The ideal candidate will be required to support the Procurement Manager in the procurement of safety critical materials and services for the business, ensuring that these are procured in compliance with Public Contract Regulations and Company procedures and policies. uties will include issuing properly constituted tenders, contracts and purchase orders, containing relevant and appropriate terms and conditions in securing the supply of materials and services, ensuring that RS commercial interests are properly protected. To develop and maintain a competitive supply chain, deliver robust contract and supplier management in accordance with good industry practice, ensuring that RS commercial interests are properly protected. Main duties and responsibilities ffective and detailed liaison and interaction with all internal departments up to Head of epartment level and communication and negotiation with suppliers up to senior level. Procure and issue properly constituted purchase orders, containing relevant and appropriate terms and conditions securing the supply of materials and services, ensuring that RS commercial interests are properly protected. Successfully manage and co-ordinate tender activities, preparing tender documentation by professionally engaging with internal stakeholders to define the scope, technical specification and tender evaluation criteria. Manage and co-ordinate the tender evaluation process in a highly organised manner, involving a multi-disciplinary evaluation panel, reporting on key procurement recommendations and feedback to suppliers. Analytically produce Learn From xperience reports for completed tenders on the procurement process, from initial scoping to contract award, in order to improve current and future procurements.
4 evelop and maintain effective working relationships with internal stakeholders, establishing robust processes for exchange of information to identify the acquisition strategy and optimum route to market for required materials and services. Wholly participate in collaborative procurement projects in conjunction with the NA and other entities of the Nuclear state, ensuring RS requirements are properly communicated and cost savings and benefits are realised. fficiently manage and co-ordinate the reporting to RS insurers and parent company of any incidents that may lead to a possible insurance claim, in accordance with company procedure and Ministry of Justice portal process. Manage, co-ordinate and collate all information for the company insurance renewal in a time conscious manner. Properly develop and maintain accurate Risk Registers for business critical suppliers to mitigate supply constraints and possible business interruption. Actively identify areas of low competition, assess the commercial risk and develop long term procurement strategies with respect to the supply chain and supplier risk registers. Comprehensively and regularly monitor the market for key resources to ensure that the established procurement arrangements continue to provide value for money. Co-ordinate Procurement involvement for the disposal of surplus company assets. Play an active part in ensuring the procurement function contributes to the successful completion of projects within time and cost restraints. Source competitive prices for materials and services to assist the Business Managers when submitting tenders to external customers. Successfully manage and co-ordinate the supplier assessment programme. Provide professional advice and guidance on procurement compliance, both internally and externally. evelop and produce fit for purpose procurement procedures in line with relevant legislation and business requirements. Regularly attend and actively contribute to supplier contract review meetings to capture requirements to ensure contract performance and compliance. Identify and act on potential risks to avoid breaches of compliance. Comprehensively monitor and review business critical contracts regularly. Produce timely early warning notices for events that may affect the performance, completion, cost and scope for successful contract delivery and report to the head of compliance in a systematic and professional manner. Interpret and create conditions of contract. Identify areas where the business may not be commercially protected. Supportive supervision of Procurement Apprentice.
