General Summary of Function/Purpose of Position The DD Council is a systems advocate for people with developmental disabilities. The Council operates under the Developmental Disabilities Basic State Grant program of the Developmental Disabilities Assistance and Bill of Rights Act, as amended in 2000 (the DD Act, Public Law ). Michigan s council current state legislation is Executive Order The position will serve as a recognized convener to the statewide self-advocacy group; provide logistical support and coordination to the group; support in developing policies and procedures; and facilitate development of future goals and funding opportunities. The position will assist in the development of self-advocacy objectives as it relates to the Council s state plan. The position will provide support in communities to help develop additional local self-advocacy groups in areas where they do not exist. The incumbent will coordinate self-advocacy training for self-advocates across Michigan, host regional learning opportunities, and work with Council committees, workgroups, and grant projects to provide and arrange training and support for self-advocates. The incumbent will provide support for local self-advocacy groups.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 35 Statewide liaison to the statewide Self-Advocacy group. Analyze needs and provide technical assistance and support to the state self-advocacy organizations to meet their objectives. Describe and interpret activities, actions, and positions taken by the DD Council, using independent judgment and sensitivity to local concerns and to federal, state, and agency constraints. Attend and participate in the statewide Self-Advocacy group meetings. Provide logistical support and coordination to the statewide self-advocacy group. Provide support in developing policies and procedures. Monitor the progress of the Self-Advocacy group in achieving work plan objectives; assist in strategies to recruit and train membership, increase leadership, and develop and implement work plans. Develop and maintain a diverse network of resource persons across the state. Facilitate development of future goals and funding opportunities. Duty 2 General Summary: Percentage: 25 Interact with local Self-Advocacy groups. Analyze needs and provide technical assistance and support to local self-advocacy groups. Support local self-advocacy groups. Provide training in the area of developing self-advocacy networks; developing work plan objectives; disseminate information regarding the Council s ongoing and completed grants; inform the Self-Advocacy group of funding opportunities; provide feedback on issues and priorities of the Self-Advocacy group to the DD Council on a regular basis. Duty 3 General Summary: Percentage: 15 Support local Self-Advocates statewide in areas where local groups do not exist to increase their capacity to be a self-advocate. Identify interested individuals, who have interest in self-advocacy, to develop as self-advocates. Assist in building confidence and enhancing leadership, problem solving, and advocating. Provide assistance and support as needed. Duty 4 General Summary: Percentage: 10 In conjunction with the statewide self-advocacy group, coordinate with the public policy analyst to provide staff support to self-advocates in public policy issues requiring action. Identify persons and resources which can address the issues identified by the Council and selfadvocacy organization. Provide assistance and coordination to the individuals and group; plan meetings and record expectations and outcomes; prepare report and recommendations for Council consideration. Duty 5 General Summary: Percentage: 10

3 Coordination with other agencies and organizations providing planning or services to persons with disabilities in order to provide information on supports and services in the community. Meet with other state level facilitators and coordinators, to coordinate resources and planning, to provide information on supports and services in the community. Coordinate activities which impact self-advocacy groups at the local level, to learn the basics of self-advocacy and how to affect change in their lives. Duty 6 General Summary: Percentage: 5 Other duties as assigned 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Develop and present a variety of interventions to support the effective development and management of statewide and local self-advocacy organizations. Independently evaluate the needs in various communities and allocate staff time through prioritization of issues. 17. Describe the types of decisions that require the supervisor's review. Decisions which the Council has not delineated a policy. Areas where local plans appear contrary to the objectives of the Act or the Council s state plan, policy, or past practices. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. This job does not involve physical labor. Meetings are held in a variety of office buildings. There is required travel throughout the state, including overnight. 19. Ability to read and interpret the DD Council s State Plan, policies, and program objectives, developmental Disabilities Act, federal register, and policy documents of other agencies. Ability to present complicated information effectively to individuals and groups, orally and in written format. Ability to work independently and coordinate several complex assignments simultaneously. Ability to travel throughout the state, including overnight. 24. 4 This position has changed from supported the Regional Inclusive Community Coalitions (RICC s), to supporting the new Statewide Self-Advocacy etwork, 25. What is the function of the work area and how does this position fit into that function? The position relates to statewide outreach to local communities by the Council to implement systems change which is to the benefit of persons with developmental disabilities. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Departmental Analyst 12 Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service. SPR: Two years of professional experience as an advocate responsible for creating systems changes for persons with developmental disabilities; or two years of professional experience dealing with local community integrated service delivery programming for persons with developmental disabilities. KOWLEDGE, SKILLS, AD ABILITIES: Knowledge of and experience in state government, particularly the role of consumer advocacy within state government; knowledge of and experience with self-advocacy organizations. Knowledge of current disability issues, practice, and policy. Knowledge of and sensitivity to persons with developmental disabilities in order to allow comfortable working relationships.
