1 Position Title: Manager Information, Communication& Technology Team/Workgroup/Department: Information, Communication & Technology / Operations Reports To: General Manager, Operations Location: Traralgon PURPOSE OF POSITION The Manager Information, Communication & Technology plays a significant strategic leadership role in determining the information, technology and telecommunication requirements of Gippsland Water and planning and implementing strategies with the objective of enabling our employees to have the most effective and efficient systems on hand in order to provide optimum service to our customers within GW policies and practices. ORGANISATIONAL ENVIRONMENT Gippsland Water is the second largest regional water corporation in Victoria in terms of revenues earned and the largest in the terms of the total water supplied and wastewater collected. A population of approximately 131,000 is serviced across the central Gippsland region through the provision of water services to over 63,000 properties and wastewater collection services from over 54,000 properties contained within 40 towns throughout the region. The Manager Information, Communication & Technology must maintain the operational integrity of the integrated information management systems and architecture, supervisory control and data acquisition systems (SCADA), telecommunications and information technology networks. This will enable Gippsland Water employees to effectively and efficiently perform their daily tasks in order to deliver water and waste water services to our customers whilst minimising their expenditures and maximising revenue collected. The functional span of complex and diverse responsibilities within this role, by definition mean that the day to day challenges are both complex and varied. The incumbent must keep up to date with: changing technologies and business systems including supervisory control and data acquisition systems (SCADA), system and data security and business continuity developments, changing legal requirements including statutory and legislative requirements, Occupational Health and Safety responsibilities, customer and community perceptions, political sentiment and Stakeholder interests. Whilst performing this challenging role, the Manager Information, Communication & Technology is directly responsible for supervising three team leaders whom oversee three distinct functional teams and ensure their objectives are met.: Information Management Application Administration Application Evaluation and Upgrades Application Design and Development Information Technology System Administration System Design & Testing Page 1 of 6
2 Infra-structure development, operation and maintenance SCADA System Administration System Design & Testing System implementation Infra-structure development, operation and maintenance In order to effectively perform these functions, the team needs to remain conversant and familiar with Gippsland Water s information systems capabilities, capacities and constraints, Gippsland Water s business processes and information requirements and how the changing external environment may affect the servicing of internal clients and our external customers. These include an increasing security risk to the network from random and malicious attack, adapting technology to deliver (productivity savings) safety and customer information to field officers, technological upgrades and untested new technologies. REPORTING RELATIONSHIPS: KEY ACCOUNTABILITIES The primary accountabilities of this position are too actively: develop the information technology infrastructure, systems architecture and telecommunications network in an integrated manner; ensure that the IT strategy adopted, enables and supports the achievement of Gippsland Water s Business Plan; and refine and manage appropriate back up and disaster recovery systems to ensure business continuity Page 2 of 6

Expenditure: Opex $2.5M Capex $2.0M Staff Management: No. of staff reporting directly 3 No. of staff reporting indirectly 23 Asset Management $11.0M (GBV) $3.0 (WDV) Sales/Revenue: n/a KEY RESPONSIBILITIES: Liaise and report the Executive Leadership Team (ELT) to ensure consistent development and delivery of the Gippsland Water Information Management strategies and policies; Develop, maintain and ensure that Gippsland Water s ICT security policies, practices and procedures are complied with and applied in day to day ICT operations and activities. Develop, maintain and ensure that Gippsland Water s ICT change control policies, practices and procedures are complied with and applied in day to day ICT operations and activities. Research and investigate new developments in technology and their potential for application to Gippsland Water which includes comprehensive strategies in data security; Refine, develop and manage appropriate back up and disaster recovery systems for all Gippsland Water s Information Technology and Telecommunications systems to ensure data security and business continuity; Lead and manage the provision of user advice and support; Manage and lead the Information, Communication & Technology teams and contractors in a professional manner to achieve effective and reliable operations to ensure successful customer and client outcomes; Develop and implement appropriate management response strategies to identified business threats and risks in order to manage/mitigate these risks in a proactive manner within Gippsland Water s Risk Management Framework; Developing and monitoring revenue and expenditure budgets commensurate with the responsibilities and accountabilities of this position; and Managing the Information, Communication & Technology team in a proactive and supportive manner that ensures a safe, happy and productive workforce. KEY CHALLENGES The Manager Information, Communication & Technology will be challenged with working across all areas of the business, working collectively with stakeholders ranging from operational employees to the Executive Leadership team. They will possess the ability to readily adapt to budget, time and resourcing constraints. Page 3 of 6
4 The incumbent must also effectively manage cross skilling within the ICT workgroup to ensure expert knowledge across systems and assets is maintained for best practice customer service within established service obligations JUDGEMENT & REASONING Problems encountered and resolved by the Manager Information, Communication & Technology are often complex, technical, without precedent and require immediate solution to avoid adverse financial and environmental impacts on Gippsland Water. The Manager Information, Communication & Technology must confidently identify and analyse all of the potential solutions and select the most appropriate to meet Gippsland Water s business, technology security, health, environmental, legislative and statutory obligations. The Manager Information, Communication & Technology is responsible for decisions made in relation to the operational servicing of the information and telecommunications networks of the business and is responsible for the recommendation and installation of specific capital works to service the businesses information and communications needs. The Manager Information, Communication & Technology can autonomously make all decisions that commit the organisation or meet daily operational requirements within approved budget and delegated levels of authority. Those decisions which are extremely complex and without precedent, that may require the input of technical experts and/or consultants, are generally made in consultation with executive management. However, the Manager Information, Communication & Technology is required to rationalise and recommend a preferred solution that is consistent with the organisations strategic and technical objectives.
