1 Executive Summary Agriculture is predominant economic activity in the district. Around 80% of the people directly or indirectly depend on agriculture. Irrigation water is more critical as the agriculture depends only on rainfall which is erratic and unpredictable. The district had achieved 40.84% of the overall target under ACP where the achievement under agriculture & allied was 4.9% of the target during The CD ratio of the district was 22.63%, very low compared to the mandated 60%. This is mainly due to non-achievement by the Commercial Banks (23.6%). The share of investment credit needs to be increased (it is only 8.6%) which will help in capital formation of agriculture and allied sector. Efforts are required to enhance the investment credit in the total portfolio of agricultural credit. In the PLP 206-7, while assessing the exploitable potential that could be tapped with institutional credit during the reference year; some revisions have been made over the Base PLP projections of These revisions are required because of various factors like change in the scale of finance and unit costs, the pattern of Ground Level Credit flow, changing practices at the field and the prevailing infrastructure and various Govt. programmes, change in priority sector lending and thrust areas etc. A financial projection of ` lakh has been made for 206-7, including Crop Loan of ` lakh, Term Loan for Agriculture & Allied Activities of ` lakh, agriculture Infrastructure credit of ` lakh, Ancillary Activities credit of ` lakh, MSME of ` lakh, Export Credit of `40.00lakh,Education of `9.00 lakh. Housing of ` lakh, Renewable source of Energy `2.97 lakh, Others (SHG, JLG, PMJDY) ` lakh and Social Infrastructure involving bank credit of `0.0 lakh. Interventions of governmental agencies for providing necessary infrastructural support and creation of conducive atmosphere for proper exploitation of latent potentials of the area as well as providing the required credit by bankers are essential to achieve the full potential. In order to exploit the potential under water resources, irrigation percentage has to be improved followed by electrification of villages for energisation of pump-sets. Diesel pump-sets/ solarpower may be encouraged in the areas where electrification has not been done. Water harvesting structures have to be created in convergence with MGNREGS. Efforts may be made to popularise drip and sprinkler irrigation systems among the farmers. A large number of minor irrigation projects sanctioned/constructed earlier are incomplete due to various inherent problems which may be sorted out and benefits should reach the farmers. In case of Plantation & Horticulture, Horticulture Department may develop quality planting material and encourage young entrepreneurs to develop private nursery in the district. Farmers may be motivated to use more drip and sprinkler method of irrigation for better water management. The potential under dairy can be achieved through coordination between bankers and the department and the department should educate people for stall feeding of cows and take initiatives for popularisation of Artificial Insemination (AI) to increase the availability of quality animals. The farmers should also be educated to go for fodder cultivation in large scales to ensure availability of

2 fodder for the milch animals. Vanraj variety of poultry birds should be financed under NRLM integrated with Dairy and goatery schemes. All the Gram Panchayat (GP) tanks available in the district may be leased out for a minimum period of 5 years for development of pisciculture. To make fish culture more remunerative, the department may popularise schemes like integrated fish culture i.e. poly culture of fish and prawn. Banks may adhere to seasonality in financing so as to enable the beneficiaries to complete the projects in time. Since, Non-Farm Sector provides maximum employment opportunities; District Industries Centre (DIC) may play a major role in development of this sector There is a need for establishment of rural Godown/ Cold storage in the district to help the producers to get remunerative price and check distress sale. District Administration may be vigilant to ensure that MFI do not exploit SHGs by charging exorbitant rate of interest while financing at their doorsteps. District Administration may identify suitable area specific economic activities, which can be undertaken by the SHGs and arrange for marketing of their products. Area based schemes like Fishery and Goattery have been identified for Malkangiri, K. guma to start with pilot interventions in micro scale, Its success will be replicated in other areas. JLG financing and SHG credit linkage will increase the credit flow in the district. The thrust areas for will be investment credit through JLG/SHG mode of financing and formation of Producer Organizations. The infrastructure requirements in agriculture and allied sector for the district include Soil Testing Laboratories, Seed Processing, Restoration & Repairs of canals, Improvement of distributaries and minor / sub-minor existing Irrigation Projects, Bed lining of canals to facilitate irrigation in the tail-end reaches of command area, Mega Lift Irrigation Projects with larger ayacut / command area on a cluster approach, setting up of Accredited Warehouses in Private Sector, Godowns for PACS,, Cold Storages / Cooling Chambers / Cool Vans / Bulk Milk Coolers, Milk Processing Units, Agro & Food Processing Infrastructure, Primary Processing Units etc. The potential estimated in different sector will be realized with the coordinated approach of all stakeholders and convergence of their resources. In order to track the sectoral credit flow, we need to strengthen reporting system which will help us better monitoring and review of ACP at BLBC and DCC meetings. Further, the comprehensive Financial Inclusion plans are to be implemented within the time frame with a special focus to cover Oral Lessees, Tenant Farmers into Joint Liability Groups. 2
