General Summary of Function/Purpose of Position This position will function as a professional analyst for the Bureau of State Lottery and Michigan Gaming and Control Board. This position will perform selections, classifications, payroll along with initial inquiry on labor relations, medical leaves, accommodations and other human resource office services. Duties will also include training, recruitment and organization structure related activities

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 50 Perform and advise on selection and classification activities. Post, process and archive positions in EOGOV. Approve the screening and selection criteria of positions to be filled. Serve as a member of the interview panels. Review and approve interview questions for vacant positions in accordance with established policies and procedures. Conduct credential reviews in accordance with established policies and procedures. Approve appointment recommendation letters ensuring that proper selection procedures, qualified candidates and application guidelines are followed. Ensure compliance with Civil Service Rule/Regulations, bargaining unit agreements and best human resources practices. Respond to questions posed by management and employees pertaining to Civil Service Rules/Regulations and agency policies. Update and review organization charts to determine appropriate reporting relationships and complete recoding. Represent the Office of Human Resources at meetings regarding classification/selections. Respond to audit request regarding selection process. Analyze and process establishment and reclassifications of positions. Utilize the HRM system to access information. Respond to inquiries regarding classification specifications and position descriptions. Interpret Civil Service and departmental rules and regulations to individuals and employee organizations as they relate to classification issues. Recruitment and organization structure related activities. Duty 2 General Summary: Percentage: 15 Respond to initial inquiries of employee relations, disability management and accommodation issues to provide assistance to employees and managers. Interface with managers, third-party insurance vendors, employees to ensure compliance with all rules, regulations, union contracts, legislative guidelines, and policies and procedures. Serve as a point of contact for DMO inquiries for medical leaves, worker's compensation and accommodation related issues and questions. Ensure appropriate information is obtained and documented and establish and maintain records as required by state and federal law. Provide policy recommendations, interpret MLOA/FMLA policies and procedures; develop policy documents, identify needs, prepare alternative development plans incorporating research and data.

3 Duty 3 General Summary: Percentage: 15 HRM and payroll transactions and other related duties. Approve payroll and respond to timekeepers, supervisors and employee inquiries. Enter HRM transactions in accordance with SAT and Job Aids. Other related duties Duty 4 General Summary: Percentage: 10 Develop, analyze and provide human resource reports as needed Develop and analyze Business Objects reports as requested by the Office of Human Resources staff and agency management. Participate in focus teams and provide reports as needed. Provide audit reports to Human Resources Director Duty 5 General Summary: Percentage: 5 Develop and provide human resource training for Michigan Gaming and Control Board and Bureau of Lottery staff. Develop and provide training for ew Employee Orientation, SIGMA, Time and Attendance and Performance Management for employees, supervisors and timekeepers. Duty 6 General Summary: Percentage: 5 Coordinate and implement human resource projects, programs and special assignments. Review programs policies and update as needed. Sales Incentive Program (Quarterly) Student Aid Fund Program (Annually) Tuition Reimbursement Program Personal Mileage (Quarterly) Recommend and implement policy/procedure/process updates related to above programs. Standard office setting and physical exertion, with some bending, stooping, moderate lifting of less than 25 lbs and extensive computer use. Occasionally may be required to travel to agency officers, Detroit-based casinos where employee may be exposed to high concentration of tobacco smoke and noise, and horse race track with environmental smells and conditions. 19. Enters transactions into HRM, processes SIGMA HRM, and uses the Business Objects reporting system 24. What is the function of the work area and how does this position fit into that function? The Office of Human Resources is responsible for personnel operations for all Bureau of State Lottery and Michigan Gaming and Control Board employees. Responsibilities include: processing payroll and personnel transactions; orientation of new employees; classification and selections; labor relations, EEO, providing guidance to staff at all levels on Civil Service Commission Rules and Regulations, state and federal employment law, and agency policies; and other HR related functions. This position provides services for classifications, selections, appointments, human resource programs, and organizational structure related activities. Payroll and personnel transactions will also be assigned to this position. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Human Resources Analyst 9 o specific type or amount is required. Human Resources Analyst 10 One year of professional experience providing human resources services equivalent to a Human Resources Analyst 9. Human Resources Analyst P11 Two years of professional experience providing human resources services equivalent to a Human Resources Analyst, including one year equivalent to a Human Resources Analyst 10.

5 KOWLEDGE, SKILLS, AD ABILITIES: Knowledge of, and ability to interpret Civil Service Commission Rules/Regulations and agency policies and procedures in the area of classifications, selections and compensation, and collective bargaining agreements.
