The existing facility features a conventionally partitioned design, and does not utilize modular buildings. The structure of the overall facility contains brick on block type exterior wall construction, with concrete block and gypsum board on metal stud type wall construction in the interior. The floor system consists of concrete slab on grade and concrete slab on metal deck. The roof structure is substrate on deck. The roofing system of the overall facility is EPDM installed in The ventilation system of the building is adequate to meet the needs of the users. The Classrooms are adequately sized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of one Gymnasium and separate Student Dining. The electrical system for the facility is adequate. The facility is equipped with a non-compliant security system. The building has a compliant automatic fire alarm system. The facility is equipped with a compliant automated fire suppression system. The overall building is compliant with ADA accessibility requirements. The school is located on a 5.2 acre site adjacent to residential properties. The property and athletic field are partially fenced for security. The playgrounds are fully fenced for security. Access onto the site is unrestricted. Site circulation is good. While the building was constructed in 2008, cracking at window heads and sills occurs throughout the building. At one location a crack was repaired, and the repair is failing. Heating System Description: Rating: Recommendations: The existing system for the overall facility is a gas-fired heating hot water system, installed in 2008, and is in good condition. The heating and chilled water system in the overall facility is a 4-pipe system, with a capacity for simultaneous heating and cooling operation, which is compliant with the OSDM requirements for basic system type. The 3 gas-fired boilers, manufactured by Thermal Solutions, were installed in 2008 and are in good condition. Heating water is distributed to terminal units consisting of cabinet heaters and air handlers. The terminal equipment was installed in 2008 and is in good condition. The system does comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. The DDC type system temperature controls were installed in 2008 and are in good condition. The system does feature individual temperature controls in all spaces required by the OSDM. The overall system does not feature any central energy recovery systems. The facility is not equipped with louvered interior doors to facilitate Corridor utilization as return air plenums. The existing system is ducted, though lack of need for HVAC system replacement at this time negates any need to evaluate the potential integration of existing ductwork into a new system. The overall heating system is evaluated as being in safe and efficient working order, and long term life expectancy of the existing system is anticipated. The structure is equipped with central air conditioning. The site does not contain underground fuel tanks. 1 Satisfactory Existing conditions require no renovation or replacement at the present time. 10 Facility Assessment B. Roofing Description: Rating: Recommendations: The roof over the overall facility is a EPDM system that was installed in 2008, and is in good condition. There are no District reports of current leaking. No signs of past leaking were observed during the physical assessment. Access to the roof was gained by access hatch that is in good condition. Fall safety protection cages are not required. There were no observations of standing water on the roof. Metal cap flashings and copings are in good condition. Roof storm drainage is addressed through a system of roof drains and through-wall scuppers, which are properly located, and in good condition. The roof is equipped with overflow roof drains in sufficient quantity and in good condition. No problems requiring attention were encountered with any roof penetrations. There are not any covered walkways attached to this structure. 3 Needs Replacement The roof over the overall facility requires replacement to meet Ohio School Design Manual guidelines due to age of system. Ventilation / Air Conditioning Description: Rating: Recommendations: The overall facility is equipped with a chilled water type central air conditioning system, which is in good condition. An air cooled chiller produces chiller water and is distributed to air handling units by chilled water pumps. The ventilation system in the overall facility consists of air handlers, installed in 2008 and in good condition, providing fresh air to Classrooms, and air handlers, installed in 2008 and in good condition, providing fresh air to other miscellaneous spaces such as Gymnasiums, Student Dining, and Media Center. Relief air venting is provided by ceiling plenums. The ventilation system does meet the Ohio Building Code 15 CFM per occupant fresh air requirement. The overall system is compliant with Ohio Building Code and Ohio School Design Manual requirements. Dust collection systems are not required in this facility. The Art program is equipped with a kiln, and existing kiln ventilation is adequate, and in good condition. General building exhaust systems for Restrooms, Storage Rooms, Art Rooms, and Custodial Closets are adequately placed, and in good condition. 1 Satisfactory Existing conditions require no renovation or replacement at the present time. Electrical Systems Description: Rating: Recommendations: The electrical system provided to the overall facility is a 480/277-volt/3-phase/4-wire/2,000-amp system installed in 2008, and is in good condition. Power is provided to the school by a single utility owned, pad-mounted transformer located in the exterior, and in good condition. The panel system, installed in 2008, is in good condition, and can be expanded to add additional capacity. The Classrooms are equipped with adequate electrical outlets. The typical Classroom contains 10 general purpose outlets, 4 dedicated outlets for each Classroom computer, and 2 dedicated outlets for each Classroom television. Some Classrooms are equipped with as many as 16 general purpose outlets, while others are equipped with as few as 14 general purpose outlets. There are not any spaces that have no electrical outlets. The Corridors are equipped with adequate electrical outlets for servicing. Adequate GFI protected exterior outlets are provided around the perimeter of the building. The facility is equipped with a suitable emergency generator. Adequate lightning protection safeguards are not provided. Stage lighting power system including control panel, breakers, and dimmers is adequately provided, in good condition and does meet OSDM requirements. The overall electrical system does meet Ohio School Design Manual requirements in supporting the current needs of the school, and will be adequate to meet the facility s future needs. 2 Needs Repair Provide adequate lightning protection safeguards. 13 Facility Assessment E. Plumbing and Fixtures Description: Rating: Recommendations: The service entrance is equipped with a reduced pressure backflow preventer in good condition. A water treatment system is not provided. The domestic water supply piping in the overall facility is copper and PVC, was installed in 2008, and is in good condition. The waste piping in the overall facility is cast iron and PVC, was installed in 2008, and is in good condition. The facility is equipped with 2 gas water heaters in good condition, with 1 separate 277 gallon storage tank in good condition. The school contains 4 Large Group Restrooms for boys, 4 Large Group Restrooms for girls, 0 Locker Room Restrooms for boys, 0 Locker Room Restrooms for girls, 7 Restrooms associated with specialty Classrooms, and 8 Restrooms for staff. Boys Large Group Restrooms contain 4 ADA and 4 non-ada wall mounted flush valve toilets, 4 ADA and 4 non-ada wall mounted flush valve urinals, as well as 4 ADA and 0 non-ada wall mounted lavatories. Girls Large Group Restrooms contain 4 ADA and 12 non-ada wall mounted flush valve toilets, as well as 4 ADA and 0 non-ada wall mounted lavatories. Staff Restrooms contain 8 ADA and 0 non-ada wall mounted flush valve toilets, 0 ADA and 0 non-ada urinals, as well as 8 ADA and 0 non-ada wall mounted lavatories. Condition of fixtures is good. The facility is equipped with 5 ADA and 5 non-ada drinking fountains, in good condition. The 45 Elementary Classrooms are equipped with 45 ADA sink mounted type drinking fountains, in good condition. Special Education Classrooms are equipped with the required Restroom facilities, and fixtures are in good condition. Kitchen is equipped with the required Restroom, and fixtures are in good condition. Heath Clinic is equipped with the required Restroom, and fixtures are in good condition. Kindergarten / Pre-K Classrooms are equipped with Restroom facilities, and fixtures are in good condition. Kitchen fixtures consist of 2 hand sinks, 1 double-compartment sink, 1 triple-compartment sink, 1 dishwasher, and 1 disposal, which are in good condition. The Kitchen is equipped with a satisfactory grease interceptor. The Kitchen is provided the required 140 degree hot water supply via a 100 gallon gas-fired water heater, which is in good condition. The school meets the OBC requirements for fixtures. Relative to LEED requirements, the school is equipped with low flow type fixtures. Per OBC and OSDM requirements this facility should be equipped with 16 toilets, 4 urinals, 20 lavatories, 45 Classroom sink mounted drinking fountains, and 10 electric water coolers. Observations revealed that the school is currently equipped with 32 toilets, 8 urinals, 32 lavatories, 45 Classroom sink mounted drinking fountains, and 10 electric water coolers. ADA requirements are met for fixtures and drinking fountains. Custodial Closets are properly located and are adequately provided with required service sinks or floor drain sinks, which are in good condition. Science Classroom / Lab utility sinks, gas connections, compressed air connections, and safety shower / eyewash are not provided, but are not required due to existing grade configuration. Windows Description: Rating: Recommendations: The overall facility is equipped with thermally broken aluminum windows with double glazed insulated type window system, which was installed in 2008, and is in good condition. The window system features operable windows in most of the building, and operable windows are not equipped with opening limiters nor insect screens. Window system seals are in good condition, with no air and water infiltration being experienced. Window system hardware is in good condition. The window system features integral blinds, which are in good condition. Aluminum frame curtain wall systems are found in the original construction, in good condition. This facility does not feature any glass block windows. There is significant cracking in the masonry openings that will be addressed in Item H, but the steel lintels will also need to be cleaned and painted. The exterior doors in the overall facility are equipped with thermally broken aluminum sidelights and transoms with tempered double glazed insulated glazing in good condition. Exterior door vision panels are tempered double glazed insulated glazing. The school does not contain skylights. The school does contain clerestories. Interior glass is OSDM-compliant. Window security grilles are not provided for ground floor windows. There is not a Greenhouse associated with this school. 2 Needs Repair Clean and paint all lintels. Clean mold at northern façade windows. Significant cracking in masonry around the windows on the interior and exterior is addressed in Item H in Structural Wall scope. Structure: Foundation Description: Rating: Recommendations: The overall facility is equipped with concrete masonry unit walls on concrete footings, which displayed no locations of significant differential settlement, cracking, or leaking, and are in good condition. No significant issues related to foundation cracking or spalling were encountered. The District reports that there has been no past leaking. No grading or site drainage deficiencies were noted around the perimeter of the structure that are contributing or could contribute to foundation / wall structural deterioration. 1 Satisfactory Existing conditions require no renovation or replacement at the present time. Structure: Walls and Chimneys Description: Rating: Recommendations: The overall facility has a brick, concrete block and split-face block veneer on a load bearing masonry wall system, which displayed locations of deterioration at the window heads and sills, and is in good condition. The exterior masonry appears to have appropriately spaced and adequately caulked control joints in good condition. Control joints are not provided at lintel locations, at doors and windows, building corners, and wall offsets. The school does not have sufficient expansion joints with cracks at every second floor window in the concrete block header course and at every first floor window sill in the concrete block and split-face block band. There is a full height crack at the northwest corner of the Service Yard wall. Exterior walls in the overall facility are adequately insulated. Brick veneer masonry walls are cavity walls. Weep holes are provided in sufficient quantity at on center at lintels, below sills, and the base of masonry cavity walls, and are in good condition. Weep holes are not rope type weeps. The exterior masonry has not been cleaned and sealed in recent years, and has locations of mold in the concrete block veneer coursing near the window sills. Architectural exterior accent materials consist of concrete masonry units and split-faced block, which are in good condition, except at window heads and sills. Exterior building fenestration in the overall facility represents 17.50% of the exterior surfaces. Interior Corridor and demising walls are concrete masonry units do not project full height from floor to bottom of deck, and are in good condition. Interior masonry appears to have adequately spaced and caulked control joints in good condition. Interior soffits are of metal stud with gypsum wall board type construction, and in good condition. The window sills are an element of the aluminum window system, and are in good condition. The exterior lintels are steel, and are in good condition. There are no chimneys. Canopies over entrances are metal panels and aluminum soffits on metal stud type construction, and are in good condition. Exterior soffits are of aluminum soffits on metal stud type construction, and in good condition. The school is not equipped with a loading dock. 2 Needs Repair Provide tuckpointing in all areas of mortar deterioration as required through the overall facility. Provide masonry cleaning and sealing as required through the overall facility. Sawcut and caulk new appropriately spaced control joints in existing masonry through the overall facility. Structure: Floors and Roofs Description: Rating: Recommendations: The floor construction of the base floor of the overall facility is concrete slab on gradetype construction, and is in good condition. There is no crawl space. The floor construction of the second floor of the overall facility is metal form deck on steel joist type construction, and is in good condition. Ceiling to structural deck spaces are sufficient to accommodate HVAC, electrical, and plumbing scopes of work in required renovations. General Finishes Description: Rating: Recommendations: The overall facility features conventionally partitioned classrooms with VCT type flooring, 2x4 ACT type ceiling, as well as painted CMU type wall finishes, and they are in good condition. The overall facility has corridors with VCT type flooring, 2x4 ACT type ceilings, as well as painted CMU type wall finishes, and they are in good condition. The overall facility has restrooms with ceramic tile type flooring, 2x4 ACT type ceilings, as well as painted CMU type wall finishes, and are in good condition. Toilet partitions are plastic and are in good condition. Classroom casework in the overall facility is wood type construction with plastic laminate tops, is adequately provided, and in good condition. The typical classroom contains 18 feet of casework, and classroom casework provided ranges from 9 to 21 feet. Classrooms are provided with adequate markerboard and tackboard, which are in good condition. The lockers / classroom storage cubbies, located in the classroom and corridors, are adequately provided, and in good condition. The art program is equipped with a kiln, which is in good condition and adequately ventilated. The facility is equipped with wood non-louvered interior doors that are recessed with proper ADA hardware and clearances, and in good condition. The gymnasium space has finished wood athletic type flooring, painted open exposed type ceiling, as well as painted CMU type wall finishes, and they are in good condition. Wood gymnasium flooring has been well maintained, will accommodate multiple future sandings and refinishings, and is rated at early stage of its product lifecycle. Gymnasium telescoping stands were not present during the time of the assessment. Gymnasium basketball backboards are electrically operated type, and are in good condition. There are no outbuildings. There are no apparent problems with erosion or ponding. The site is bordered by moderately traveled city streets. Multiple entrances onto the site impede proper separation of bus and other vehicular traffic, and one way bus traffic is provided. There is a curbside bus loading and unloading zone in front of the school, which is not separated from other vehicular traffic. A bus loop is provided for student loading and unloading. Staff, and visitor parking is facilitated by multiple asphalt parking lots in good condition, containing 106 parking places, which provides adequate parking for staff members, visitors, and the disabled. The site and parking lot drainage design, consisting of catch basins and sheet drainage, provides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs in good condition are appropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in good condition. Trash pick-up and service drive pavement is heavy duty and is in good condition, and is equipped with a concrete pad area for dumpsters. Truncated dome tiles at sidewalk ramps are in poor condition. The site does not feature any exterior steps, stairwells, ramps, or handrails. Chain link fencing around the playground and asphalt play surface is adequate, separates play areas from vehicular traffic, and is in good condition. The playground equipment is primarily constructed of high density plastic and is in good condition. Playground equipment is placed to provide compliant fall zones, and on a compliant synthetic mulch of sufficient depth. An asphalt hard surface is provided for line games and funnel ball and is in good condition. The courtyard is equipped with sufficient tables and benches in good condition. The athletic facilities are comprised of a multipurpose play field, and are in good condition. Site features are suitable for outdoor instruction though no related equipment has been provided to facilitate doing so.
