1 GENERAL MANAGER, ADELAIDE CENTRAL MARKET AUTHORITY POSITION DESCRIPTION Position Title: Responsible To: Council Program: Classification Level: General Manager, Adelaide Central Market Authority Director, Services and Chairperson of Adelaide Central Market Authority Adelaide Central Market Authority (ACMA) Management Overview of Program The Adelaide Central Market has been an icon in the city since 1869 and it is a key component of the City of Adelaide s (CoA) strategic vision for a vibrant economically prosperous city. The Adelaide Central Market is a community of people: traders, artisans and shoppers who share a passion for food attracting 9 million visitations per year. CoA recognises the important economic and cultural role of the Market and has established the Adelaide Central Market Authority (ACMA) to build a solid and sustainable foundation for the Adelaide Central Market s future. It is the Authority s aim that the Market be recognised for a unique fresh food shopping experience that provides the best local, Australian and international produce and dining options with a focus on superb customer service. 2 Primary Purpose The General Manager, ACMA will lead the vision for the Adelaide Central Market to be the world s leading food and produce market contributing to an economically prosperous capital city and greater prosperity for market traders, aligning the iconic Adelaide Central Market with local cultural and tourism strategies Responsibilities The General Manager is responsible for: Ensuring the delivery of the ACMA Strategic Plan ensuring alignment to the CoA Strategic Plan Ensuring the effective leadership of ACMA s employees through modern human resource management practices which maximise individual performance Establishing and implementing measurable and accountable strategies to ensure financial sustainability and commercial return, achieving required yield on assets Maintaining a commercially viable retail market and car park by efficiently and cost effectively managing all financial matters associated with the Adelaide Central Market and Market Car Park, including maintaining the 10-year financial plan, and preparation of an annual Business Plan and Budget in preparation for successful adoption by Council Monitoring and forecasting of current and future human and financial resources required for ACMA s operations, programs and services exercising all delegated authorities diligently and professionally Implementing integrated sustainability measures that reduce environmental impact and increase resource efficiency Creating, in consultation with the ACMA Board, a long-term Marketing Strategy supported by effective annual promotion and experience advertising and a clearly defined Marketing Calendar to grow a consistent brand that inspires passion and loyalty, increases shopper footfall and average shopper spend Ensuring effective strategies relating to customer experience and excellent customer service is blended with a rewarding and accessible fresh food shopping experience ensuring public accountability is enshrined in its operations and customer satisfaction levels are regularly monitored Developing strong connections with the wider district to promote the Adelaide Central Market District, actively engaging to strengthen community engagement and cohesion in the Market District Pro-actively identifying, establishing and maintaining strategic partnerships, relationships and alliances with key internal/external stakeholders, both in the private and public sectors at an international and national level Providing leadership to continuously review and improve service provision to ensure the achievement of high quality standards and business excellence in the ACMA s business and performance Strengthening the relationship between ACMA and market traders ensuring the articulation of clear boundaries, implementation of an effective communication strategy, regular trader presentations and seeking opportunities to influence and encourage mutually beneficial relationships Managerial GM, ACMA June PD DRAFT Page 2

3 Ensuring trader disputes and conflicts are diffused, mediated and resolved in an efficient and highly time sensitive manner Undertaking the required responsibilities in accordance with the legislated Authority Charter Pro-actively identifying and managing enterprise risk to ACMA and developing mitigation strategies, and participate in the CoA Strategic Risk and Internal Audit Committee Attending and representing ACMA at Council Meetings including the preparation and presentation of relevant reports Making statements to the press or media representatives on behalf of the CoA that relate to ACMA's Strategic Plan, Business Plan and general operational matters (ie promotional events, product recalls, road closures etc), in consultation with the Chairperson of ACMA Consistently and transparently managing the lease and licence requirements of all traders within the Adelaide Central Market in accordance with the Retail & Commercial Lease Act 1995 Representing ACMA s best interests in supporting the development of the Market District Plan and potential surrounding development Representing and advocating for traders or the Market in all lodged Development Applications that are supported by ACMA to influence positive outcomes Managerial GM, ACMA June PD DRAFT Page 3

Using and caring for equipment, including personal protective equipment, as instructed. Not intentionally or recklessly interfering with or misusing workplace equipment and supplies in a manner that could adversely affect health, safety or welfare in the workplace. Qualifications Relevant tertiary qualifications or evidenced substantial experience and capability in the relevant fields of retail, facilities/property management, and/or business development Post graduate qualifications in business administration or similar Desirable Leadership Business & Commercial Acumen Technical Knowledge & Experience Extensive experience in successfully managing and leading a professional group with demonstrated ability to act and lead as an effective change agent. Effectively communicate strategies to ensure a sense of purpose and line of sight Create a structure that enables the efficient delivery of strategic priorities and services, enabling an environment of agility, customer centricity, positivity and resilience to change. Guide, mentor and develop people to build organisational capability and growth Make effective, considered decisions and manage risk to support organisational needs and commercial drivers Measure, assess and propose interventions to mitigate strategic risk Identify links between global and societal trends, stakeholder concerns, policy agenda, local government values, and ACMA outcomes, and regional and state wide issues Understand the needs of customers and influence outcomes by providing timely and expert advice Sound understanding of financial and budget management principles and accounting practices Extensive experience and proven ability in objectively identifying and analysing complex, contentious, politically sensitive and strategic issues, expressing clear and meaningful goals/plans and defining, leading and delivering the necessary approaches and courses of action to achieve effective long term outcomes.
