Research & Policy Officer Location: Based in Colombo with 40% travel JOB PROFILE The Research and Policy Officer will facilitate the development of quality research findings, providing a research base for the development of evidence based practices/initiatives & contribute to the development of a research strategy (based on contextual and policy needs), which will help develop quality programming relevant to the local context and organisational goals and objectives. MAJOR RESPONSIBILITIES

2 1) Facilitate the periodic delivery of quality research outputs and analyses on development issues (20%) Develop appropriate tools for information gathering (such as questionnaires, structured group discussions etc) Pre-testing research tools in the field and fine-tuning them to suit the context and research objectives when required together with DME Conducting literature review as per the requirement Analysis of data and subsequent formulation of conclusions and recommendations Report writing 2) Facilitate the progressive improvement of a quality evidence base, that utilizes available data and information of WVL projects/ programs (15%) Provide a research base for management that will promote strategic decision making Research different development approaches and recommended alternative course of action that will is needed to increase the efficiency of WVL programming and impact Provide analysis/input, as requested by team leaders/ ADP managers with on-going projects Recommend key trends in development research and programming that is evidence based & strategic 3) Coordinate research teams and external research consultants, as required(15%)

3 Coordinate and manage work allocation among research teams, and the timely output of research analyses, and solution based recommendations; Coordinate the collection and collation of both quantitative and qualitative data, including fact finding missions, literature reviews, archive searches; Coordinate and monitor projects implemented on the basis of research findings 4) Contribute to the production and publication of reports (commissioned reports, project reports, fact finding report etc), for the benefit of all WVL programmes-(10%) Demonstrate initiative and original thinking in contributing to planned research outputs and publications of the research department Be involved in the strategic publication/dissemination of research in national/international forums/journals 5) Develop a knowledge library - Gather of relevant research reports, statistical reports and other literature related to development sector- (10%) Periodically updating the research library to keep up with changing trends in this sector Data base of all WVL learning (previous research reports, statistical reports and other literature related to the development sector compiled by WVL); 6) Networking and creating linkages with development related research agencies in developed, transition and developing countries.- (15%) Developing linkages with universities and other research institute that focus on formulating innovative solutions for pro-poor interventions in low-income contexts)

4 Develop and maintain strong collaborative working relationships with WV Country programme Coordinators, other WVL teams, and with WV support offices. 7) Resource acquisition in area of research- (10%) Support the Partnerships and Acquisitions departments with developing project and grant proposals. Identify potential research opportunities that are relevant to expert areas within WVL; Formulate research proposals and plans towards securing funding to carry out such research; Identify and promote partnerships with agencies/institutions who are resourced to carry out relevant research; 8) Capacity building of WVL staff on research disciplines (5%) Provide training on research methodology, and the development of research tools; Facilitating the improvement of report writing and presentation skills; MINIMUM EDUCATION, TRAINING & EXPERIENCE & COMPETENCIES REQUIRED A Bachelors Degree in Social Sciences, International Development Studies, Community Development or related discipline from a recognized University Minimum 5 years research experience in development programming, research methodologies relevant to development research & programming(applied research methods, statistical analysis, evaluation etc)

5 Thorough understanding of the development context, preferably with experience in conducting fact-finding programs, data collation & the evaluation of field based raw data A working knowledge of statistics and methodology for data analysis Experience working with government ministries, the public sector and UN organisations is beneficial. Excellent communication skills in English (written and spoken) and ability to converse in at least in one of the local language. Operational knowledge of MS Office Suite & statistical packages including SPSS, Epi etc Ability to work in a team in a cross-cultural environment Willing to travel to the field PREFERRED SKILLS, KNOWLEDGE & EXPERIENCE Good contextual knowledge of local issues, community priorities and social and cultural constraints and realities The ability to influence and contribute effectively for departmental strategic planning Excellent knowledge about research philosophies, principles, statistical definitions, scientific tool and techniques Ability to design and execute a facilitation process with appropriate and relevant facilitation tools A satisfactory knowledge & understanding of LEAP/TDI/ IPM standards and related

6 DME Processes Ability to get consensus and collaboration across many business units; ability to explain complex concepts in layman's language Expert knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them Ability to train diverse participants with integrity respect and humility Evidence of understanding, and commitment to WV's Ministry Framework, the vision, mission, core values and guiding principles Ability to travel locally and internationally Well-developed conceptual thinking skills Knowledge and understanding about key poverty issues, development theories, and holistic development High level advocacy and communications skills, including a good command of the English language and knowledge of one or more national languages.
