General Summary of Function/Purpose of Position This position determines current and future in-service training requirements statewide for the various employee classifications within the Corrections Facilities Administration. Applying adult learning principles, this position is responsible for researching, selecting, developing, composing, evaluating, updating, and maintaining in-service training program curriculum content (manuals, videos, computer based, PowerPoints, handouts, training aids, etc.) for coordinators, instructors, and training participants in accordance with management goals, needs assessments, job analysis, facility design principles, industry standards, legal mandates, and Department liability within a specified deadline. Annually updates and evaluates current training effectiveness, quality, applicability, and needed frequency using various assessment methods, Department data, and work group consultations. Identifies budget considerations related to the delivery of curriculum and suggests changes for Department policies and procedures.

Duty 1 General Summary: Percentage: 70 This position determines current and future in-service training requirements statewide for the various employee classifications within the Corrections Facilities Administration. Applying adult learning principles, this position is responsible for researching, selecting, developing, composing, evaluating, updating, and maintaining in-service training program curriculum content (manuals, videos, computer based, PowerPoints, handouts, training aids, etc.) for coordinators, instructors, and training participants in accordance with management goals, needs assessments, job analysis, facility design principles, industry standards, legal mandates, and Department liability within a specified deadline. Individual tasks related to the duty: Reviews and makes training proposals on viability of use within the Department. Researches, develops, composes, and updates in-service training program content for coordinators, instructors, and training participants. Reviews all in-service curriculum for proper content flow, user friendliness, grammar, spelling, terminology, and accuracy. Answers questions related to in-service curriculum subject matter. Monitors training programs for content effectiveness and quality assurance and makes changes as needed. Seeks necessary approvals for new or updated training programs where content has changed. Collaborates with other employees to ensure effective teamwork and content consistency within in-service training. Attends conferences, researches and works with outside corrections organizations to develop their own knowledge base and obtain information on best practices used in training Duty 2 General Summary: Percentage: 30 Annually updates and evaluates current training effectiveness, quality, applicability, and needed frequency using various assessment methods, Department data, and work group consultations. Identifies budget considerations related to the delivery of curriculum and suggests changes for Department policies and procedures. Additional duties include cost estimates, preparing reports, attending professional workshops or conferences, and other assignments given by the direct supervisor or Training Administrator. Individual tasks related to the duty:

3 Annually evaluates current in-service curriculum, surveys and assesses the training needs of MDOC Corrections Facilities Administration staff, analyzes employee performance to determine training needs, and suggests recommendations for changes, updates, or new curriculum while ensuring all content limits Department liability and is in compliance with Department goals, legal mandates, policy, and procedures. Reviews and makes recommendations for updates to Department policy and procedures as needed. Reviews or prepares reports as needed and presents the results. Estimates costs associated with curriculum preparation and program rollouts. Attends and conducts meetings as necessary. Ensures that documentation records are maintained according to professional office standards and retention schedules. Attends conferences and workshops to enhance job performance and professional development and presents findings when applicable to Department training programs. Other duties as assigned by the direct supervisor or the Training Administrator. 16. Decisions pertaining to research, development, and evaluation of in-service curriculum content. Decisions related to the assessment of staff training needs and employee performance. Decisions related to in-service curriculum content flow, user friendliness, grammar, spelling, terminology, and accuracy. Decisions which involve legislators or other politically sensitive issues or entities. Decisions which would result in a change to the currently approved training plans or in-service curriculum content. Decisions which would result in expenditures over the estimated annual in-service training budget. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Some overnight or daily travel across the state, walking to training locations, going up and down stairs, classroom preparation, lifting and carrying boxes, training materials, or audio-visual equipment, standing, sitting at a desk or computer for extended periods of time, and occasional entry into the secure perimeter of correctional facilities. 19. What is the function of the work area and how does this position fit into that function? The Training Division promotes, provides and evaluates training for 18,000 MDOC employees. The training must comply with PA-415, Department, state, federal, court, and Governor appointed council guidelines. This position is responsible for assessing Department inservice training needs, researching, developing, composing, and evaluating in-service curriculum for coordinators, trainers and staff. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Human Resources Developer Specialist Four years of professional experience equivalent to a Human Resources Developer, including two years equivalent to a Human Resources Developer P11 or one year equivalent to a Human Resources Developer 12. KOWLEDGE, SKILLS, AD ABILITIES: The ability to research, develop, evaluate, and create new curriculum, identify areas within existing curriculum which should be updated, and assess training needs for MDOC staff. Excellent composition, proofreading, and editing skills, written and verbal communication proficiency, and significant knowledge and understanding of corrections, the principles of adult learning, and basic instructional techniques. The ability to work independently or cooperatively with various work groups and a diverse workforce. The ability to set priorities, manage multiple projects simultaneously, evaluate progress, adapt to rapidly changing situations, and meet deadlines. An understanding of basic computers skills (word processing, spreadsheet, and database applications), multi-media, and audiovisual aids including PowerPoint projectors, laptops, webinars, video conferencing, etc. A good working knowledge Department policies and procedures, as well as, current in-service training research, trends, and literature.
