Work Location (City and Address)/Hours of Work MYERS, PAMELA A; SENIOR MANAGEMENT EXECUTIVE 19 CAPITOL COMMONS CENTER, LANSING / M-F; General Summary of Function/Purpose of Position This position oversees the quality control review functions of the Supplemental Nutrition Assistance Program (SNAP) /Food Assistance Program (FAP) and is responsible for the coordination and development of SNAP/FAP quality control policies and activities for design, implementation, collection and reporting of data in accordance with Federal laws and regulation and State policies.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 60 This position is responsible for development, implementation and maintenance of FAP Quality Control policies and procedures, evaluation of the FAP review tracking system and workflow for accuracy and timeliness of assignment completion. Duty 2 Selects and assigns staff. Coordinates activities for each position as well as defines how the activities of each position relate to the other positions in the review process and evaluation, sets priorities and schedules work assignments. Sets clearly defined deadlines for completion of work to meet federally mandated monthly reporting requirements. Identifies staff training and development needs and ensures that training is provided. Evaluates and verifies employee performance through the review of completed work assignments. Serves as the liaison to the Department of Management and Budget (DTMB) FAP systems team to design and modify the FAP review tracking system. General Summary: Percentage: 30 Responsible for interpreting and determining if Federal and State FAP review policies and operating procedures are effective and efficient. Develops and implements new procedures as needed. Duty 3 Directs and participates in the development and implementation of the FAP review process based on Federal rules, regulations and procedures and State policies and procedures. Directs and participates in reviewing State policies and procedures; confers with State FAP policy staff to ensure that review results reflect proper interpretation and intent of State policy. Monitors completion of work for federally mandated monthly reporting. Participates in the evaluation of the audit process for system breakdowns and develops alternative strategies when necessary through revision or modification of existing procedures. General Summary: Percentage: 5 Evaluates the scope and impact of new and proposed federal review policies and state regulations on existing MDHHS review procedures. Works with Federal USDA FNS staff and State FAP policy staff to resolve any problems with FAP error cases. Duty 4 Works with the Compliance Division director and the Federal Food and Nutrition Service regarding interpretation of Federal quality control regulation on how reviews are conducted, the precision with which data is to be reported and to ensure that Federal FAP quality control requirements are met. Resolves Federal review differences. Makes recommendations for preventing errors. Analyzes State FAP policy and makes suggestions for policy changes. General Summary: Percentage: 5 Directs and/or participates in work groups to improve the State s accuracy of public assistance to its recipients, or to improve the accuracy of FAP quality control review findings. Participates on MDHHS work groups to develop or revise MDHHS public assistance policies, advising the group on potential outcomes from the review of proposed policy changes. Conducts presentations on the FAP quality control process.

3 Meets with and consults with Federal quality assurance staff regarding State QA performance and represents Michigan at Midwest regional meetings when required. Represents the Compliance Division Director at meetings and in work groups. 16. Decisions regarding the development and implementation of FAP quality control policies and procedures, establishment of deadlines and monitoring of FAP quality control review systems. Affected entities: Compliance Division FAP staff, policy staff, MDHHS county/district offices and Department of Management and Budget technology staff. 17. Decisions involving the Federal Food & Nutrition Services (FNS), major program revisions, the release of any politically sensitive information, and where the programmatic and fiscal impacts of the decisions and tasks are significant and farreaching. 18. This position oversees the quality control review functions of the Supplemental Nutrition Assistance Program (SNAP) /Food Assistance Program (FAP) and is responsible for the coordination and development of SNAP/FAP quality control policies and activities for design, implementation, collection and reporting of data in accordance with Federal laws and regulation and State policies. 24. The function of the work area is to conduct Food Assistance Program (FAP) federally-mandated reviews in compliance with Federal and State laws, and to report the findings to the federal USDA, Food & Nutrition Services (FNS) and state administrators. This position manages the FAP quality control review process and staff responsible for conducting case reviews and analysis. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor s degree in any major. EXPERIENCE: State Administrative Manager 15 Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. Alternate Education and Experience State Administrative Manager 15 Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements. KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal regulation and FAP quality control review principles, procedures and practices as well as FAP state policy.
