8 Accessibility In transportation, Accessibility refers to the ease of obtaining services and reaching destinations (for freights and people). Accessibility is a key topic for managing the complexity of growing needs in terms of transport by sea, road, rail and air. Passenger and freight traffic is rapidly growing in Europe, especially after the enlargement to Europe 27 and the impact of globalization. Freight traffic is rapidly growing in the Mediterranean area including North Africa Ports. New requirements in terms of accessibility on the infrastructures is a critical issue because of the supposed inadequacy of the main infrastructural resources. Accessibility is also the degree of ease with which it is possible to reach a certain location from other locations using adequate transport means; this aspect refers to the possibility to get all the information for planning and monitoring transport chains in a multimodal approach
9 Accessibility and Globalisation European countries: Reduction in domestic production; Changing patterns of consumption i.e. consumers wishing to avoid seasonality, or buying replacement items more frequently as new goods are relatively cheaper; Increased specialisation of products and increased consumer choice; Reductions in international trade barriers, Reductions of costs of trade and transport; Globalisation/regionalisation of production and trading, bringing economies of scale;
10 Accessibility in Transport and Logistics Different views to manage: Accessibility for people Accessibility for freights and goods Accessibility for vehicles (vessels, lorries, trains, planes) Freight Transport Logistics, Multimodality and Co-modality Freight Transport Logistics: covers the planning, organisation, management, control and execution of freight transport operations in the supply chain. Multimodality: is the carriage of goods by two or more modes of transport, irrespective of the types of freight, within a single transport chain. Co-modality: means the efficient use of transport modes operating on their own or in multimodal integration in the European transport system to reach an optimal and sustainable utilisation of resources. 11 Forecast Increases and Accessibility (1/2) Globalisation has led to increased flows becoming increasingly significant : Local/Internal traffic; regional traffic; international traffic; transit traffic. Many regions do not draw advantages from the transit function; they must bear with the consequences on infrastructure networks and on their environment. i.e.: vessels flowing in the Med area with destinations in the Baltic ports
12 Forecast Increases and Accessibility (2/2) The traffic growth requires a strategy which targets a reorganisation of land use for production and logistics services. it becomes increasingly important how and where to establish production and distribution centres Defining a strategy of co-operation between regions, port authorities and the various transport players. Freight Villages are key elements of an efficient transport and sustainable network Private and Public partners are relevant actors of the change

22 MEDIGATE: Project objectives 1/3 MEDIGATE aims, through the implementation of a network of terrestrial and maritime multimodal platforms, to develop a global, efficient logistics system focused on intermodality in the Mediterranean area. Operational proposals concerning the localisation of intermodal nodes (mainly in the MEDA countries) and the improvement of the connections between the existing platforms and ports. Concrete results to be produced: Activity 2: map of potential localisations of new intermodal nodes Activity 2: map of strategic existing intermodal nodes to be implemented Activities 2-3: SWOT analysis of existing and potential transport connections Activity 3: Best practices Activity 3: Cooperation strategies among different nodes (maritime hubs, freight villages, dry ports, intermodal terminals,...) 23 MEDIGATE: Project objectives 2/3 Electronic information exchange platform (documents, monitoring of transportation operations, monitoring of delivery times, etc), easily accessible, for managers of multimodal platforms and users. This tool will be conceived to be applied on a large scale, taking into consideration also the MEDA countries, to reduce the administrative operations and thus waste time. Concrete results to be produced: Activity 4: Analysis of existing information systems for intemodal transport Activity 4: Identification of information/content/documents/functions/regulatory frameworks flows among nodes and definition of possible communication standards Activity 4: Promotion of virtual transport and logistics services Activity 5: Implementation of a pilot project Activity 5: Impact analysis Meeting page 23
24 MEDIGATE: Project objectives 3/3 Vade Mecum guidelines for the creation of successful and efficient intermodal platforms and the application of solutions to the intermodal platforms for the improvement of logistics services and the development of the intermodality/multimodality. Activity 6: Guidelines for future intermodal nodes design, for the implementation of existing logistics services and for the development of new logistics services Training action plan thought for each user explaining how to use at best the ICT platform, the multimodality conceptr, the security within the platforms, the logistics of cold and dangerous goods. Activity 6: Definition of new competence profiles and training portfolio Dissemination plan of project outcomes for all potential users (transport operators, local authorities) covering all the Mediterranean area.
