1 Purpse Terms f Reference Wrking Grup n Energy and Envirnment Natinal Level Uganda Refugee Respnse Under the umbrella f the Cmprehensive Refugee Respnse Framewrk (CRRF), the purpse f the natinal Wrking Grup n Energy and Envirnment (WrkGrEEn) is t crdinate the cuntry-wide Energy and Envirnment respnse fr refugees and hst ppulatin empwerment (ReHPE). The rle f the WrkGrEEn is t ensure that all ppulatins f cncern receive timely, apprpriate, effective and sustainable supprt in line with SPHERE and/r Uganda Gvernment specific standards in the field f energy and envirnment. This includes versight and guidance fr sectr grups at sub-natinal and settlement level. The energy envirnmental challenges t be addressed are well defined in multiple referring strategies including the Integrated Refugee Respnse Plan (IRRP 1 ) and ReHPE 2. Currently, the relative pririty f envirnmental sustainability and imprved energy access in the humanitarian respnse is lw. The respnse is largely reactive and insufficient as seen by declining frest cver and shifts in lcal micrclimates amng ther impacts. The challenge f the WrkGrEEn will be t lead all actrs and sub-sectrs t practively plan and mitigate envirnmental impacts and t build capacity fr sustainable develpment in current and future refugee settlements and hst areas. The Visin f the wrking grup is: Sund management and sustainable use f Energy and Envirnment resurces fr the prtectin and empwerment f the refugee and hst cmmunities in Uganda. 3 The Missin f the TWG is: The WrkGrEEn fr ReHPE will harmnize humanitarian and develpment respnses fstering resilience and crss-cutting sustainable slutins t mitigate envirnmental impacts in refugee hsting areas in line with NDPII, SDPs, STA and the Uganda RRP 4. The Values f the TWG are: Sustainable Develpment, Risk Management, Systems-thinking, Participatin, Prtectin, and Accuntability. Accuntabilities Cnsistent with the verall bjectives, pririties and targets in the IRRP, as well as the Cmprehensive Refugee Respnse Framewrk (CRRF) in Uganda, the wrking grup shall be accuntable fr: Develpment f a sectr strategy, in accrdance with the Inter-Sectr Crdinatin Grup (ISCG) and the relevant Uganda Gvernment authrities. The mandate fr the WrkGrEEn is well-anchred in: CRRF Envirnmental Prtectin in Pillar 2 Emergency Respnse and Onging Needs & Pillar 3 Resilience and Self-Reliance thrugh Jint humanitarian and develpment prgramming IRRP Strategic Pririty #6 Objective #3: Imprve envirnmental cnditins in areas f displacement ReHPE Strategic Objective #4: Envirnmental Degradatin in Refugee Hsting Areas Addressed Adapted frm Ministry f Water and Envirnment and Ministry f Energy and Mineral Develpment Visins 4 Natinal Develpment Plan II (NDPII), Sectr Develpment Plans (SDPs), STA, Settlement Transfrmatin Agenda (STA), Refugee Respnse Plan (RRP) 1

2 STA Pillars 1, 2, 4, and 5: Land Management, Sustainable Livelihds, Envirnmental Prtectin and Cmmunity Infrastructure As such, the TWG will prvide guidance, planning, mnitring and evaluatin f the results required t achieve ReHPE Objective #4 and crdinate the prgramme fr its realizatin; Prvide versight and supprt fr effective and inclusive Energy and Envirnment intersectr crdinatin at sub-natinal and settlement level, as apprpriate; Prmte effective inter-agency prgramme implementatin, supprted by cmmn needs assessments/gaps and capacities analysis, prgramme design, t maximize impact, prevent verlap and minimize gaps; Cntribute t cmmn advcacy and resurce mbilizatin platfrms; and, Mnitr prgress against key indicatrs and targets as set ut in the IRRP, STA and ReHPE. Membership The EETWG is pen t perating and implementing intervening in the Energy and Envirnment sectr fr refugees and hst cmmunities, be they natinal department, agencies r lcal gvernment, UN/inter-gvernmental rganisatins, select nn-gvernmental rganisatins (bth natinal and internatinal), academia and private sectr representatin. As needed, the WrkGrEEn may cnvene advisry bards frm ther actrs t prvide input and advice n specific related issues such as catchment management, ck stve standards etc. Members f the wrking grup have the respnsibility t: Attend wrking grup meetings regularly and timely and cntribute t the agenda fr discussin; Share relevant infrmatin (reprts, data, news etc.) within their rganizatins and t the rest f the wrking grup thrugh the C-Chairs/Secretariat; Respnd in a timely manner t requests fr input frm the C-Chairs; Brief the wrking grup n specific issues f cncern as members may require; Be pen, transparent and inclusive during any cnsultative prcess t minimise risks f duplicatin and ptimise chances f synergies. 5 Respnsibilities f the c-leads The EETWG shall be chaired by OPM, and c-chaired by UNHCR and UNDP in view f the recgnitin f their leadership and accuntability rles in the sectr s respnse. Further, the c-leads shall have the respnsibility t: 1. Crdinate all partners in the Energy and Envirnment sectr, in an inclusive and transparent manner, respecting their mandates and prgramme pririties, t achieve the bjectives set ut in the IRRPs, ReHPE and STA; Cnvene mnthly meetings; Prepare and circulate invitatins/agenda, minutes and key dcuments fr up-cming meetings prir t every meeting and fllw-up decisins, all in a timely manner;; Cmpile an annual wrk plan in alignment with the cre bjectives f the IRRP fr apprval, implementatin and peridic review by TWG; Infrm the members abut events and issues by circulating reprts, invitatins t external meetings, wrkshps, cnferences etc. f brad relevance t the TWG. Maintain an updated list f members f the TWG. 2. At natinal level, call meetings t set strategies and mnitr prgress tward cmmn targets, and share summary actin pints with all partners; 3. At sub-natinal r settlement level, ensure and mnitr that lean, results riented sectr crdinatin is in place (natinal c-leads d nt necessarily lead at subnatinal/ settlement level); 4. Share infrmatin abut needs/gaps analysis t guarantee a cmmn understanding by all partners f the sectr s needs, t ensure that the strategy s bjectives and targets are met; 5. Encurage the use f cmmn needs assessment and mnitring tls, and ensure timely and accurate reprting by all partners; 6. Prvide relevant inputs t the IRRP, STA/ReHPE, cntingency planning and ther prcesses; 7. Prvide technical supprt t partners; 8. Participate in all inter-agency (IA) crdinatin meetings and ther relevant IA prcesses t ensure that apprpriate linkages are made with ther sectr s bjectives and strategies; 9. Facilitate the relatinship with relevant Gvernment cunterparts and identify cmmn advcacy messages; 10. Devise cmmunicatin strategies twards beneficiaries; 11. Be accuntable t the inter-agency crdinatr fr the efficient and effective implementatin f the sectr s strategy under the IRRP and/r STA/ReHPE. Respnsibilities f the Wrking Grup The WrkGrEEn is respnsible fr: 1. Develping the sectr strategy, including with respect t setting pririty interventins, targets and indicatrs; 2. Prviding strategic versight n the priritizatin f resurces within the sectr and amngst sectr s partners; 3. Mnitring implementatin f the sectr s bjectives against the IRRP and STA/ReHPE, and assisting in the identificatin f significant gaps; 5

Validating cmmn prcesses related t the sectr s respnse, such as cntingency planning, transitin frm in-kind t cash interventins, targeting, r use f cmmn data cllectin and infrmatin management tls. 5. Sharing f lessns learned, and the prmtin f gd practice; and, 6. Reprting in accrdance with the IRRP, CRRF agreed schedule, thrugh the ISCG. Activities T achieve its gal, the WrkGrEEn will execute the fllwing as apprpriate (examples listed belw): 1. Review standards relevant t the sectr; 2. Cntribute t Multi-Sectral Needs Assessments with the IA crdinatin grup; 3. Develp a plan t meet the evaluated needs; 4. Review resurces and standardize assistance appraches; 5. Mbilize additinal resurces; 6. Hld regular sectr crdinatin meetings (in emergency situatins mre frequent meetings are required); 7. Agree n pririty indicatrs; prepare regular indicatr reprts in line with standard agreed at the inter-agency crdinatin grup; 8. Ensure the timely inputs f needs-based infrmatin prducts (including 3W); 9. Crdinate any ther relevant activities. 10. Draft and publish relevant guidelines fr the sectr 6
