Park Towers, # Clearbrook Road, to hear final arguments. 7.
