General Summary of Function/Purpose of Position This position oversees the DR s State-wide Minerals Revenue Program, which receives revenue of approximately $30 million annually. This individual is responsible for ensuring the timely payments of all Minerals Revenue to the State on a monthly and annual basis. The individual in this position accounts for, monitors, and verifies that all Minerals related revenues are accurate and distributed to the appropriate funds. This individual oversees the posting of all monthly Minerals Revenue transactions and maintains the integrity of the accounting system and related records in the DR s database system and corresponds regularly with Minerals industry members to obtain and verify information submitted.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 60 Analyze and review monthly remittances, DEQ production reports and other data, to ensure appropriate royalties are being collected. Review monthly remittances to ensure accurate information has been loaded into LOTS. Correct remittance information, when necessary, and update RRU, rent paid to dates and other data, as needed. Submit account funding corrections to the Unit Manager for approval and entry in SIGMA. Review historical remittance information to identify potential non-payment and compare to DEQ production data. Report findings to Unit Manager and work with Unit Manager to follow up with Lessee. Review production data and compare to current remitters to determine royalties are received. Review and verify the delinquent rent report and notify OMM staff of delinquent status. Maintain the Decimal Interest Report to verify the State s interest in the drilling unit and the appropriate net revenue interest to be received by the State. Report revenue concerns to the Unit Manager and the Auditing Specialist for enforcement actions and inclusion in the audit risk analysis. Maintain the monthly remittance records and ensure proper record retention policies are observed. Duty 2 General Summary: Percentage: 30 Distribute monthly Minerals Program revenue payments ensuring revenue is posted to appropriate funds. Maintain data in the Land Ownership Tracking System (LOTS) to ensure distributions are correct and proper Review posted remittances and distribute to appropriate funds Research and correct distribution errors Identify, obtain approval and update fund distribution percentages that affect the allocation of revenue received. Assist the Accounting Service Center by correcting remitter information necessary to post remittance transaction information in LOTS. Duty 3 General Summary: Percentage: 5 Report Preparation Prepare quarterly mineral projection reports based upon actual cash receipts. Prepare year end mineral revenue reports Develop and run queries from LOTS data to generate reports for analysis and follow up Prepare accounting reports for public, Michigan atural Resources Trust Fund Board, atural Resources Commission, DR staff and management inquiries. 3 General Summary: Percentage: 5 Other duties as assigned by the Unit Manager and/or OMM Director including, but not limited to, the tasks listed below Participate in Oil and Gas Lease Auctions responsible for reconciling the revenue received to the total sales summary schedule. Process and submit checks received in OMM to the Accounting Service Center, when needed. Research and attend training offered by industry and relevant professional organizations. Unit projects and specialized assignments 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Develop varying types of reports from the database for conducting analysis used to monitor and verify data. Determine when noncompliance of lease terms has occurred due to non-payment or underpayment of Minerals royalties. Correspond with lease operators to resolve non-payment or underpayment issues. on-account fund distribution corrections in LOTS. Revenue deposits to multiple State Restricted Funds, including the State Park Endowment Fund, the Game and Fish Protection Trust Fund and the Michigan atural Resource Trust Fund, are impacted by the decisions made; decisions also impact Minerals industry members. 17. Describe the types of decisions that require the supervisor's review. Interpretation of more complex legal documents. Requests to refund dollar amounts, if any. Changes to account fund distribution percentages. on-compliance enforcement actions and inclusion on the violation log/hold action list. Payment arrangements for outstanding revenue. Complaints filed with other agencies/departments pertaining to revenue and operational practices. Decisions which are likely to cause controversial issues between the DR and private mineral owners or lease operators. Interpretation and/or a response to issues that are politically sensitive, ie: major changes to current policies or procedures that would have an adverse impact on the Office. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Environmental conditions as are present in Constitution Hall. 19. Comparison and verification of Minerals data in State lease files, permit records, unitization agreements and OGMD/MPSC records to revenue records to determine that the State of Michigan is getting paid for correct amounts of rents and royalties due on a timely basis. Analysis of remittances to identify potential disallowed post-production costs deducted. Preparation of financial reports, identification of additional revenue collections and maintenance of records to ensure proper distribution to designated funds. Frequent telephone and written inquiries from and to industry representatives and other DR Divisions. Occasional inperson inquiries from industry personnel, the general public and other DR Divisions. All contacts are to obtain or give information pertaining to lease files, well and production information, agreement interpretation, rent or royalty payments. 24. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. Downgraded the position from an Accounting Specialist to an Accountant. Updated the duties to reflect that they pertain to all Minerals Revenue, not just Oil and Gas Revenue. The independent decision making for this position was greatly reduced. Unit Manager involvement and/or approval greatly increased. Duty #1 limited the independence of duties and required Unit Manager participation. Increased the percentage of time spent on this duty to reflect increased priority of duty. Duty #2 - combined relevant tasks into Duty #1 and established this duty as a separate duty. Previously this duty was a single task in Duty #2. Duty #3 combined relevant tasks into Duty #1 and Duty #2. Established a standalone duty for report preparation tasks previously in Duty #3 and Duty#2 Duty #4 was deleted. This program is no longer active. Duty #5 was deleted. Other duties as assigned was added to Duty # What is the function of the work area and how does this position fit into that function? The Office of Minerals Management administers statutes, rules, regulations, policies, procedures and leases relating to oil and gas, metallic, nonmetallic and underground gas storage leasing programs. This Office also administers land transaction recommendations for the sale of minerals and allied rights in State-owned lands and verification of all revenues due to the State through mineral leasing activities. As a Revenue Accountant within the Revenue Verification Unit, this position is responsible for ensuring the State receives all minerals revenue due, costs deducted are appropriate and monies received are distributed to the appropriate funds. This position also assists in identifying areas of concern that may impact the responsibilities of the Auditing Specialist and decisions made during the risk assessment process. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor's degree with at least 24 semester (36 term) credits in accounting. EXPERIECE:

Accountant 10 One year of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports equivalent to an Accountant 9 or Auditor 9. Accountant P11 Two years of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports, including one year equivalent to an Accountant 10, Auditor 10, or Assistant Auditor General 10. Alternate Education and Experience Accountant 9-12 Possession of a Certified Management Accountant certification (CMA) may be substituted for six months of Accountant P11 experience. OR Possession of a Certified Public Accountant certification (CPA) may be substituted for one year of Accountant experience. KOWLEDGE, SKILLS, AD ABILITIES: Knowledge of generally accepted accounting principles and practices. Knowledge of techniques commonly used in locating errors in accounting records. Ability to collect and organize accounting data, interpret its significance, and prepare accurate financial reports. Strong personal computer skills with an emphasis on Microsoft products including Word, Excel, Access and PowerPoint preferred. Congenial personality and ability to communicate effectively, exercising tact and diplomacy in meeting and working with others. Ability to present accounting data in a clear, understandable manner to both technical and non-technical users.
