1 Executive Summary Theme of PLP: The theme for the PLP is Accelerating the pace of capital formation in agriculture and allied sector. Taking cognizance of the theme of the PLP for the year , sector wise potential for credit deployment along with critical infrastructure gaps in the district has been assessed and presented. The PLP for the year has been redesigned based on the revised Priority Sector Lending norms prescribed by RBI. Salient features of Nalgonda Nalgonda district lies in the southern part of Telangana State with a geographical area of 14.4 lakh ha. The average rainfall is 75 mm. The population of the district is lakh. Krishna river is the only perennial river. Nagarjuna Sagar is the major irrigation project with a command area of 1.4 lakh ha. The district has been categorised as drought prone district. Agriculture occupies an important place in the district s economy. Paddy, cotton, red gram, green gram, maize and groundnut are the main crops grown in the district. The net sown area is 5.83 lakh ha with cropping intensity of 15%. The net irrigated area is 3.03 lakh ha. Citrus and mango crops are predominantly grown. There is vast potential for agro-based and mineral based industries, handlooms, etc. The tie and dye varieties of Pochampally handlooms in Nalgonda district have a very good export market. Certain artisan activities like brass and aluminium utensil making are found in the district. Trends in Ground Level Credit: The Ground Level Credit (GLC) flow to priority sector for the year stood at ` crore as on as against the ACP target of ` crore, recording an achievement of 106% of the target. The overall achievement under ACP during 01-13, and was 95%, 87% and 106%, respectively. Projections for : Base PLP was prepared for five years (01-17), co-terminus with the XII five year plan period. The projections for the year have been revised considering the newly created infrastructure as also the revised unit cost in respect of few activities after analysing the GLC and emerging credit needs in the district. The total credit potential for under priority sector for the district is estimated at ` crore (as given in Annexure I). The projected potential is 10.1 % higher than estimated potential for the year Of this, ` crore has been projected towards crop loans, `.1574 crore to term investment for Agriculture and Allied Activities, ` cr for MSME and for `715cr other activities under Priority Sector. Agriculture Term Loan is 8% of total projection towards agriculture and is in tune with the theme of PLP. Government programmes and priorities as also various related announcements made in the Union Budget were taken into account while making projections. SHG loans for investment purposes like agriculture and allied activities, dairy, sheep and goat, petty business etc were taken into consideration while projecting a credit potential of `600 crore under SHG financing. The block/joint mandal wise projections have been indicated in Annexure I. Major constraints & Suggested action points Major constraints include small fragmented land holdings, inadequate capital formation, poor recovery in Govt. sponsored programmes, shortage of scientific storage space & other marketing infrastructure, lack of continuous power supply etc. 1

2 Considering the low land holding pattern, banks may promote JLGs and extend credit facility to tenant farmers/sharecroppers and marginal farmers using LEC Revised KCC norms to be followed for crop loan. Banks to take up pledge finance against Negotiable Warehouse Receipts (NWRs). Large scale promotion of water saving devices like drip and sprinkler systems. Dairy loans to be encouraged with tie up arrangements with Milk Cooperative societies and SHGs. Credit flow for sheep farming is to be supported. Establishment of scientific storage facilities at village level. Non conventional energy sources to be given fillip by financing solar systems to weavers and other entrepreneurs in MSME sector under CGTMSE Area based scheme In order to accelerate capital formation in agriculture, a few predominant activities which can be covered under area-based schemes have been identified. The focus of these schemes is to give thrust to the identified sector/activity by enhancing term loan disbursements through a banking plan. Area based schemes ensure coverage of small and marginal farmers and facilitate planning and execution of infrastructure facility viz., backward and forward linkages for full realization of the benefits of the projects / schemes. Those backward and forward linkages could also be planned and executed with credit support. If the needs of inter-related activities are addressed in a focused manner, the overall results will be self sustaining.two Area based schemes, viz, two animal units under dairy development and Sheep Farming have been projected in the district.

5 District Profile Nalgonda district comes under Southern Telangana Agro Climatic Zone with a semi-arid to arid climate. The district is bounded by Krishna and Khammam districts on the East, Hyderabad, Rangareddy and Mahabubnagar districts on the west, Medak and Warangal districts on the north and river Krishna and Guntur on the south. The Nagarjuna Sagar Project is the major irrigation project across river Krishna in the district. Socio-Economic Indicators: The Gross State Domestic Product (GSDP) of Telangana State is `,06,47 crore while Nalgonda's Gross District Domestic Product (GDDP) is `35,145 crore for year (FRE) at constant (004-05) prices forming 17% of GSDP. The Per capita income of the state stood at `95,361 while that of district is `84,49 for the year at current prices indicative of need for accelerating economic growth. The literacy rate of the district is 64.% as against the State average of 66.46%. The sex ratio is 983 as against state average of 988. Predominant economic activities of the district: Agriculture is the predominant activity for about 70% of the population of the district. The Gross Cropped Area (GCA) of the district is 7.3 lakh ha and Net Sown Area is 5.83 lakh ha. The types of soils in the district are sandy loams (chalka), loamy sands (Dubba) soils and black soils. The principal crops in the district are paddy, cotton, red gram, green gram, maize, groundnut and chillies. The climate and soil of the district is most suitable for raising horticultural crops. All the 59 mandals in the district are covered with plantation of mango, sweet orange and acid lime, etc. There is concentration of mango in 33 mandals, sweet orange in 34 mandals and acid lime in 18 mandals. Cotton is one of the most important commercial crops grown in Nalgonda. It is principally cultivated in Kharif season. It enjoys a pride of place in the national economy as it is a major foreign exchange earner. The cotton fibre made from kapas is widely used by textile mills for manufacturing of cloth, the oil extracted from seeds is used for edible purposes, seed kernel is used for preparing protein-rich cakes and plant after removing is used as Bio-fuel. Industrial Scenario: The district is well endowed with natural resources like limestone (Huzurnagar area) and granite stone (Miryalguda area) and has 0 cement factories. Presence of coloured lime stone and granite stone have enabled setting up of number of stone cutting and polishing units. There are 39 active cotton handloom weavers co-operative societies and 7 active silk handloom weavers cooperative societies. The IKAT tie & dye variety of Pochampally handloom fabrics has been registered under Geographical indication Act and has good export potential. The district has major industrial clusters comprising of clay/cement brick cluster, cement manufacturing cluster, plastic cluster, powerloom cluster and rice mill cluster. 5
