In a seminal paper titled Testing for Competence Rather Than for Intelligence published in 1973, David McClelland introduced the concept of Competencies and showed how they could be better predictors of job performance than IQ and Personality Tests. As we complete four decades since the birth of the Competency Movement largely pioneered by McClelland and his followers, the word Competency has almost achieved common currency status and more importantly, found acceptance in organizations of all kinds and sizes. Interestingly, the buzz seems to have caught on with governments as well.

2 However, Competency still means many things to many people. Besides, it s not just the changing nomenclature the various tools used to identify Competencies have also proliferated. Therefore, anyone who aspires to comprehend the Concept and its Application needs to take stock of the Foundation as well as its Modifications. This workshop fulfills these twin objectives in that it provides a good grounding in Competency and Competency Mapping processes apart from plotting the developments in the area in a way that lay people can comprehend. Just as individual competencies help top performers distinguish themselves from others, the collective competencies of an organization provide a competitive edge and help it to distinguish its products and services in the market. For HR Departments tasked with the job of improving performance at the individual, group, functional and organizational level, Competencies are but the DNA of Performance and require even closer attention. This is because successful identification of Competencies can lead to incorporation of those Competencies into the entire HR System thereby turning the entire HR apparatus into a Competency-Based HR function geared to attract, acquire, induct, develop, deploy, engage, reward, retain and lead only competent employees. However, this is easier visualized than implemented. Globally, a lot of organizations seem to have done stellar work in mapping competencies but not matched it with equal efforts to integrate these into the HR Systems.
