Phoenix Sky Harbor International Airport (PHX) is at an important nexus with passenger growth, expansion and an extensive capital program ($2 billion) underway resulting in a nation-wide recruitment for two key positions, both at the Assistant Aviation Director level. These newly constituted positions of Assistant Aviation Director (Business Planning) and Assistant Aviation Director (Operations) will round out the organization to a total of three Assistants Directors, all reporting to the Director of Aviation Services. Both position openings are exceptional opportunities for mid-career professionals to join a dynamic and robust enterprise operation that focuses on fundamental business principles of profit and loss in a public-sector environment. With a passenger volume in excess of 40 million annually and ranked as the eleventh largest airport in the nation, only a select few will be well-qualified to undertake these positions. Top candidates will have a career history that demonstrates their ability to operate in an open and transparent environment with significant public engagement. These highly accomplished individuals will also be strategic, business-oriented, customer centric and be well prepared to address longterm business planning and/or operational needs. The top candidates will not only have an uncanny ability to imagine the exciting future for Phoenix Sky Harbor International Airport, but also will be actively engaged in support of and in collaboration with the airlines, vendors, passengers, and the community. When fully staffed with three Assistant Directors, combined with the business-approach and management philosophy of the Director of Aviation Services, this organization structure will ideally benefit by a possible rotation program to more fully develop a definitive pathway for future growth, including succession planning.
3 The Phoenix Metro Area Phoenix is Arizona s capital and the sixth largest city in the United States with more than 1.5 million residents within 519 square miles, geographically exceeding Los Angeles. Long recognized internationally as one of the fastest-growing and most desirable places to live, the population of Phoenix has doubled in the last 30 years. The Phoenix metropolitan area, known as the Valley of the Sun, is home to 25 incorporated cities and towns with a total population in excess of 4.2 million. The City is known for numerous performing arts venues, most of which are located in and around downtown Phoenix; including the beautifully restored Orpheum Theatre, home to the Phoenix Opera. Dozens of museums also exist throughout the Valley; including the Phoenix Art Museum, Arizona Capitol Museum, Arizona Military Museum, Hall of Flame Firefighting Museum, and the Pueblo Grande Museum and Cultural Park to name a few. Year-round outdoor activities in the region are abundant from world-class golf courses, hiking, and horseback riding to back-country exploring, stunning desert sunsets, cycling, and motor sports. The region is also well known for having several major professional franchises, two of which play downtown within the City limits Arizona Diamondbacks (Major League Baseball) and Phoenix Suns (National Basketball Association). The Arizona Cardinals (National Football League) and the Arizona Coyotes (National Hockey League) are also a tremendous draw in the region for many sports enthusiasts. During Super Bowl XLIX, downtown Phoenix served as the epicenter of activities (Verizon Super Bowl Central) capturing the excitement and hosting many events.
4 CREATING AN INCREDIBLE GUEST EXPERIENCE TODAY AND IN THE FUTURE Phoenix Sky Harbor International Airport operates as an enterprise department for the City of Phoenix with a current annual operating budget of $236 million, an aggressive capital improvement budget of $2 billion (through 2021), and 853 employees. Operating revenue is projected to be $333 million. In addition to many ongoing facility upgrades throughout the Airport, major capital projects include the build-out of PHX Sky Train Stage 2, remodel of Terminal 3, and addition of the fourth and final Concourse (S1) in Terminal 4. $38B+ 269,000 ECONOMIC ACTIVITY JOBS $13.5B ANNUAL PAYROLL
5 Assistant Aviation Director BUSINESS PLANNING The Assistant Aviation Director Business Planning is an exempt position and serves under the general direction of the Director of Aviation Services. The Assistant Aviation Director Business Planning serves as the liaison to the Mesa Gateway (Commercial) Airport and oversees a complement of 90 staff in the following areas: Business & Properties (31), Contracts & Services (24), and Design & Construction (35). The mission of the Business Planning Group is to ensure maximum development of revenues through the attraction, retention and growth of business at the Airport. In support of the Director of Aviation Services, the Assistant Director provides leadership for the overall economic development of the Airport, contracts and services and the capital program. As a leader in the economic development efforts, the new Assistant Aviation Director Business Planning will promote the competitive advantages of doing business in Airport facilities. This will require policy changes and sponsorship of initiatives that increase the incentives and reduce barriers to commercial development and enhanced business operations. On October 25, 2016, the Phoenix City Council approved a $950 million plan to add a new eight-gate concourse to Terminal 4 and extend PHX Sky Train service from Phoenix Sky Harbor International Airport to the Rental Car Center.
6 Ideal Candidate for Business Planning The ideal candidate will be a business strategist that will exhibit excellent financial management and administrative skills, and highly collaborative interpersonal skills. Additionally, the ideal candidate will have experience and knowledge of: Financial, business development issues and processes in an airport environment or with another transportation enterprise (airline, seaport, mass transit or transportation agency); Sound business practices and a bottom-line approach to financial operations in a public-sector environment recognizing the driving force of a strong Profit & Loss approach to business operations; Ability to oversee and assure compliance of complex lease arrangements, including funding requirements; and Planning, delegating, monitoring and evaluating the work of subordinate managers. The successful candidate for Business Planning will also have personal qualities and attributes that include: Being highly collaborative in a dynamic and fast paced environment; Ability to provide creative and innovative solutions supported by sound judgement; Able to identify and choose appropriate courses of action from multiple alternatives and be able to anticipate the fiscal impact of such decisions and understand both short- and long-range financial ramifications; Ability to present financial information and concepts clearly, convincingly, and effectively both orally and in writing to diverse groups including the media; and Establish and maintain a work environment to enhance both employee morale and productivity. Education and Experience Well qualified candidates will have five years of progressively responsible experience in fiscal, business management for medium to large hub airport or qualifying experience may be drawn from direct experience working for a transportation related enterprise (i.e. airline, seaport, mass transit or transportation agency) with at least three years of experience supervising professional level staff. A Bachelor s degree is required; Master s degree is preferred.
7 Assistant Aviation Director OPERATIONS The Assistant Aviation Director Operations is an exempt position and serves under the general direction of the Director of Aviation Services. The Assistant Aviation Director Operations serves as the liaison to Transportation Security Administration (TSA) and Customs and Border Protection (CBP). This Assistant Director also oversees a large complement of 816 staff (FTEs) in the following areas: Operations (148), Public Safety / Security * (255), Facilities & Services (378), Deer Valley Municipal (DVT) Airport (19), and Goodyear Municipal (GYR) Airport (16). The mission of the Operations Group is to ensure safe, secure and an enhanced customer experience at Sky Harbor Airport through improved facilities and the delivery of a robust capital program. In support of the Director of Aviation Services, the Assistant Director provides the hands-on leadership for the overall operations and security of the Airport including allocating resources to deliver the $2 billion capital program within the aggressive timeline. * Includes all police officers and firefighters assigned to the Aviation Department Sky Harbor has three runways. North Runway - designated 8/26 is 11,490 feet long and 150 feet wide; field elevation 1, Center Runway - designated 7L/25R is 10,300 feet long and 150 feet wide; field elevation 1, South Runway - designated 7R/25L is 7,800 feet long and 150 feet wide; field elevation 1,115.7.
8 Ideal Candidate for Operations The ideal candidate will exhibit a creative vision, leadership, excellent management, communication and administrative skills, as well as highly collaborative interpersonal style. Strong project management skills combined with organizational skills are essential. Specific experience overseeing public safety and security aspects of an airport are highly valued, including working with the array of regulatory authorities. This top candidate will be an experienced airport executive (from a medium airport or medium-to-large hub airport system) with a proven record of accomplishment in managing an airport enterprise. The successful candidate will have a broad background in operations, facilities management, capital projects and development, and will be knowledgeable about contemporary best practices in the airport industry. Additionally, the ideal candidate for Operations will have experience and knowledge of: Sound business practices and a bottom-line approach to airport operations recognizing the driving force of a strong Profit & Loss within an enterprise department of a municipal government; Ability to implement a large, complex and multi-faceted capital program and deliver on-time and onbudget; Broad understanding of safety and security measures in a large, complex public environment; and Planning, delegating, monitoring and evaluating the work of subordinate managers. The successful candidate for Operations will also have personal qualities and attributes that include: Being highly collaborative, politically astute and experience working with elected officials and advisory boards in a transparent and open environment; Creative, innovative and flexible problem-solving capabilities, with the ability to elevate concerns early to the Director of Aviation Services, as well as the ability to analyze and resolve complex and sensitive operational issues; Ability to present technical information and concepts clearly, convincingly, and effectively both orally and in writing to diverse groups including the media; and Establish and maintain a work environment to enhance both employee morale and productivity. Education and Experience The most highly qualified candidates will five years of progressively responsible experience in operations for a medium airport or medium-to-large hub airport with at least three years of experience supervising professional level staff. A Bachelor s degree is required; Master s degree is preferred.
9 Compensation and Benefits The City of Phoenix offers an excellent compensation and benefit program, including retirement (Tier III for new hires). The salary range for this position (effective July 2017) is $99,882 to $169,832 with placement in the range based on qualifications. Comprehensive benefits package includes: $5,220/year car allowance, $1,200/year, cell phone allowance, 11.5 paid holidays, 12 vacation days, 15 sick days, free bus/light rail pass, traditional pension, 457/401 plans (City contributes 8.5% of salary with no matching required), tuition reimbursement upon hire, choice of Blue Cross/Blue Shield or Cigna HMO, PPO. It is anticipated that the selected individuals will join the Airport in October 2017 or a mutually agreed upon date.
