2 Position reports to HR Manager: Strategy and Projects Reportable Positions Nil Position Purpose Qualifications This position covers a broad spectrum of HR functional areas, with a particular focus on employee relations. This role will develop the toolkit for effective management of employee relations in The Salvation Army and, ongoing, provide expert advice and support to the operational HR team on the implementation and management of employee relations. The purpose of the position is to: Develop and implement an HR toolkit, including policies, procedures and supporting documentation, to enable the organisation to effectively manage its people and achieve its mission Resource, support and participate in or lead HR projects which enhance the organisation s people capabilities Develop and implement HR models of practice across TSA Provide expert advice and support to the operational HR team on developments in the field of employee relations and legislation. 3 Key Result Areas Key Activities Standard Measures Employee Relations Toolkit Develop and implement employee relations systems, processes and tools that support the organisation to achieve its objectives Tools are developed and implemented that are compliant and support the organisation s current and emerging needs Ensure key stakeholders and the OneHR team are actively involved in identifying current and emerging needs and that these needs are addressed in the organisation s toolkit for Employee Relations matters HR Operational Support (Employee Relations) Provide practical support and advice to the One HR team as required, including matters such as: Advice on the management and resolution of ER grievances Compliance with labour law and industrial instruments HR operational support provided as required to ensure smooth delivery of HR consulting services to the organisation which is compliant with legal requirements and organisational policy. Policy interpretation and implementation in employee relations matters Support for EBA negotiations. HR policies, procedures and supporting documentation Develop and implement HR policies, procedures and associated tools to reflect current and contemporary HR practices and organisational needs In collaboration with the OneHR community, develop effective change management and implementation plans to ensure policies are widely communicated and effectively implemented across TSA Update HR policies and procedures in accordance with legislative and organisational change and emerging developments in contemporary HR In collaboration with Catherine Booth College, develop or update training materials in accordance with legislation and policy change HR toolkit supports contemporary HR and people management processes across TSA All documentation is clear, concise and presented in accordance with organisational standards Documentation is produced in accordance with agreed schedules Implementation plans meet their set objectives Policies, procedures and training materials updated in accordance with the established schedule and as required to meet changing legislative requirements and organisational needs PD_Human Resources Consultant - Employee Relations Dec2013.docx Page 3

Centre of Excellence Keep abreast of relevant developments in HR, including legislative and regulatory requirements, best practise and innovative models of HR delivery to position TSA as both competitive and contemporary in its HR services. HR Operational team kept abreast of changes and developments in the field of HR and important developments in Employee Relations, including legislative and regulatory changes Provide centre of excellence for HR Operational team and the organisation, by providing advice and guidance on developments in HR, with particular focus on developments in Employee Relations There is regular communication to One HR on developments in HR Contemporary HR models and practice are incorporated into TSA HR policies, procedures and initiatives Participate in Territorial HR Strategic Planning & Team Activities Participate in strategic planning and team building activities with the Territorial HR team and the wider OneHR community Develop positive and supporting working relationships with colleagues in the Territorial HR and One HR community Participation contributes to effectiveness of the team PD_Human Resources Consultant - Employee Relations Dec2013.docx Page 4
