1 EXECUTIVE SUMMARY The Potential Linked Credit Plan (PLP) is prepared with a view to serves as a reference document for various policy makers, developmental and promotional agencies for planning at various levels and for creation of requisite infrastructure to meet the need of the district by judicious tapping of the potential. It facilitates banks for extending credit to viable activities in the district and line departments and developmental agencies may provide necessary infrastructure and linkage support. The PLP projections serve as a basis for banks in preparing Annual Credit Plan with special thrust on Areas base Schemes. Saving and Investment leading to capital formation are the prime movers of economy. Capital formation refers to addition to the capital stock of an economy which enhances the productive capacity of various factors of production viz. land, labour, capital and entrepreneurship in all the sectors i.e. primary (including agriculture), secondary and tertiary. With a large capital stock an economy acquires the capacity to change, innovate and adjust to new ideas and technological advances. Recognizing the importance of capital formation BARD has chosen the theme Accelerating the Pace of Capital Formation in Agriculture and Allied Sector for the. The district is hilly with a very small percentage of the area is plain and covers a geographical area of 4570 sq.km that locates between ' N & ' N latitude and ' E & ' E longitude. The humidity was recorded at 100% maximum and 61% minimum. Temperature range between 10 0 C C and days are sunny. The variety of soil is recorded mainly as loam, sandy loam and clayey. The soil is acidic especially the hilly regions with its ph value ranging between 4.5 and 6.5. Out of the total reported area of ha. areas not available for cultivation is ha., forest is ha. and others are wasteland & fallow land. The net area under irrigation is 3260 ha., resulting to mono cropping cultivation. Gross cropped area is ha and net sown area is ha. The highest rainfall was recorded at 3080 mm and the lowest at 579 mm. The unground water is hardly exploited for cultivation except for drinking. The district needs farm mechanization to increase production and productivity to achieve the XII th Five Year Plan of the state. There are 32 tractors, 28 power tillers, 704 threshers and Drought animals (Livestock Census 2007). The average last five year area of cultivation, production and yield stood at ha., MT with Yield at 2.3 for major short-term crops. Infrastructures for development of allied activities is also limited as the district has 5 veterinary hospitals/dispensaries, 8 disease diagnostic centres with 1 animal breeding farms and no improved fodders farms. The infrastructure and support services for agriculture sectors need improvement to meet the ever growing demands. There are populations in the district, of which are cultivators and small & marginal are farmers (Census 2011). The total households stood at 49916, of which rural and 3302 urban households respectively. The density of the population is 60 persons per sq. km., sex ratio stood at 975 females per 1000 males, average literacy rate is 82.8%, but 1

2 female literacy rate is 78.5% against male literacy rate of 86.97%. The registered educated unemployed youth stood at persons as on 30 May The district is equipped with 7 Dispensaries, 64 Primary Health Sub-Centre, 12 Primary Health Centre and Community Health Centre, 4 Hospitals, Post Offices in 107 villages, 543 villages got electric supply, bank branches are there in 5 blocks out of 12 blocks. The institutional credit flow for the last three years was not encouraging. Some of the bottlenecks are poor bank branch network with a continuing existence of 5 un-banked blocks out of 12 blocks in the district. Ach. % of Ach Credit flow under Agriculture and Agri allied activities has shown increasing trend, 26% as on 31 March 2015 over previous year. However, the achievements under Annual Credit Plans has been declining over the last three years from 37.78% in to 22% in Banking Bench Marks: As on 31 March 2015, there were 16 bank branches with 17 BCs/BFs. Per branch outreach stood at 41 villages and 3328 households respectively. A multi-state cooperative society, Agape Mission Cooperative Credit Society, with 2850 members operates in the district. The 18 Lamps/PACs have been casually operating under Manipur State Cooperative Bank Ltd. (MSCB). The district has 7 (five) un-banked blocks. The CD ratio increased from 40% as on to 42% as on The credit flow under priority sectors needs improvement to reach a national level CD ratio of about 60%. The overall recovery performance of banks improved to 28% as on from 12% as on A professional approach appears to be the only solution available at hand. The District Level Recovery Committee under the Chairmanship of Deputy Commissioner has been formed during Assessment of Credit Potentials for : According to the revised PSL guidelines, Agriculture Sector is broadly divided into three sub sectors viz, (i) Farm credit (ii) Agriculture infrastructure and (iii) Ancillary activities. The basket of activities covered under each of the above three sub sectors under Agriculture Sector has also undergone revision and the classification of these activities in PLP document is aligned according to the revised classification. Out of ` lakh potential projections for , the share of crop loan is 56%(` lakh), while Term Loan for Agri-Allied Activities constituted 35%(` lakh). 2

3 The Potential Linked Credit Plan prepared for the district highlights the bankable potential of the various sectors of the economy. The Institutional credit potential estimates (Bank Loan) for is ` lakh against ` lakh projected in the Base PLP for Due to changes in guidelines for priority sector lending, inter sectoral changes were made in the present document. As such, major crops are paddy, maize, Oil seed, pulses, potato, ginger, pineapple, banana, chillies, pea, turmeric, passion fruit, etc. Constraints and Suggested Action Points: The vast area presently being utilized for shifting cultivation endowed with human and natural resources are yet to be fully harnessed. 1. Some of the major constraints the district has been facing are dependence on monsoon, traditional method of cultivation, lack of storage and processing units, transportation bottlenecks, absence of regulated markets, lack of technical & fertilizers input as well as inadequate credit inputs. The other constraints are limited supply of improved breeds of cattle, concentrated feed, lack of extension services, etc. The availability of milk, meat, fish and egg for consumption in the district is much below the recommended norm. Massive artificial insemination for production of improved breed is an alternative. Adequate, timely and hassle free credit input on the part of banks under these activities will boost these sectors. To realize this, Government has to provide the required infrastructure to public. 2. The potential for setting up of cottage and village industries, scope for financing of Small Road Water Way Transport Operators (SRWTO), Rural Housing, Education and Agro processing needs acceleration to halt the ever increasing educated unemployment problems. The quantum of credit flow and infrastructure support of Government, at present, is not sufficient to adequately tap these sectors. 3

4 Area Based Schemes: In view of abundant resources and opportunity to design and develop area based scheme for the district. Dairy Activity has been identified as major activities. The existing 2270 SHGs saving linked with banks as on is another potential area for secure credit flow for banks in addition to 502 WSHGs promoted by four Anchor NGOs as on 33 March 2015 under GoI special Schemes. Concerted efforts may be taken by the Bank, Anchor NGOs and other stakeholder so as to increase the Credit Linkages of WSHGs. The needs of diversified secure financing may be met by extending credit to post harvest infrastructure, storage, commercial cultivation, etc. Government has to come forward in creating basic infrastructure needs like, road & transport, marketing infrastructure, sufficient power supply for industry and communication system. This will help in achieving desirable growth and capital formation. Development of the district could be achieved with coordinated approach and efforts of all concern for enhancing capital formation, the weak SAMIS reporting system out to be streamline, timely and better monitoring and review at BLBC and DCC meetings. KCC finance may be taken up in a mission mode to cover all Small and Marginal Farmers. Lastly, but not the least implementation of Financial Inclusion Plan(FIP) in a true spirit with inclusive financing of Oral Lessees, Tenant Farmers into Joint Liability Groups, etc. instead of refusing them for having no patta or land record will go a long way in shaping our district. 4

9 DISTRICT PROFILE The total geographical area of the district is 4570 sq.km. with 5 administrative and 12 TD Blocks. The district has distinct administrative cum legislative set-up called Autonomous District Council(ADC) with 24 members directly elected by the electorate for five years term. The ADC set up under Manipur (Hill Areas) District Council Act, The district falls under Eastern Himalaya Region Agro-Climatic Zone that record highest rainfall at 3080 mm and lowest at 597 mm. The normal rainfall is 1426 mm. In recent years, rainfall recorded less than normal in the years for and The ground water was not exploited for agriculture activities except for limited drinking purposes. The maximum humidity ranges between 100% and 61%. The maximum temperature is 39 C while minimum is 1 C. The variety of soil is mainly as loam, sandy loam and clay. The ph value of the acidic soils of the district ranges between 4.5 and 6.5. Out of the total area, ha is forest land, ha. is not available for cultivation, unexploited areas but available for economic activities stood at ha., total gross cropped area is ha. and net sown area is ha. with cropping intensity at 106%. The Agriculture census , recorded the registered small and marginal land holders at with cultivation area of ha. However, it may be noted that the remaining farmers are under community and/ or chief land holding system which have no record of land holding as the system of cultivation practices by them differ from registered land holders. Hence, the distributions of land holding indicated here pertain to certain pocket of plain area in the district. The Census 2011 recorded that there were cultivators, of which are marginal farmers. As per census 2011, the population of the district is 2.74 lakh, of which 1.39 lakh were male and 1.35 lakh female. The rural population was 2.56 lakh and the district dominated by 93.1% tribal population. The literacy rate of the district was 82.78%. The male and female literacy rate stood at 86.97% and 78.50% respectively. The total household stood at The rural and urban households stood at and 3269 respectively. Households having basic amenities like electricity, drinking water, independent toilets and accessing banking services stood at 31.2%, 65.3%, 61.2% and 71.4% respectively. Farm mechanization is very slow resulting in less production and productivity. There were 32 tractors, 28 power tillers, 30 Agriculture Pumpsets, 4 outlets for fertilizers/seed/pesticides, with limited support services and negligible irrigation facilities. The total area available for irrigation was estimated at 4672 ha., of which net irrigated area stood at Infrastructure support for post-harvest management is also limited as there were 9 small godowns with only 2200 MT storage capacity, 614 goods transport vehicles and no support of wholesale market, cold storage, rail link, processing unit, etc. The animal census 2007 recorded the population of cattle and buffaloes at which could be used both for agriculture and meat purposes. The animal population which could meet the demand for meat was only. The production of fish was insignificant, but production of egg, milk and meat stood at lakh, 7.68 MT and 1.76 MT respectively. 9
