General Summary of Function/Purpose of Position Under the immediate supervision of a professional, work is to be performed under well-defined guidelines and assignments are reviewed while in progress. This position will support the efforts of the Detroit Transportation Service Group, with specific emphasis on the Operations Section by assisting the Utilities/Permits, Traffic Safety/Operations, and Maintenance unit staffs with various office and field duties including, but not limited to: field inspections, field asset identification, field inventory, inventory documentation preparation, field traffic counts, traffic safety/operations work zone reviews, work zone mobility runs, files management, data collection, attend various Operations related meetings and perform other tasks related to the support of the Operations Section management. 2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. Duty 1 List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. General Summary of Duty 1 % of Time 25 Conduct office and field reviews directly related to the processing of permits. Prepare documentation and tools for use on permit field inspection reports. Assist Transportation Maintenance Coordinator (TMC) with permit field inspections. Create site inspection reports and complete inventory documentation. Update GIS, spreadsheets, and other data for DTSC permit activity. Review permits submitted for processing. Assist with permits file management. Initiate and schedule meetings with municipalities under the jurisdiction of DTSC to ensure that the permit submittal process is occurring. Duty 2 General Summary of Duty 2 % of Time 20 Assist the DTSC Transportation Maintenance Coordinator (TMC) with various maintenance related administrative tasks. Assist in the preparation of various maintenance vendor contracts. Participate in the field review of vendor/contractor work activities. Assist DTSC Building Maintenance Coordinator with various tasks as required. Attend various maintenance staff meetings as assigned by the supervisor. Assist with the coordination of prevailing wage rate documentation for maintenance vendor contracts. Page 2

3 Duty 3 General Summary of Duty 3 % of Time 20 Monitor and catalog MDOT assets. Assist in the review and collection of MDOT assets for TAMS (Transportation Assets Management System). Assist in the mapping and posting of local municipality water main systems. Assist in the organization, closeout and transport of older DTSC permit files. Duty 4 General Summary of Duty 4 % of Time 15 Assist in the administration of DTSC vendor contracts. Assist Operations support staff initiate MDOT vendor contracts by preparing ITRAC documentation. Assist in the preparation of various maintenance vendor contracts. Participate in the field review of vendor/contractor work activities. Assist in the coordination of vendor/contractor work activities. Assist with oversight and administration of DTSC Performance Based Maintenance contracts. Collect and record data with regard to tracking vendor invoices for contractor payments. Page 3

4 Duty 5 General Summary of Duty 5 % of Time 10 Assist DTSC Executive Manager, Operations Supervisor, and Administrative staff with various duties as required. Perform various TSC related tasks and duties as assigned by the TSC manager. Assist TSC administrative staff as needed and as assigned by the supervisor. Perform various Operations related administrative tasks as assigned by the Operations supervisor. Assist in creation of various documentation, spread sheets and reports using Microsoft Office, Excel, etc. as assigned by the Operations supervisor. Attend various Operations related meetings and record meeting notes. Assist the Operations administrative assistant with various task assignments as required. Duty 6 General Summary of Duty 6 % of Time 10 Miscellaneous duties. Assist Traffic Safety/Operations staff with various traffic administrative duties as required. Track, record and document maintenance damage claims submitted by the general public. Assist the DTSC Building Maintenance Coordinator with the DOSC building recycling program. Organize DOSC building conference rooms as required. Assist the DTSC Building Maintenance Coordinator with various tasks as required. Perform miscellaneous duty and task assignments related to the administration of the DTSC as assigned by the DTSC Manager and Operations supervisor. Perform various TSC related task assignments as assigned by the TSC Manager. Assist TSC administrative staff as required and as assigned by the Operations supervisor. Page 4

5 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. This is primarily a training position and all decisions to be made by the employee shall be done under the direction and oversight of the Operations/TSC staff or the supervisor. Decisions to be made will be based upon the understanding of the supervisor's instructions relative to the task assignment. 17. Describe the types of decisions that require the supervisor s review. Any decisions that are made which affect or are guided by department policy, procedures and/or standards will require approval by the supervisor. 18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. This position will require normal physical effort to sit, drive, walk over uneven terrain, or stand; long periods sitting in front of a personal computer and driving, bending, stooping and reaching for files, heavy workloads, may require lifting of heavy/bulky equipment in excess of 50 pounds, and working with specific deadlines. Must be able to communicate well both orally and in writing. The ability to understand and use various compute software programs is preferred. 19. Assist the Operations section and TSC staff in addressing various office and field duties and tasks as identified in this position description's General Summary of Function/Purpose outlined above in section 15, Duties 1 thru Indicate specifically how the position s duties and responsibilities have changed since the position was last reviewed. Individual position duties have been updated to reflect current task and duty requirements. 25. What is the function of the work area and how does this position fit into that function? The Operations section of the Detroit TSC is responsible for the oversight of utility repairs occurring on State trunk lines and within State Right-of -Way(ROW) in the City of Detroit, issuance of permits to commercial and private customers for work to be done by those customers within State ROW, inspection of utility repair work on State trunk lines, inspection of commercial and private permit work on State ROW, coordination of maintenance activities on State trunk lines in Detroit, and coordination/maintenance of traffic issues that affect State trunk lines in Detroit. This position will assist staffs assigned to the various units above by helping them to coordinate and facilitate the work duties/tasks that those units have the responsibility to deliver to the public. 7 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Must be currently enrolled in vocational or technical school or post-secondary educational institution. Preference will be given to students who are currently enrolled in the Civil Engineering, Engineering Management or Civil Technology majors. EXPERIENCE: No previous experience is required, however students must be willing to learn. Completion of the first year in Civil Engineering, Engineering Management, Civil Technology, Land Surveying or an undeclared engineering curriculum preferred. KNOWLEDGE, SKILLS, AND ABILITIES: Basic knowledge of arithmetic Ability to communicate effectively with contractors and the public. Basic knowledge of terminology used in construction. Ability to comprehend and carry out written and oral instruction. Basic knowledge of general office etiquette and rules. Ability to maintain records and prepare reports. CERTIFICATES, LICENSES, REGISTRATIONS: The student must provide evidence of current enrollment or acceptance to an educational institution and official transcripts. The student must have and maintain a valid driver s license.
