2 Position reports to Human Resources Manager - Operations Reportable Positions Nil Position Purpose Provide specialist subject matter advice and support to the operational Work Health and Safety (WHS) team regarding WHS legislative requirements, TSA s WHS requirements and developments in the field of WHS Responsible for the review and maintenance of TSA WHS policies and procedures that foster a Zero Harm culture using continuous improvement approaches that ensures WHS compliance as a minimum standard Collaborate with stakeholders to ensure engagement in and embracing of TSA s safety program by the whole TSA workforce Specify, develop and implement WHS training programs and other associated learning activities for the TSA workforce Qualifications A relevant tertiary qualification in Workplace Health & Safety (Minimum Diploma) Certificate IV in Workplace Training and Assessment Minimum of five (5) years experience as a WHS professional is essential, desirably within the community services sector. Experience in WHS consulting and or advisory roles, preferably in medium to large organisations Sound knowledge of and experience in applying WHS legislation across all Australian jurisdictions (Vic; Tas; SA; NT; WA minimum) Award (if applicable) Award free Classification TBA Resource Management Nil Total staff management (EFT) 0 Personal Competencies Required Willingness to promote The Salvation Army s mission and values, and comply with Official Minutes, policies and procedures Job Competencies Required PD_WHS Advisor Dec2013.docx Page 2 Sound knowledge of Australian WHS legislation, including relevant codes of practice and Australian standards A high level of honesty and integrity in the management of WHS, with an Understanding the principles and application of WHS requirements, with a exceptional work ethic. focus on hazard management, incident investigation and injury prevention High organisational skills and ability to self manage Demonstrated time management skills in planning, organising, coordinating and timely delivery of work processes. Willingness to lead by example and contribute to teamwork Ability to review documentation, monitor compliance and develop safety programs including writing policies, procedures, improvement plans and audit tools Well developed written and oral communication skills, including report writing Ability to influence, build relationships to motivate and educate stakeholders Effective consultation and engagement with stakeholders and mentoring / coaching skills High level of competency in computer skills with Microsoft Office, including Word, Excel, Lotus Notes, Power Point, Internet and safety management systems/applications Customer service focus and solution driven Ability to develop and deliver new training programs in line with stakeholder needs Highly developed analytical, communication and reporting skills with the ability to negotiate and influence
3 Key Result Areas Key Activities Standard Measures Work Health Safety (WHS) Implement TSA s WHS strategy under the guidance of the HR management team Review and develop WHS Policy & Procedure for relevance, currency and ease of use by Managers in consultation with WHS professionals across the Territory Actively participate in driving TSA s safety culture of Zero Harm Maintain all aspects of TSA s WHS system, including document control and audits Develop and maintain an organisational WHS program and plan Provide a high level of technical & strategic advice on WHS issues. Assist the Divisions in managing WHS in accordance with TSA policy & procedure, so managers are supported in ensuring a safe workplace WHS Compliance Develop, oversee and implement appropriate governance frameworks and reporting requirements to meet legislative and internal requirements. Assess WHS performance through external and internal benchmarking through data analysis and audit Development and maintenance of WHS performance standards. Development and maintenance of Safety policies, procedures, Conducting hazard identification, risk assessments and incident investigation activities in accordance Reporting and Analysis Provide regular reporting on relevant WHS statistics and current trends Provide regular reporting on WHS activities including but not limited to audits, hazards, incidents, assigned actions and safety inductions Analyse trends and advise WHS professionals of preventive strategies in response to trend and activity analysis Systems and Processes Continuous improvement of current systems, which aim at assisting all divisions to improve their WHS performance. Actively contribute to the ongoing implementation and management of TSA s YourSAFETY Management System (YMS) Ensure TSA procedure, processes, associated forms, tools are consistent with YMS deliverables TSA WHS policies, procedures and tools are up to date with all relevant legislation and reflect best practice in WHS An active WHS program is in progress at all times Timely advice given and action taken, including recommendations, regarding all WHS legislative changes and their implications for TSA. A WHS audit program, complimented with management tools, is implemented and monitored Regular audits are completed and reported TSA WHS management systems are compliant with legislation Investigate and follow up on all critical incidents Establishment and monitoring of safety committee network TSA WHS goals and targets are established and reported Completion of monthly executive reporting and analysis and submitted as per required timeframes Cost reductions in workers compensation insurance premiums Be seen and considered a YMS Champion by your peers and wider stakeholder group YMS efficiency gains are achieved to cause ease of use and understanding PD_WHS Advisor Dec2013.docx Page 3
4 Consultation (Stakeholder engagement and relationship building) Maintain constructive and effective relationships with Divisions, Workers Compensation, Insurers, Claims Agents and Brokers and other relevant service providers. Provide a high level of support service to Divisions by regular and frequent engagement Develop effective communication channels with Divisional WHS professionals Liaise with other departments to gather WHS related information Participate and contribute to monthly Territory WHS meetings Seek input and contribution from Territory WHS stakeholders An annual visitation plan is established and maintained Attendance and active participation in monthly Territory WHS meetings Distribution and communication of WHS trends, analysis, reports and initiatives WHS training and development Provide programs to ensure TSA personnel receive education and training on WHS relevant to their roles and responsibilities Ensure core WHS competencies and responsibilities are effectively identified and referenced with respect to all TSA positions Participate in coaching and mentoring activities, as required, to improve capability of relevant staff to identify knowledge gaps and assist with closing the gaps via timely, efficient and effective training, information exchange and learning activities Teamwork Participate in TSA projects as required to meet operational or strategic needs of the organisation Assist in implementing Territory wide programs in the interest of improving WHS performance. Providing functional support, assistance and advisory services to ensure Divisions can operate in accordance with legislative requirements Professional development Maintain awareness and knowledge of developments in WHS Maintain awareness and understanding of WHS legislation.
