1 EXECUTIVE SUMMARY. Introduction Potential Linked Credit Plan (PLP) was prepared for a period of five years i.e to in co-terminus with the XII Five Year Plan Period. However, keeping in view the past credit flow trends, revision of scale of finance, change in unit costs of various investment activities, change in priority sector guidelines by RBI and the theme for this year i.e. Accelerating the pace of capital formation in agriculture and allied sector, the projections made in base PLP for the year needed a revision. As per recent RBI guidelines, agriculture credit should increase under investment credit so that capital formation in agriculture sector can take place. Taking into account the above factors, the total projections of revised PLP for the year have been estimated at ` lakh inclusive of ` lakh for Crop Loan, ` lakh for Term Loan for agriculture allied, agriculture infrastructure and agriculture ancillary activities, ` lakh for Micro, Small and Medium Enterprises, ` lakh for Export Credit, ` lakh for Education, ` lakh for Housing, ` lakh for Renewable Energy, ` lakh for (SHG/JLG/Small ) and ` lakh for Social Infrastructure involving bank credit which forms 37.8 % increase over PLP projections. The high level of increase is attributed due to inclusion of Medium Enterprises of MSME, Export Credit and Social Infrastructure sectors under Priority Sector Advances. Potential Linked Credit Plan (PLP) is a comprehensive document of the potentials of the district for rural economic activities, both in physical and financial terms. This document envisages the estimation of long-term potential of the district in each sector of agriculture and rural development with reference to the natural and human resource endowments. PLP has become a reliable reference document for the district to be used by various stake holders of agriculture & rural development. Socio- Economic Status of the District is a small Union Territory spread over of area of 4 sq.km with 0 block and 2 inhabited villages. The Union Territory of has a limited area under agriculture with net sown area of 3 h.a and gross cropped area of 727 ha with cropping intensity of about 55%. The maximum land in UT is under urban category (69.6%), area under reserved forests %, industrial area 5% and 5% under rural zones. Major crops grown are wheat, maize, paddy and fodder. In addition, vegetables mainly potato and onion are also grown. Supply of irrigation water from deep bore tube wells is ensured by administration and shallow tube wells installed by individual farmers. The irrigation from deep bore wells to the agricultural fields is being provided through underground pipeline with no wastage of irrigation water. Banking & Other Infrastructure Lead bank of the UT : Punjab National Bank UT has 27 Public sector banks with 4 rural and 254 urban branches total being 268. There are 5 private sector banks with no rural branch and 87 urban branches. The UT has 3 foreign banks with 3 branches

2 There are Three state level co-operative banks viz State cooperative Banks (5 Branches), Punjab State cooperative Bank (8 Branches), and Haryana State Co-operative Banks(9 Branches). One District level Ropar Central Cooperative Bank with one branch. The Credit-Deposit(CD) Ratio is 97.63% The Deposit Growth of all agencies is.6% Department of Agriculture, Horticulture, Dairy, Poultry, Animal Husbandry, Fisheries, etc. are providing extension services to the farmers. 4. Thrust Areas for Credit Planning & Projections Distinction of crop loan and loan to agriculture allied sectors has been done away with. Henceforth these components have been termed as Farm Credit. To boost investment credit in the district in order to make contribution in capital formation in agriculture sector, besides emphasis on water resources, farm mechanisation, plantation/horticulture, dairy, poultry, sheep/goat/piggery, fisheries etc., Agriculture infrastructure and Ancillary activities i.e. Food and Agro processing Activities have been included in Agriculture Credit. Under Industrial Infrastructure Upgradation Scheme, which aims at setting up Common Facility Centre (CFC) for foundry and machinery and to serve as a service provider for the foundry and machine tool industry to produce high value added products, enhance productivity and meet international requirements of high value products, will facilitate in picking up of MSME sector. As per new RBI guidelines on Priority Sector, Medium Enterprises have also been included under priority sector lending. Apart from providing thrust on Education, Housing, Renewable Energy, Export Credit and Credit for Social Infrastructure has also been added to the priority sector activities and potentials have been estimated separately for these sub sectors. Other thrust areas during will include SHG/JLG financing, post-harvest infrastructure, food processing, Farmers Producers Organisations, Area Development Schemes etc.
